The F.R.P.C.A. asked officially some answers from the City Hall regarding its stray dogs’ management activity since 2002. The two official answers illustrate the inefficiency  of  the Catching Service during this years and the huge waste of public money, with no intention to solve stray dogs situation.  They officially state that during 2002-2007, they caught only 15 dogs, and the rest they released to people before putting them into their van and they spent 878.661 Rons for this. They didn’t neuter, they didnt make any vaccination, or any surgeries. But, back in 2003 the sent an official answer to a local newspaper stating that  from March 2002- March 2003 they have caught 1936 dogs and killed 1708 dogs. So, once again lies in official papers.

Now, they also stated that during 2008, they caught only the 86 dogs that they have into their shelter, and that only 1 died. Their answers is a totally lie and the F.R.P.C.A. already deposed a penal complain to the County Police against the Chief in Charge with this "Specialised" Service and also against their vet.

The majority of the dogs captured during the period January2002-January2008 through the Administration Service for Stray Dogs were given back to persons from streets right before putting them up in the transport van. The activity of stray dogs administration during 2002-2007 resumed at catching a very small number of strays, around 15, that were sheltered in a space from Narciselor Street for 2 months, and taken over by Pro Animals society.
The expenses are:  to resume the table it is 92.605 Ron in 2002, 137.341Ron in 2003, 130.622 in 2004, 147.969 in 2005, 175.107 Ron in 2006, 195.107 in 2007 and more then 281.617 Ron in 2008

  According your address registered to Tg-Jiu City under the no.44947 /23.10.2008 we inform you the following:
-through Local Council Decision no 13/28.01.02 was aproved the settling up of the Specialised Sevice for Stra Dogs’ Administration into the Direction of Communal SErvices ;
-through L.C.D. no.262/24.07.06 it was aproved the signing of the partnership contract with the Pro Animals Association and Vier Pfoten, for running together the Project of neutering,deworming,anti-rabies vaccination, identifying and returning of stray dogs, aiming to reduce their number in Tg-Jiu city.
-the public shelter where the Specialised Service for Stray Dogs Administration is running its activity is located on Narciselor Street ( 380 mp), the value of execution is about 34.896 Ron
-the number of dogs captured during January 2008 until present is 86 dogs, euthanised 0, dead 1

-also, we put next invoices for providing other materials necessary for a good running of this activity( catching poles, etc)

-also, our staff together with the staff of Communitary Police have as task the collecting of the horses that roam free on the roads and in private properties(at owners’demand), the horses being sheltered and cared for in CET Tg-Jiu ( the public horse shelter)
-we also inform you that at the level of DCS there are deposed all the efforts for integrating in the legal frame of OUG 155/2001 ( for stray dogs administration)"

Although our association is a small one, established in Tg-Jiu city, with an intense activity here, we couldn’t remain careless about the faith of thousands of animals living in small towns nearby and we couldn’t help taking attitude to the measures proposed by the authorities for reducing stray dogs number. You can read bellow about Town Hall’s activity and our involvement.

COOPERATION WITH PUBLIC INSTITUTIONS - in a community in order to go things right and to solve problems, it is needed that the citizens, NGO’s, and public institution to work together. We have signed cooperation contracts with the Town Halls from Gorj county, cooperation protocols with Police,and education protocols with Schools.

THE COOPERATION PROTOCOL WITH THE COUNTY POLICE

After being signed, at a national level, in September 2007 between the F.R.P.C.A. (The national Federation for Animals Protection and Control) -where our association is a founding member – and the General Inspectorate of Police from Bucharest, a protocol of cooperation was also signed in November between Pro Animals and the County Police. This protocol has as main aim enssuring the life and welfare conditions of animals with and without owners but also for managing the stray dogs population. We, together with an inspector from Police, will start visiting schools teaching children about animal cruelty and new law for animals’ protection ( this besides our regular school education programme).

The story of an image contract

"NEUTER AND RELEASE"

After years of discussions and meetings with the authorities from Tg-Jiu, after years of trying to persuade them that their programme,"Catch and Kill", besides the fact that is not humane and brings a negative imagine for the city, it is totally inefficient on long term, we decided to propose them again, in 2005, a new contract of cooperation ( after other contracts presented during past years had been rejected from different unknown reasons).

We brought proofs how inefficient are this kind of programmes and illustrated the positive aspects of Neuter &Return programmes. We also talked about the N&R contracts that we have succeeded to close in 5 localities from Gorj county but also about other similar contracts existing in different cities from Romania and different countries that face the same problem. After discussing with the vicemayor each term of the contract, it had to pass the 4 Town Hall Commissions. Our representative was there at the Commissions Meetings emphasizing the positive aspects of the Neuter&Return contract. The contract was accepted by the Commissions and now we were waiting the last and the hardest step: the contract to be discussed in the Town Council Meeting ( which is held once/month). There was present also the press at the meeting. The vicemayor had a strong attitude and very positive towards this contract and cooperation trying to persuade councilors about its efficiency, about the fact that neutering is the only efficient and humane solution and that only together we can do something.

Finally, the contract was accepted also by the Town Council

and

on 24th of October our association, together with Vier Pfoten representative ( with whom we cooperate in this contract) met Tg-Jiu officials in order to sign it.

Through this contract we assumed a lot of obligations, we would have had much bigger tasks then before. First, a condition put by the vicemayor to accept this contract was that we must build our own private shelter as soon as possible so that the entire activity will take place there.

Between the two visits of the Vier Pfoten mobile clinic, our association will have to catch, daily, stray dogs, neuter them, keep them for recovery for several days, feed them and treat them and give them for adoption or return them back from the places they were caught. We will have to have a team, formed by catchers, keepers, a vet and an assistant. So now, besides the regular expenses that we have daily in the shelter, will have much more for running this contract.

We knew that it was a big challenge, a huge task and work, as Tg-Jiu has 100.000 inhabitants and a big number of dogs, that is why support was essential when the contract . There will have been vet bills to pay for the neuterings and operations, food , medicines, salary of the employees, and a lot of other items needed etc etc etc plus the building of the new shelter.

The acceptance of this contract means the recognition of years of work and efforts made by our association for animals welfare in Tg-Jiu, but also Gorj county, this is our biggest accomplishment to know that stray dogs will not be killed anymore through terrible ways as before, but will be humanly caught, neutered, dewormed, marked and returned in their places or given for adoption.

We really believed that the authorities finally realised that they were wrong in managing stray dogs’ situation during pasts years,

For a while things seemed to go in the right direction: they started to extend the actual shelter, -as a condition of this contract – to create places to keep dogs after neutering for several days .

And also gave for printing 25.000 brochures( that we create) about this contract and neutering, to be spread at the people in the city informing them about the cooperation.

But, at one time, after making some investments ,the City Hall stopped everything for continuing this contract, with no explanation.

After so many years, even after joinig European Union, shooting dogs is still considered as a normal and "legal" way for reducing stray dogs’ number. Unfortunately, despite our proofs, witnesses, mass-media involvement,the authorities in charge, Police but also Tg-Jiu Court of Law, didn’t take any measure against this huntings.

We have heard that this huntings that represent "silent" approval between Public Institutions.

The outskirts of the city , including the woods nearby, are full of dogs brought by the municipality’s catchers who collect them from Tg-Jiu streets. For years, hundreds or even thousands of dogs had been shot to dead, and many of those huntings were organized "legally" between the County Association for Sportive Hunters and Fishermen and different Public Institutions.

Many said that with this images we make a bad image to our country, and maybe they are right, but the cruelties and coruption is just inacceptable, and we will continue to do everything is in our power to stop this atrocities and fight for a time when the Authorities will learn to respect Life, Laws and People.

2008

Being announced by some persons that at the Tg-Jiu rubbish dump there took place a hunting of dogs, we ,together with a journalist went there and we found a terrifying image: pregnant females, puppies and other dogs lying in the snow.

Witnesses said that three hunters came and started to shot dogs,despite that many people were around. One woman asked ahunter not to shot anymore as there were dogs she was feeding, but in reply she was threatened to be shot also.

The local mass-media had a big interest in this case, presenting images and witnesses’ statements. The representatives of a local Tv post, deposed even an intimation to the Police asking to start searching for those who are responsible for such cases. Our association did the same and now we are waiting for Police answer.

Here is the answer that we received from Police. Although there were lots of witnesses and they appeared also on TV and in mass-media, the Police said that " we communicate you that after we made investigations, what you stipullated in your intimation are not confirmed ; the quardian and other persons that are daily in that area, declared that they haven’t seen dead animals in the area".

2006

On 3th of May, in the afternoon, we have received a phone call informing us that in a village near Tg-Jiu a hunter is shooting dogs. We went there as soon as possible, and caught the hunter shooting dogs, and when he saw he is filmed he tried to go away . You can see him in the first photo, while he was leaving with the gun in his back. He was together with an inhabitant who was showing him where to find dogs. There were dead puppies, but also pregnant females and as a practice used by the hunters in order to show that they sued the bullets, they cut the nose, paws or ears of the dead dog ( or some may be even alive). There was a hard verbal fight between us and the inhabitants, who asked the hunter to come and shot the dogs.

As it was an illegal action, according to the Romanian Laws and European Conventions our country signed also, we called the Police who told that they will come in several minutes. After 10 min. we have received a phone call from the Police telling us, with a mocking voice, laughing " dont wait us anymore, we will not come, we know about this action and it is a legal one". We couldnt belive what we heard: A LEGAL ACTION TO SHOOT DOGS IN THE MIDDLE OF THE VILLAGE!!!
After other harsh discussions with a representative from the Police, they decided to send three policemen there,to make some photos.

After we collected the dead bodies and brought to Sanitary Veterinary Direction for analises, the SVD confirmed officially that the dogs had been shot.

We made the intimations against the hunter and send it to the Local Police, but also to the Hunters National Agency and National Police Inspectorate.  After the reply of the Police – who  was  favorable for the hunter – we  deposed an intimation to the  Court of Law Tg-Jiu, who said that " the hunters was authorized and  during his  working time as a quardian and  fight against  harmful animals he shot two  stray dogs because they were attacking  the chickens and the animals of  the inhabitants ". 

We hoped that having European Union joing in front of us, at least this time, the Police will taken the right measures against those who respect no Law and who belive that by shooting a dog they do a service to the community.

But, unfortunately, although we had numberless proofs, witnesses, photos and videos of this kind of tragedie – including last year in the same area – despite all our complaints, this Public Institutions are just covering one another, taking no measure against those killers, making their own Law.

2005

Stray dogs shot, with their noses cut, were found at the outskirts of Tg-Jiu city. Together with an inspector form the Sanitary-Veterinary Direction Gorj, we went in several places and found many shot dogs having their noses cut – a practive used by the hunters. Puppies, pregnant females, and all kind of dogs were lying dead, just near some blocks and private companies. Unfortunately, this is not an isolated case, for years we have discovered in different areas of Tg-Jiu this kind of tragedies.
Journalists wrote articles about what we discovered and also had a negative position towards the local auhtorities, who dont want to have a co-operation with us, as we have in many other cities from Gorj.

2004

Near the rubbish dump, we were told by the people who are living close, that flayers come and abandon dogs – or kill them directly – and the hunters come and shot them once or twice every week. We found this poor dog, having his entire body riddled by bullets. We realized that he had been shot by the hunters, as it was their practice: they cut the nose and the four paws in order to demonstrate to their superiors they that’ve killed the dog, demonstrating also that they’ve used the bullets.

Although we sent numberless intimations to the Government, The Ministry of Agriculture, the National Veterinary Authority, the Public Prosecuter’s department, Police, local authorities etc regarding the illegal slaughter committed above the stray dogs in Tg-Jiu, no one took any measure for punishing those responsible. At this moment we have trials against some of the people we consider responsible for this tragedies.

We tried many times to meet the mayor of Tg-Jiu, Florin Carciumaru, in order to find a way ro co-operate, to make him understand that killing dogs is not a solution for reducing their number on long term , but only a program of neuter and Return. Unfortunately, we were refused everytime we tried .

2000-2001

CONTRACTS OF COOPERATION: Being aware that the "Catch and Kill" programme used by the municipalitys in order to reduce stray dogs’ number is not a solution , besides the fact that are completely inhumane and illegal, we proposed those mayors an alternative, "Neuter and Return"- an efficient and humane programme. Having no financial power to run all alone this kind of programme,having a shelter with hundreds of dogs to manage and many other activities, we decided to find animal welfare organizations willing to accept to be part of the contract.

25th of February 2009

 We decided to go again after one week to Turceni, to see how things were after our first visit but also to take a small puppy that broke our heart last time. Arriving to shelter, we noticed that they just didn’t care: no one was there, the dogs were straying in excrements at 12 pm ( although a keepr should come in the morning to clean), and what was most disturbing and heartbreaking wa that the buckets were empty, no water and dogs were drinking their frozen urine.  i couldn’t belive that the small puppy wasn’t there anymore, and new dogs were in. We went to the Public Service and met the directors to whom we explained again the situation. The adjunctr director didn’t belive what I was saying so we returned together there.

We found the keeper staying and the shelter was the same, dirty and without water. I said it is not possible this lack of care. The keepr was very dunk. The director said they will improve things and that at 2 pm the vet will come and dogs will be feeded. They belived we returned to Tg-Jiu, but at 2pm we returned to shelter, where we just couldn’t belive what we saw. The keeper was simply staying, dogs were full of excrements and no one was doing anything. We called again the adjunct director, very angry, who came with another man who started to clean with the shovels. The adjunct director started to put water with the bucket to the dogs, who were very thirsty.  Seeing the things don’t improve and the poor dogs’ conditions, many sick, weak, skinny, we decided to call the Police.

The POlice came and they made a verbal-written notice about my complaints and the Service Public employees statements.  There came also the vet  who is paid with 400 Euros/month and spend only few minutes in this shelter, where dogs seem to suffer from lack of medical care and food. We will follow their activity close…

18th of Februry 2009

 In November 2008, the new mayor decided to build a shelter where dogs are collected, in Turceni, a small town at 60 km distance from Tg-Jiu.  We decided to visit it in February 2009.Through a local council decision the stray dogs’ admininstration service was given to the Public Service.  The City Hall gives 10.000 Ron every month to the Catching Service for its activity. Since November about 60 dogs had been caught and kept in that shelter. On a window nearby the shelter, there was written on a paper that the food ratio is of 360gr/dog/day, without mentioning any difference for 2 kg puppy or 50 kg dogs. 

When we arrived there was no keeper, the dogs kennels were dirty, the water was frozen and dirty. Big dogs were mixed with small dogs, and puppies and sick dogs with healthy dogs.

There were also some awful skinny dogs, that could hardly walk on their feets, what makes us think that was totally impossible to be fed as mentioned on that paper, probably those dogs hadn’t been eat for days.

2006

We have heard some times before that in Turceni stray dogs are being poisoned, shot to death, chased and killed with with shovels etc but due to problems we had we didnt have the opportunity to go there. It is a locallity at about 80 km distance from Tg-Jiu. But, one morning we have received a phone call informing us that during night stray dogs but also dogs with owners were poisoned by the city hall’s employees.
Although that day, we had in the midday the meeting with the Town Coucil from Tg-Jiu for approving the "Neuter and Return" contract, we decided to go there. Turceni is a small locality, with houses and just few blocks. At the entry in the locality, we saw on the right side of the road near a house the first dead dog. We called the owner who was living next and told us that is his dog and that dogs were poisoned entired night. We asked him to give us a written declaration but he refused saying that he dont want to have problems, that he is afraid and dont want to make any comment.
Later on, we met another man ( who was trying to hide not to be seen by someone that he is talking to us) who gave us photos with dead dogs between blocks made during night and also said that city hall’s employees were collecting the dead bodies with a tractor and brought them at the rubbish dump. We were at the rubbish dump, but we couldnt find anything sign that bodies had been thrown into a hole and covered with earth ( like happened in other localities).

We decided to go to the Police where we talked with a policeman who said that they dont know anything about this action. What surprised us was that right at the entry at the Police, there was a poor female dead in the bushes. A lady from there told that there are plenty of dead dogs in the colony.

So, together with the Policeman we went to the City Hall. We couldnt find the mayor, so we discussed with the vicemayor. When the policeman told him who were we and why we came, despite the fact that at the beginning he said he dont know anything about this poisoning action, he was very surprised and was keep asking us: " who told you, from where you found out?!?!" He called also the chief of the Stray Dogs Control who was all black of anger and said that no, he dont know anything about it. We all went together, collected the dead dog, put in a palstic bag and took it in Tg-Jiu for analises at the Sanitary Veterinary Laboratory. We left an intimation to the Police asking them to start searching who organized this action, what substances did they use and where they disposed the dead bodies. Although it passed enough time, we still wait their answer and continue to make pressure. If they dont give a satisfactory answer, we will go on with the searching on our own and intimations at the competent authorities.

2005

On March, we went back to Matasari in order to check if the municipality caught dogs anymore.  Fortunately, the shelter was empty and we had a chat with the director of the society belonging to town hall. He said that until the town hall don’t provide the legal ways to settle a special service ( as the law asks) for stray dogs, he will not deal with this problems anymore and that when they will decide to do something they will contact us. In the same time, he complained about the so many strays wondering free around town.

2008

In September we received some calls from an animal lover telling us about the stray dogs situation in Matasary and how the dogs are caught and kept to starve in a so called shelter.  Now, the mayor gave, illegal, this activity of catching dogs to a commercial society. The city hall built 3 kennels !!! where this society caught 55 and they were keeping them there, eating each other. The owner of this society received from the city hall , unofficial, 1 Euro for the daily food.
When we went there with the DSV inspectors for the first time, that owner didnt let us in for 2 hours while he cleaned and put some food to boil.

Bellow is the "food": some cereals( that are meant for farm animals) bioled in a pot.

Even the DSV inspectors were astonished by this situation and by what they found there. Officially and legally this "shelter" dont exist anywhere. After days of pressures, many articles and broadcasts in massmedia, we together with the Police and SVD free all the dogs, until there will be something better there.

 2005

In February 2004 we sent press articles and emails to the European Parliament informing them about the stray dogs hunting and asking them to take measures. It seems that they took into account our intimations and requested to the Romanian Government to investigate what happened and to present them a report.
Two office wokers from the National Sanitary Veterinary Authority came to Tg-JIu to investigate what happend last February. When they met "Pro Animals’ representatives they started threatening them saying that they bring big prejudices to the country by informing abroad and they must be carrefull……….
Although Pro Animals made the intimations based on proofs, the office workers listened only what those who organized the hunting ( the mayor of Matasary, the former director of SVD, Ana Telescu, The Chief of the HUnters’ Agency, NIcolae Tonca,)had to say. They didn’t ask Pro Animals to present them their proofs, like tapes, witnesses, press articles etc in order to have an objective report.
Finally, after their ‘ investigations’ their unofficial ( for the moment) conclusions were " the hunting was legal" and " no one can be punished". Unfortunately, the report which contains wrong informations, will be forwarded to the European Parliament.
But, we can’t let things like this. Dogs were hit with shovels, clubs, chased and shot under our eyes.
We are waiting to receive from NSVA the official report and will see what’ s to be done. Probably, we will send again all the documents we have to the European Parliament informing them about this visit and about the coruption from Romania, asking them to take measures.

A good news and a big accomplishment is that thanks to all the protests letters received by the authorities from the animal lovers from all over the world, and also to all the intimations we made to the national authorities and to the local newspapers, the Director of DSV, Ana Telescu was dismissed from her position, due to the
We also made a penal complaint aganist her and against the mayor, Gaspar Gheorghe, to the Court of Law and to the Police. They are now under investigation.

7th of February 2004, Matasari locality, mayor – Gheorghe Gaspar.

On Friday night ( 6th of February 2004) we received a phone call that on Saturday, 7th of February, in Matasari will take place the same action, of shooting the stray dogs, organized by the mayor of that village, Gheorghe Gaspar, in co-operation with The County Association of the Hunters
So, on 7th of February, in the morning we arrived there together with two journalists from two local newspapers: Roxana Stoian – "Impact in Gorj" and Mihaela Barceanu – " Informatia Gorjului".

What we saw is beyond imagination: people that receive social help from the city hall , armed with shovels , stones, clubs , in their hands, were chasing the stray dogs( were hitting them in the heads) between the blocks and forward them towards the hunters who were shooting them. There were nightmare scenes that may seem incredible.

The dogs that had been shot were collected by those people and there corps were put into a trailer and carried away.
We tried to stop all this slaughter but it was impossible.It seemed that all the inhabitants were involved in this, it was like a uprising. No one listen us, people were behaving very bad, rude with us , some tried even to hit us, the car, to scare and threaten us. We were just four and they were almost an entire village.

We filmed some scenes but we couldn’t do more because the driver of the trailer tried many times to run over a Pro Animals’ representative with the trailer. Also the hunters headed the gun towards us, threaten us and wanted to take our camera. We managed to film a little inside the trailer, which was full of dead dogs.
We were completely shocked, we couldn’t belive people can be so savage, one can see their hate in their eyes.
Afterwards, we went to the city hall and at the police from Matasari. We saw the documents were the mayor, Gaspar Gheorghe, asked the Hunters Agency’s help for shooting the dogs. It was all on the papers.
The two journalists from the local newspaper wrote many articles about this. We contacted some national newspapers which wrote some articles about this slaughter.
We sent many intimations to the romanian authorities and also launched an international letter of protest againts this illegal and inhumane hunting.

The director of DSV (Sanitary Veterinary Direction) from that time, Ana Telescu,( who was aware of the hunting and with whose agreement took place this slaughter) deliberatly wrong informed the romanian authorities and affirmed that the hunting was necesary because there was a rabies area in Matasari. According to the chief of the DSV laboratory and to many other proofs this was a lie because there wasn’t any rabies area.
So, this action was not only an illegal one but very cruel and inhumane.

SCANDALOUS ILLEGAL SLAUGHTERING OF STRAY DOGS IN MATASARI – ROMANIA
On Saturday, 7th of February 2004, Pro Animals representatives, accompanied by two local journalists, witnessed and partially filmed the mass slaughter of the stray dogs of Matasari, a small village located about 300 km from Bucharest, capital of

Romania. Pro Animals received the information by an anonymous phone call on Friday night.
The massacre has been organized by the mayor of Matasari, Gaspar Gheorghe, who officially requested the intervention of the Hunters Agency to shoot the strays. Most of the habitants of Matasari also participated to the slaughter. Armed with shovels, stones, clubs, they were chasing the strays, hitting them in the head, followed by the hunters who were shooting the dogs.
Pro Animals strongly condemn this cruel and absurd slaughter, which has been executed in complete illegality regarding the law of stray dogs’ management. Such a slaughter also took place the last two years in Matasari, on the same date.
Despite numerous protests from Pro Animals towards the Court of Law, the Police, and some Ministers, Romanian authorities remain indifferent to these scandalous violations of the law that take place in Matasari and in other municipalities."

An action of shooting the stray dogs took place on 8th of February 2003 in Matasari locality, ( a small village near Tg-Jiu, 30 km distance) Gorj county, from the order of the mayor in co-operation with The County Association of the Hunters, director Nicolae Tonca.
Because we had many proofs ( video tape, photos, a body of a dead dog shot etc) we sent many intimations to the romanian authorities ( Court of Law, the Police, some Ministers etc) who , unfortunately, didn’t take any measure in order to punish those responsible for this slaughter.

2006-2008

The "Neuter and Return" programme started in 2005, the same as in all the other cities, where came the FPCC mobile clinic and the team. Hundreds of stray dogs passed through this humane process, being collected, marked, neutered, recovered and released in the territory.

2005

In 2005, Because of the succees had by the first stage of the programme "Neuter &Return" from Carbunesti city also and of the positive articles from the regional press, we contacted again the mayor of Ticleni. Luckly, he agreed to co-operate and to accept to implement the "Neuter&Return" programme.

2004

In Ticleni locality, according to an agreement between the mayor of Carbunesti and the mayor of Ticleni , the flayers of Carbunesti were ‘borrowed’ by the city hall of Ticleni for catching the dogs from that small locality.

So, many flayers arrived there on 20th of April at 6 a.m. armed with long poles with wire at the end of it and were supervised by two employees of the city hall from Carbunesti. They caught about 20 dogs, with violent ways and they brought them in the ‘shelter’ from Carbunesti.

We talked to the mayor of Ticleni who at the begining was very angry that we had the courage to come in "his locality" and film the action. He calmed down , later, when he realized that it’s better to co-operate in order to find together a humane and efficient solution for the stray dogs problem.

We proposed him to accept the " Neuter and Release" program but because our proposal came just before the elections, we decided to wait.

Luckly, we succeeded to save these dogs and some of them are now in the shelter of Tg-Jiu.
