2008
Being an election year, the mayor decided to give impression that things are moving, that the City Hall is doing something. After years of collecting dogs, transporting them to “unknown places” or ” taken for a walk in the woods” as the Chief of the Catching Service was telling – they decided to have a place to called ” public shelter” where collected dogs, are brought, sometimes full of blood, kept with no water or food some days, with no cages – especially when there was cold, and with no medical treatment.
The municipality’s catchers still collect daily dogs that never arrive to this shelter.The municipality refuses any neutering programme so the shelter is full of pregnant females, of new born puppies and of dying dogs. In September , the municipality started to build a new public shelter.
The new public shelter
The authorities started to build a public shelter in September 2008. Using an old building they are changing it to a shelter as the actual shelter must be demolised because they must give that land to people to build houses. They have announced that this will be finished soon, until the begining of 2009 and they will move all the dogs there.


OCTOBER
One evening a gipsy woman spent hours at the fences of the publis shelter looking inside. At one moment she came to us crying telling us that because she has many dogs at home , the neighbors made complaints against her everywhere so the catchers came and took her 8 dogs promising that they wil bring him to the shelter to take care of them. We knew that this was a lie and those dogs will simply dissapear if we don’t do something. So, we called the Chief of the Catchers telling that if they dont bring the dogs to the shelter there will be a big scandal. After a while, the van came full of dogs and of blood inside…..

When we opend the doors, the image was so sad: 13 dogs crowded in the small cage, one over another, full of blood, excrements and vomit. The gipsy woman took her 8 dogs down and put them into a kennel, so there remained the rest of 5 caught from the gipsy district, but we couldn’t let them there so we took them to another kennel.
APRIL – TODAY
In the public shelter, after many scandals we were permitted to enter every day. Unfrotunately, the worker don’t care about dogs so he just throws them food, everywhere, including in their own excrements. There are lots of females in heat that are not neither separated nor neutered so there appear the fights between dogs ( and males happen to die often) and the pregnant females.

The new born puppies or those who are brought in the shelter, don’t survive in a procent of 95%, some die because they are killed, eaten by the bigger dogs, some die of starvation or by diseases, like parvovirus.

The lack of medical care can be noticed as soon as one enters the shelter. Besides the pregnant females, the small puppies, or the males who fight for females, there are also those very sick dogs with parvo or distemper, or skin problems, that receive no care from the municipality’s emploeeys.
Although the work in our shelter is s lot and takes lots of time, we just can’t remain careless at those dogs from the public shelter. Actually, they are all dogs, we can’t think separate that “this are ours those are theirs”. So, everyday we bring food, wet food, for the puppies and the needy dogs but also we treat those dogs that are sick or bring them to vet. And all this from our own resources, as no municipality don’t give us any supprt.

MARCH
Although at a first look, the public shelter looks well and clean….
The faith of dogs inside is very sad. As there are many females in heat, dogs are fighting hard and many are injured, have wounds or even die. No medical care is provided and they are left to die in agony. We enter to treat them but part of those sick dogs dissappear during night and other few new appear next day.

FEBRUARY
The activity started in January continued. Bellow, you can see the cage,not even 1sq meter, that is kept in the back fo the catchers’ van, and were are crowded tens of dogs sometimes during transport. This is an old cage that they had been using for years.

JANUARY
Because of some rabied foxes found near Tg-Jiu, our city was declared in quaranteen by the Sanitary Veterinary Direction. After meeting the officials of the City Hall and of the Sanitary Veterinary Direction in order to decide what to do, they officially declared that all the stray dogs will be vaccinated as well as dogs with owners. So, the Public Catching Service will catch dogs, will keep them 21 days in the kennels near our shelter ( that they started to build at the beginning of our cooperation contract but ceased soon after), register them, vaccinate them, feed them, mark them, microchip them etc etc and release them back on the streets.Of course, that there were only empty words, for the sake of image.
So, at the end of January, the City hall’s officials called all the press to see how they catch dogs. They asked our cooperation ,saying that it is an emergency situation. So, 15-20 journalists were running after the municipality’s catchers to film how they catch a dog, ………The municipality’s catchers came with no tools, as couldn’t used their normal ones, so they asked us the catching pole.

After hours of running in a neighborhood, between blocks, unable to catch any dog, the decided to move in another place where there were more dogs. After running after dogs, a catchers saw a poor very friendly female lying in the sun so he went and grabbed her violenty asking the catching pole. We didn’t allow them to use it, as that female could easily be collected empty-handed. Being used to use their tool – that you can see bellow, it was hard for them to make a good imagine to the press and catch with hand or with a normal catching pole. After catching two dogs, the press happly left after filming putting the dogs in the catching van, without having any interest in transport conditions, in what will happen with this dogs…………

Remaining just us and the municipality’s catcher, they brought the two dogs at the public kennels and left them there. No one came to vaccinate them, to register them, or to do anything. They remained there, in cold weather with no cage. You can see the poor female, how stressed she was…..

Unsatisfied because the press wrote that they caught only 2 dogs a whole day, in a quaranteen time, in the night the catchers caught other 8 dogs using the old methods, so next morning when we arrived there we found all the 10 dogs in the kennels, one had even blood on his mouth and paws,including puppies. Again no one came to vaccinate them , to register them or to take care of them. In the night, some of this dogs, broke the fence and ran away but new ones have been brought.

We weren’t allowed to enter the shelter, being closed with the locker. Inside this shelter there were also dead dogs (including a pure-breed pregnant female) and there was no food given or medical care provided even if there were dogs that need it. We managed to take the body of a dead female and deposed intimations to the Police and to Sanitary-Veterinary Direction for animal cruelty. Unfortunately, there were no measures taken against those responsible for managing this public shelter.

2005-2007
Despite the contract. signed in 2006, the mayor refuses to co-operate and the stray dogs are still violently slaughtered. The city hall flayers are working 24 hours everyday, catching and killing tens of dogs ( by strangling, bitting to death, poisonig,shooting etc) This is the municipality’s van with which the poor dogs are collected and brought to unknown places, killed or abandoned in the woods where hunters come and shot them.

The van, divided in two so’called cages, is ermetically closed, with no ventilation, you can feel a terible stench from several tens of meters distance, full of dirt, hair, excrements and vomiting. Puppies, pregnant females, old and sick dogs are staying all together, crowded one over the other, and those who are ‘lucky’ enough not to die there, have to pass through seeing how their friends are being killed until it is his/her turn.

Asking to let us know the amount of public money used for solving stray dog’s situation between 2002-2005

We received the City Hall answer containing all the amounts used. There were a lot of public money used during all this years, but the problem is that those money had been used in vain – money from the state budget – and the stray dogs’ problem was not solved at all, on the contrary stray dog’s number wadering the streets grew.
2003-2004
As you’ll read in a newspaper, in 2003, the mayor made public that he “euthanised” 1700 dogs in the last year. Euthanasia actually meaning the methods related above. But we are sure that their number is higher.
In Spring, the vet who is all the time drunk, used a gun with tranquilizer in a very big dose with which he shot the dogs in the head,in the eyes,etc including puppies and pregnant females.
Asked by a journalist what happened with the dogs that are caught by the flayers ,the director of this service said that they are killed and thrown into holes from the mining companies.
<—– an address from the City Hall saying that they had officially killed 1708 dogs from 1938 caught. He says also that 215 dogs that they caught were neutered, so they released them !!! But, any neutered dog is marked, either by earclip or by collar, so why catching them, didn’t the catchers saw the dogs’ were identified?!
Although in Tg-Jiu we tried many times to negotiate with the local authorities in order to find a humane and efficient way to reduce the number of the stray dogs ,despite our efforts, the mayor , Florin Carciumaru, didn’t accept any proposal.
The actions of the local authorities are completely illegal. The law for stray dogs’ administration says that the stray dogs must be caught using humane methods, they must be kept in municipality’s shelter for 14 days in very good condition and if no one adopts them, people or foundations, they can be euthanised.
The law is completely ignored although the mayor, Florin Carciumaru, is an important politic man ( the president of the most powerful party from this region, PSD).
2002
As the new shelter had two parts, the mayor accepted for us to move the dogs from the old shelter in one part ( where we were taking care of the dogs that we saved), their number increasing because of the high rate of abandons.
In the other part the city hall’s flayers were bringing dogs everyday and let them starving without water and food, our access being forbidden. In this part of the shelter, where the municipality was bringing dogs, became overpopulated, puppies,pregnant females, old, sick dogs were all very very crowded. 
The municipality’s ‘vet’, who is killing the dogs
In May 2002,the vet from “Brigitte Bardot” who came here to help us neuter some females, saw what was happening there and he was completely touched and dissappointed.
Everywhere,in the city, dogs were found dead, either by poisoning or by shooting.
2000-2001
In 2000, the new mayor, Florin Carciumaru, took over the same barbarian ways of killing the dogs. We had many meetings with him, and although he was promising us that he would co-operate with us and would stop killing dogs, he kept on lying us.

Because we were making appeals in the press and at the local and national TV posts about the atrocities that were happening here, the mayor built in 2001 a new shelter totally inadequate, in a plain, where the air currents are very strong.
In that shelter were brought dogs from the streets and were poisoned by the city hall’s employees (we have photos and a tape that was broadcaste at the national post Prima Tv). We were not allowed in the shelter, that was guarded by guardians.

This was happening in 2001 when the streets were full of poisoned dogs but because the citizens made complains, the authorities found better the method to kill them right into the shelter. There were brought dogs at 9 a.m., in the night the dogs were poisoned and brought to the rubbish dump at 5 a.m the next day and again at 9 a.m. another dogs were brought. We weren’t allowed in the shelter to not film but, however, we succeeded to make public all this.
1999- 2000
At the end of 1999 we discovered at the outskirts of Tg-Jiu city in a booth of 20 sqm, 110 dogs left without water, food, one over the others, scared, bitten, that were eating each other. These dogs were collected by the city hall’s employees from the streets and they were to be killed like many others. We went there daily to feed them over the fence as we were not allowed to enter. We have on tapes these images and we transmitted it on the national TV post: Acasa. Because the images were transmitted on a national post, many people saw it. This affected a lot the image of Tg-Jiu city and the mayor’s image, Petre Nanu, and because we put a lot of pressure the mayor put at our disposal a hall to move the dogs and to take care of them. Many dogs were sick but we succeeded to treat them and find owners for some of them. Although the mayor promised us he would stop killing the stray dogs and that he would co-operate with us, he continued slaughtering the dogs.
