2008

In March, together with finnish volunteer, we visited the public shelter of Carbunesti where we found out that the municipality collected strays and many were marked with earclip, as sign that they have been neutered.

Unfortunately, the shelter was closed and we couldnt enter at the beginning. We gave some calls, we asked a vet assistant to let us in but apparently the key was missing and no one knew where it was.So, in order to enter the shelter we had to jump over the fences. The mayor got angry when he found out we were there, without calling before coming( although being a public shelter it is normal to be open for working hours daily)

The conditions we found were not so good, as there was no food around, water just on the bottom of the bowls and there was lot of dirt inside kennels of those dogs who were staying closed inside. There were also females with puppies and an injured dog with no treatment given.

When we called the new mayor, he was very angry asking us how we dared to enter there without his permission, how we dared to film inside. But, those are public shelters, paid from public money and we have the legal right to check and take a look of what’s happening with those poor dogs.

 

2005 -2007

The N&R programme started in 2005. The FPCC came with the mobile clinic for neuterings and with a team formed by a vet, an assistant, several catchers and caretakers. Our association’s representatives involved in every phase of this programme.

Dogs were easly caught as they were very sociable, we also caught with empty-hand, with catching-cage or by anesthezia.

After catching, they were brought to the "base" where they were identified, marked with a numbered earclip, and put to surgery.

Afterwards, they have to wait several days for a recovery period and if everything is well, they are released on the same areas they have been collected.

 

2004

August

On 11th of August our association "Pro Animals" in cooperation with "F.P.C.C."Campina , signed with the city hall from Carbunesti a contract of "NEUTER AND RETURN" on 10 years. This programme will start oficially on 16th of September and we wish to be an example for the other small cities and villages from Gorj county.

For this we thank to the mayor, Mr. Cristian Toader Pasti, who proved to be a european man and understood that the only humane and efficient solution for solving the stray dogs’ problem is to neuter them and also to all the animal lovers who helped us obtain this success.

June-July

After looking and findingan animal welfare organization to cooperate in Tg-Carbunesti, as we didn’t have the financial possibilities to run this contract alone, we met the vice mayor and the mayor, Cristian Toader Pasti, in order to find a way to co-operate to not kill dogs anymore and proposed them our solution. After many meetings with the mayor we finally persuaded him to accept the programme " Neuter and Return".

 

June

 

Because of all the intimations we sent to the romanian authorities and also because of the protest letters that the animal lovers from all over the world had sent ,the mayor announced officialy that will close that shelter and that the vet, Vasiloiu, was dismissed from his position at the Service for stray dogs’ administration (he was also forbidden to perform surgeries on companion animals for 6 months)


Unfortunately, although he announced official that he will close this shelter, the mayor, Toader Pasti, reopened it a week after his announcement. We found out about this and went there many times to bring food and medicines to the dogs that are there.


March – April-May

ROMANIA – PLEASE PROTEST AGAINST THE SAVAGE TREATMENT OF THE DOGS OF CARBUNESTICITY, GORJCOUNTY

At the end of March, Pro Animals’representatives went to Carbunesti, a locality close to Tirgu-Jiu. We were dismayed to see the brutalities towards stray dogs, as well as the deplorable working conditions of the municipal shelter, where the dogs are left during several days without water, food and medical care, waiting to be killed.

We went there several times every week, in order to bring dry food to the poor dogs and medicines but also to provide medical care to the dogs that were injured or sick..

 

Witnesses said that the dogs were actually thrown, by the municipality’s employees, into a dry well near the stadium and the inhabitants told us that screams were heard from that well. This makes us believe that the dogs were thrown there almost alive

.

Pro Animals’ representatives met the mayor, Toader Pasti, and proposed him to accept to implement
a " Neuter and Release" program, but he refused.
We proposed him also to neuter for free the dogs from that shelter, but we were again refused.

 

 

 

The municipality’s vet, although he has never neutered any dog and said on public that he do not know to neuter, decided on 9th of May to make experiments on the females from that shelter. Read here what happened


The situation of the stray dogs from Carbunesti is very tragic and in order to put an end to this we need your support.


Despite all the intimations "Pro Animals" made to the romanian authorities concerning the tragic situation of the stray dogs from Gorj county ( Tg-Jiu, Matasari, Carbunesti, Motru, Sadu, Turceni ), they took no measure, they didn’t punish those responsible for all these atrocities committed above the dogs ( the mayors of the cities, the director of DSV – Ana Telescu, the municipality’s vets, the hunters etc).
We must mobilize ourselves to improve animals’ condition in Romania,which is candidate to join European Union.
Althought Romania signed the European Convention for Animals’ Protection, the romanian authorities haven’t adopted a Law for a Animal Protection, yet.
Please, write to the romanian authorities and to the mayor of Carbunesti to protest against the ill-treatments and brutalities towards animals, to ask the implementation of a capture-neuter and release (CNR) program and also to ask the romanian authorities to adopt a Law for a Animal Protection:

Dear Sir,
We have been informed of brutalities and ill-treatments towards the stay dogs of your locality. We are also aware that the dogs of the municipal shelter live in pitiful conditions, left without food, water and medical care. We found out also that the vet hired by the municipality’, Vasiloiu, makes experiments on the females, trying to neuter them in totally inhumane conditions.
We are appalled by such cruelty, and we ask you to take the necessary measures so that the dogs of your municipality are treated humanely. We also ask you to make sure that the conditions of dogs’ detention in the shelter respect the requirements of the law regarding the administration of stray dogs.
Finally, we ask you to implement a capture-neuter and release (CNR) program, in order to control canine population. Indeed, it has been observed that the Catch and Kill method is unproductive in a long run to decrease animal overpopulation.
We were also informed that despite all the intimations that the Association for Animals’ Protection "Pro Animals" made to the romanian authorities concerning the tragic situation of the stray dogs from Gorj county ( Tg-Jiu, Matasari, Carbunesti, Motru, Sadu, Turceni etc), no measure was taken, those responsible for all these atrocities committed above the dogs ( the mayors of the cities, the director of DSV – Ana Telescu, the municipality’s vets) hadn’t been punished.
As Romania is a country that wants to join EU, we ask you , the romanian authorities, to punish the cruelty acts against the animals, to behave like a civilized nation and to treat them humanely.
