In the official answer received from the Rovinari Town Hall, the mayor, Dorin Filip, states among other things that: " some sporadic cases of dead animals can occur because of temperatures and climatic conditions from last period". In the address there is stated also that in the city there were no dead animals because of poison and neither any complain. As for the baits, the mayor stated that " there is no complain received from inhabitans", although inhabitans called us and gave us the bait.

 2008

April

Although in this town there exist a contract of "Neuter and Return", the authorities still continue to collect dogs, imprison them in a shelter, or finding different ways to get rid of them. In April we were called by some animal lovers from Rovinari who told us about contiuously poisonings during a week and that there died more then 110 dogs. We went there and found out a very disturbing image at the rubbish dump, where tens of dead dogs, some with earclips as sign to have been neutered, were laying between garbages.

We called the Police, the press and the inspectors from  the Sanitary-Veterinary Direction who also collected some dead bosies for analises. The result was that dogs had been poisoned with a very toxic substance that have been used for years for poisoning dogs in Gorj county.

The mayor denied any implication in the poisoning saying that he had no idea, although animal lovers confirmed us that they saw during night municipality’s employees giving something to dogs  and later they came to pick up bodies. Also, the mayor said that there might have been his political enemies who did this but it less likely as in Rovinari city nothing moves without mayor agreement.

March

In March, the mayor of Rovinari, Dorin Filip, announced in mass-media that he gives 10 Ron to every citizens who catch stray dogs and bring them to the public shelter. He also announced that the public shelter is newly built at "european standard" and that it has 1,5 hectars.

On 22.03.2008 our representatives together with Pro Animals Finland representative, Mrs. Kiia Vasko, went at Rovinari public shelter and what we saw was awful. On the 1,5 hectars we couldn’t see any foot of dogs, but there was a surrounded fenced area of about 250 sqm where the dogs were gathered.

We asked permission to enter there. About 60 dogs gathered in the public shelter, with no water and only 4 cages, puppies, with adult, with pregnant and old dogs, including a female hit by car who was laying there. There was also a very old dog, who was staying between the others, who was blind and starving.

In this way looks the newly "european standards shelter", as you can see bellow this exists from 2006 , it has no improvements.

The dogs had no running water inside, no clean water in the bowls and were starving. We asked the keepr to feed them and he came with a small bucket, half with dry food and thrown to those dogs all together.

Although, this mayor signed a contract to implement the "Neuter and Return" programme starting with 2005, and although hundreds of stray dogs had been neutered, vaccinated and identified through an earclip, he just doesn’t care and imprison in this shelter also dogs that had been neutered.

2006-2007

Starting with 2006, the mayor decided to catch dogs, even those who were neutered, marked, even puppies who were considered " aggressive". They were crowded in kennels as you can see bellow, with no clear water, with no food. We entered several times to feed them.

2005

On 12th of April, our association in cooperation the " Fundatia pentru Protectia Cainilor Comunitari" – which has the obligation to come once or twice/ year with the mobile clinic -signed with the City Hall the "Neuter and Return " contract.

2004

In November, Pro Animals representatives met the mayor from Rovinari, proposing him to implement the "Neuter and Return" programme. The mayor was very receptive and agreed to sign the contract as he understood that this is the only humane way to solve the stray dogs ‘ problem on long term. We will soon meet him again to close the contract and we hope to start the programme the next year, as soon as possible.
