The F.R.P.C.A. asked officially some answers from the City Hall regarding its stray dogs’ management activity since 2002. The two official answers illustrate the inefficiency  of  the Catching Service during this years and the huge waste of public money, with no intention to solve stray dogs situation.  They officially state that during 2002-2007, they caught only 15 dogs, and the rest they released to people before putting them into their van and they spent 878.661 Rons for this. They didn’t neuter, they didnt make any vaccination, or any surgeries. But, back in 2003 the sent an official answer to a local newspaper stating that  from March 2002- March 2003 they have caught 1936 dogs and killed 1708 dogs. So, once again lies in official papers.

Now, they also stated that during 2008, they caught only the 86 dogs that they have into their shelter, and that only 1 died. Their answers is a totally lie and the F.R.P.C.A. already deposed a penal complain to the County Police against the Chief in Charge with this "Specialised" Service and also against their vet.

The public shelter where the Specialised Service for Stray Dogs Administration ran its activity from 2008 it on Narciselor Street( 380sqm), the values of execution is of about 34896Ron
The majority of the dogs captured during the period January2002-January2008 through the Administration Service for Stray Dogs were given back to persons from streets right before putting them up in the transport van. The staff of the Service actioned to the intimations by phone registered through the phone 984
We specify that in the period 2002-2007 our unit didnt administrate any stray dogs shelter
The activity of stray dogs administration during 2002-2007 resumed at catching a very small number of strays, around 15, that were sheltered in a space from Narciselor Street for 2 months, and taken over by Pro Animals society.
The expenses are:  to resume the table it is 92.605 Ron in 2002, 137.341Ron in 2003, 130.622 in 2004, 147.969 in 2005, 175.107 Ron in 2006, 195.107 in 2007 and more then 281.617 Ron in 2008

  According your address registered to Tg-Jiu City under the no.44947 /23.10.2008 we inform you the following:
-through Local Council Decision no 13/28.01.02 was aproved the settling up of the Specialised Sevice for Stra Dogs’ Administration into the Direction of Communal SErvices ;
-through L.C.D. no.262/24.07.06 it was aproved the signing of the partnership contract with the Pro Animals Association and Vier Pfoten, for running together the Project of neutering,deworming,anti-rabies vaccination, identifying and returning of stray dogs, aiming to reduce their number in Tg-Jiu city.
-the public shelter where the Specialised Service for Stray Dogs Administration is running its activity is located on Narciselor Street ( 380 mp), the value of execution is about 34.896 Ron
-the number of dogs captured during January 2008 until present is 86 dogs, euthanised 0, dead 1

-also, we put next invoices for providing other materials necessary for a good running of this activity( catching poles, etc)

The story of an image contract

"NEUTER AND RELEASE"

After years of discussions and meetings with the authorities from Tg-Jiu, after years of trying to persuade them that their programme,"Catch and Kill", besides the fact that is not humane and brings a negative imagine for the city, it is totally inefficient on long term, we decided to propose them again, in 2005, a new contract of cooperation ( after other contracts presented during past years had been rejected from different unknown reasons).

We brought proofs how inefficient are this kind of programmes and illustrated the positive aspects of Neuter &Return programmes. We also talked about the N&R contracts that we have succeeded to close in 5 localities from Gorj county but also about other similar contracts existing in different cities from Romania and different countries that face the same problem. After discussing with the vicemayor each term of the contract, it had to pass the 4 Town Hall Commissions. Our representative was there at the Commissions Meetings emphasizing the positive aspects of the Neuter&Return contract. The contract was accepted by the Commissions and now we were waiting the last and the hardest step: the contract to be discussed in the Town Council Meeting ( which is held once/month). There was present also the press at the meeting. The vicemayor had a strong attitude and very positive towards this contract and cooperation trying to persuade councilors about its efficiency, about the fact that neutering is the only efficient and humane solution and that only together we can do something.

Finally, the contract was accepted also by the Town Council

and

on 24th of October our association, together with Vier Pfoten representative ( with whom we cooperate in this contract) met Tg-Jiu officials in order to sign it.

Through this contract we assumed a lot of obligations, we would have had much bigger tasks then before. First, a condition put by the vicemayor to accept this contract was that we must build our own private shelter as soon as possible so that the entire activity will take place there.

Between the two visits of the Vier Pfoten mobile clinic, our association will have to catch, daily, stray dogs, neuter them, keep them for recovery for several days, feed them and treat them and give them for adoption or return them back from the places they were caught. We will have to have a team, formed by catchers, keepers, a vet and an assistant. So now, besides the regular expenses that we have daily in the shelter, will have much more for running this contract.

We knew that it was a big challenge, a huge task and work, as Tg-Jiu has 100.000 inhabitants and a big number of dogs, that is why support was essential when the contract . There will have been vet bills to pay for the neuterings and operations, food , medicines, salary of the employees, and a lot of other items needed etc etc etc plus the building of the new shelter.

The acceptance of this contract means the recognition of years of work and efforts made by our association for animals welfare in Tg-Jiu, but also Gorj county, this is our biggest accomplishment to know that stray dogs will not be killed anymore through terrible ways as before, but will be humanly caught, neutered, dewormed, marked and returned in their places or given for adoption.

We really believed that the authorities finally realised that they were wrong in managing stray dogs’ situation during pasts years,

For a while things seemed to go in the right direction: they started to extend the actual shelter, -as a condition of this contract – to create places to keep dogs after neutering for several days .

And also gave for printing 25.000 brochures( that we create) about this contract and neutering, to be spread at the people in the city informing them about the cooperation.

But, at one time, after making some investments ,the City Hall stopped everything for continuing this contract, with no explanation.

After so many years, even after joinig European Union, shooting dogs is still considered as a normal and "legal" way for reducing stray dogs’ number. Unfortunately, despite our proofs, witnesses, mass-media involvement,the authorities in charge, Police but also Tg-Jiu Court of Law, didn’t take any measure against this huntings.

We have heard that this huntings that represent "silent" approval between Public Institutions.

The outskirts of the city , including the woods nearby, are full of dogs brought by the municipality’s catchers who collect them from Tg-Jiu streets. For years, hundreds or even thousands of dogs had been shot to dead, and many of those huntings were organized "legally" between the County Association for Sportive Hunters and Fishermen and different Public Institutions.

Many said that with this images we make a bad image to our country, and maybe they are right, but the cruelties and coruption is just inacceptable, and we will continue to do everything is in our power to stop this atrocities and fight for a time when the Authorities will learn to respect Life, Laws and People.

2008

Being announced by some persons that at the Tg-Jiu rubbish dump there took place a hunting of dogs, we ,together with a journalist went there and we found a terrifying image: pregnant females, puppies and other dogs lying in the snow.

Witnesses said that three hunters came and started to shot dogs,despite that many people were around. One woman asked ahunter not to shot anymore as there were dogs she was feeding, but in reply she was threatened to be shot also.

The local mass-media had a big interest in this case, presenting images and witnesses’ statements. The representatives of a local Tv post, deposed even an intimation to the Police asking to start searching for those who are responsible for such cases. Our association did the same and now we are waiting for Police answer.

Here is the answer that we received from Police. Although there were lots of witnesses and they appeared also on TV and in mass-media, the Police said that " we communicate you that after we made investigations, what you stipullated in your intimation are not confirmed ; the quardian and other persons that are daily in that area, declared that they haven’t seen dead animals in the area".

2006

On 3th of May, in the afternoon, we have received a phone call informing us that in a village near Tg-Jiu a hunter is shooting dogs. We went there as soon as possible, and caught the hunter shooting dogs, and when he saw he is filmed he tried to go away . You can see him in the first photo, while he was leaving with the gun in his back. He was together with an inhabitant who was showing him where to find dogs. There were dead puppies, but also pregnant females and as a practice used by the hunters in order to show that they sued the bullets, they cut the nose, paws or ears of the dead dog ( or some may be even alive). There was a hard verbal fight between us and the inhabitants, who asked the hunter to come and shot the dogs.

As it was an illegal action, according to the Romanian Laws and European Conventions our country signed also, we called the Police who told that they will come in several minutes. After 10 min. we have received a phone call from the Police telling us, with a mocking voice, laughing " dont wait us anymore, we will not come, we know about this action and it is a legal one". We couldnt belive what we heard: A LEGAL ACTION TO SHOOT DOGS IN THE MIDDLE OF THE VILLAGE!!!
After other harsh discussions with a representative from the Police, they decided to send three policemen there,to make some photos.

After we collected the dead bodies and brought to Sanitary Veterinary Direction for analises, the SVD confirmed officially that the dogs had been shot.

We made the intimations against the hunter and send it to the Local Police, but also to the Hunters National Agency and National Police Inspectorate.  After the reply of the Police – who  was  favorable for the hunter – we  deposed an intimation to the  Court of Law Tg-Jiu, who said that " the hunters was authorized and  during his  working time as a quardian and  fight against  harmful animals he shot two  stray dogs because they were attacking  the chickens and the animals of  the inhabitants ". 

We hoped that having European Union joing in front of us, at least this time, the Police will taken the right measures against those who respect no Law and who belive that by shooting a dog they do a service to the community.

But, unfortunately, although we had numberless proofs, witnesses, photos and videos of this kind of tragedie – including last year in the same area – despite all our complaints, this Public Institutions are just covering one another, taking no measure against those killers, making their own Law.

2005

Stray dogs shot, with their noses cut, were found at the outskirts of Tg-Jiu city. Together with an inspector form the Sanitary-Veterinary Direction Gorj, we went in several places and found many shot dogs having their noses cut – a practive used by the hunters. Puppies, pregnant females, and all kind of dogs were lying dead, just near some blocks and private companies. Unfortunately, this is not an isolated case, for years we have discovered in different areas of Tg-Jiu this kind of tragedies.
Journalists wrote articles about what we discovered and also had a negative position towards the local auhtorities, who dont want to have a co-operation with us, as we have in many other cities from Gorj.

2004

Near the rubbish dump, we were told by the people who are living close, that flayers come and abandon dogs – or kill them directly – and the hunters come and shot them once or twice every week. We found this poor dog, having his entire body riddled by bullets. We realized that he had been shot by the hunters, as it was their practice: they cut the nose and the four paws in order to demonstrate to their superiors they that’ve killed the dog, demonstrating also that they’ve used the bullets.

Although we sent numberless intimations to the Government, The Ministry of Agriculture, the National Veterinary Authority, the Public Prosecuter’s department, Police, local authorities etc regarding the illegal slaughter committed above the stray dogs in Tg-Jiu, no one took any measure for punishing those responsible. At this moment we have trials against some of the people we consider responsible for this tragedies.

We tried many times to meet the mayor of Tg-Jiu, Florin Carciumaru, in order to find a way ro co-operate, to make him understand that killing dogs is not a solution for reducing their number on long term , but only a program of neuter and Return. Unfortunately, we were refused everytime we tried .

2000-2001

DOGS – POISON – AUTHORITIES

IS THERE ANY CONNECTION ?

Unfortunately the poisoning campaigns against stray dogs haven’t ended in our city. The public authorities, although never recognized any involvement,indirectly have continued using this method a as a way of reducing stray dogs number – with no will of understanding that the real method of reducing stray dogs number is neutering not killing. There died also dogs with owners, cats but also birds. Every time there had been a poisoning campaing, we made it public in the local and national newspapers. When we informed also the City Hall, the former spokeman told that those dogs " died of natural dead". Funny and ironic, no? Tens or hundred of dogs died of "natural death" all together in the same morning, in different part of the city.

Poisoning campaign had been organized several times every year, hundreds of dogs dieing in pains sometimes under the eyes of the children and animal lovers that taken care of them. Almost every time, we took dead bodies to the Sanitary Veterinary Direction in order to find out the substance that killed all those animals
After obtaining those bulletins from the Sanitary-Veterinary Direction, we deposed intimations to the Police urging them to start searching and find those responsible for all this senseless killings. But, no one has ever been found quilty.

2008

On 27th of February, we were announced that stray dogs lay dead in different parts of the city, looking like being poisoned.  Journalists also filmed the scenes and made news about this. Also, animal lovers called us and told us about this cases but also owners whose beloved animals went for a walk in the Center and died all the sudden.

We picked up two dead bodies and brought them to Sanitary Veterinary Direction for analises and they discovered that the substance used for killing those dogs was " Carbofuran – furadan". 

We deposed intimations to the Police asking them to investigate.

2007

Despite the fact that from 1st of January 2007, Romania has joined European Union and had to ………….. one of the methods of reducing stray dogs number was poisoning. During 2007,hudreds of stray dogs, but also dogs with owners, cats and pidgeons were the victim of poisoning.There were poisoned dogs that we neutered and released,being identified by an earclip, as well as dogs that were taken care of by animal lovers and were identified by collars.

During year,other poisoning cases were reported in Tg-JIU. In the right photo, there was a poor female, who may have had puppies, who was lying poisoned in the center of the city, having convulsion and suffering, but people were just passing near her, without any reaction. We received this photo by e-mail, and got us full in tears.Until we could arrive to her, the municipality’s catchers came there, threw her in their van, still alive and in agony. We called the chief of the Catching Servive asking him to give us the female , maybe there were chance to save her by taking her to the vet , but he said that they threw her at a rubbish dump.

We collected the dead bodies and brought it to the Sanitary Vetereinary Direction for analises and the substances used were "warfarine" and "carbofuran".

After getting the analise bullentins obtained from the S.V.D. ,we deposed intimations to the POlice asking them to start investigating and find those who are responsible. Their answer was "that after the investigations made at the specialised units resulted that this substances weren’t merchandised on the area of Tg-Jiu, being pulled out of the market since 1991"

2005 – 2006

Because of a tragic event happened on the night of 31th of January in Bucharest, when a Japanese died because of a dog bite, the National Authorities declared war to the stray dogs. Although there was no proof that the man was bitten by a stray dog, there were even rumours that the man was killed with intention by using a fighting dog, the Police and the Authorities found it easier to blame a stray dog. There had been a trial for saving from death the dog called " Bosquito" supposed to have bitten the japanese.Since that moment, there had been a real madness in entire Romania, the mass-media amplificated this event and created a real isteria between people.

In Tg-Jiu city poisoned stray dogs have been found since the night of 31th of January, on the streets; animal lovers who took their dogs for a walk could see their dog dying in pains because of poisoning.

On the night of 2th of February we were called by animal lovers and told that stray dogs were found dead by poisoning and others were in agony. We went there, called also some mass-media representatives and the Police. Unfortunately, the stray dogs found in agony died after hours of terrible pains.

Our association have collected a dead dog and brought it to the Sanitary Veterinary Direction for analises to see the substance used. And there had been discovered that the dogs were intoxicated with "furadan".

On the base of the S.V.D. analise bullentin, we sent an intimation to the Police and their reply was that: ".…on Tg-Jiu area there are no economic agents authorized to detain and to use this product…………it is possible that the dead dog could have been brought from other localities or counties."

There were nightmare images, happening in a country that pretends to be civilised and wants to join European Union. We sent intimations against this cruelties all over asking animal lovers to send petitions to Romanian authorities and Europeans.

2003-2004

In September, it was organized a poisoning campaing. There were also poisoned even some dogs that we neutered some time ago and let them in the care of the people who were working at the hospital. People complaint that many animals died, animals that they were taken care for years. People complaint that many animals died, animals that they had been taking care for years.
We brought one of the dead dogs to analises and it was proven that was poisoned. Generally dogs died immediatelly in terrible pain and they vomited a pink substance. Of course, the authorities deny that it is their action although the cathers were seen by people when leaving poison. The bad part is that the people dont have courage to give a testimony in front of the Police.We made this public in the press and even deposed intimations to the competent authorities.

2000-2002

Being an election year, the mayor decided to give impression that things are moving, that the City Hall is doing something. After years of collecting dogs, transporting them to “unknown places” or ” taken for a walk in the woods” as the Chief of the Catching Service was telling – they decided to have a place to called ” public shelter” where collected dogs, are brought, sometimes full of blood, kept with no water or food some days, with no cages – especially when there was cold, and with no medical treatment.
The municipality’s catchers still collect daily dogs that never arrive to this shelter.The municipality refuses any neutering programme so the shelter is full of pregnant females, of new born puppies and of dying dogs. In September , the municipality started to build a new public shelter.

The new public shelter

The authorities started to build a public shelter in September 2008. Using an old building they are changing it to a shelter as the actual shelter must be demolised because they must give that land to people to build houses. They have announced that this will be finished soon, until the begining of 2009 and they will move all the dogs there.

 OCTOBER

One evening a gipsy woman spent hours at the fences of the publis shelter looking inside. At one moment she came to us crying telling us that because she has many dogs at home , the neighbors made complaints against her everywhere so the catchers came and took her 8 dogs promising that they wil bring him to the shelter to take care of them. We knew that this was a lie and those dogs will simply dissapear if we don’t do something. So, we called the Chief of the Catchers telling that if they dont bring the dogs to the shelter there will be a big scandal. After a while, the van came full of dogs and of blood inside…..

When we opend the doors, the image was so sad: 13 dogs crowded in the small cage, one over another, full of blood, excrements and vomit. The gipsy woman took her 8 dogs down and put them into a kennel, so there remained the rest of 5 caught from the gipsy district, but we couldn’t let them there so we took them to another kennel.  

APRIL – TODAY

In the public shelter, after many scandals we were permitted to enter every day. Unfrotunately, the worker don’t care about dogs so he just throws them food, everywhere, including in their own excrements. There are lots of females in heat that are not neither separated nor neutered so there appear the fights between dogs ( and males happen to die often) and the pregnant females.

The new born puppies or those who are brought in the shelter, don’t survive in a procent of 95%, some die because they are killed, eaten by the bigger dogs, some die of starvation or by diseases, like parvovirus.

The lack of medical care can be noticed as soon as one enters the shelter. Besides the pregnant females, the small puppies, or the males who fight for females, there are also those very sick dogs with parvo or distemper, or skin problems, that receive no care from the municipality’s emploeeys.

Although the work in our shelter is s lot and takes lots of time, we just can’t remain careless at those dogs from the public shelter. Actually, they are all dogs, we can’t think separate that “this are ours those are theirs”. So, everyday we bring food, wet food, for the puppies and the needy dogs but also we treat those dogs that are sick or bring them to vet. And all this from our own resources, as no municipality don’t give us any supprt.

MARCH

Although at a first look, the public shelter looks well and clean….

The faith of dogs inside is very sad. As there are many females in heat, dogs are fighting hard and many are injured, have wounds or even die. No medical care is provided and they are left to die in agony. We enter to treat them but part of those sick dogs dissappear during night and other few new appear next day.

FEBRUARY

The activity started in January continued. Bellow, you can see the cage,not even 1sq meter, that is kept in the back fo the catchers’ van, and were are crowded tens of dogs sometimes during transport. This is an old cage that they had been using for years.

JANUARY

Because of some rabied foxes found near Tg-Jiu, our city was declared in quaranteen by the Sanitary Veterinary Direction. After meeting the officials of the City Hall and of the Sanitary Veterinary Direction in order to decide what to do, they officially declared that all the stray dogs will be vaccinated as well as dogs with owners. So, the Public Catching Service will catch dogs, will keep them 21 days in the kennels near our shelter ( that they started to build at the beginning of our cooperation contract but ceased soon after), register them, vaccinate them, feed them, mark them, microchip them etc etc and release them back on the streets.Of course, that there were only empty words, for the sake of image.

So, at the end of January, the City hall’s officials called all the press to see how they catch dogs. They asked our cooperation ,saying that it is an emergency situation. So, 15-20 journalists were running after the municipality’s catchers to film how they catch a dog, ………The municipality’s catchers came with no tools, as couldn’t used their normal ones, so they asked us the catching pole.

After hours of running in a neighborhood, between blocks, unable to catch any dog, the decided to move in another place where there were more dogs. After running after dogs, a catchers saw a poor very friendly female lying in the sun so he went and grabbed her violenty asking the catching pole. We didn’t allow them to use it, as that female could easily be collected empty-handed. Being used to use their tool – that you can see bellow, it was hard for them to make a good imagine to the press and catch with hand or with a normal catching pole. After catching two dogs, the press happly left after filming putting the dogs in the catching van, without having any interest in transport conditions, in what will happen with this dogs…………

Remaining just us and the municipality’s catcher, they brought the two dogs at the public kennels and left them there. No one came to vaccinate them, to register them, or to do anything. They remained there, in cold weather with no cage. You can see the poor female, how stressed she was…..

Unsatisfied because the press wrote that they caught only 2 dogs a whole day, in a quaranteen time, in the night the catchers caught other 8 dogs using the old methods, so next morning when we arrived there we found all the 10 dogs in the kennels, one had even blood on his mouth and paws,including puppies. Again no one came to vaccinate them , to register them or to take care of them. In the night, some of this dogs, broke the fence and ran away but new ones have been brought.

We weren’t allowed to enter the shelter, being closed with the locker. Inside this shelter there were also dead dogs (including a pure-breed pregnant female) and there was no food given or medical care provided even if there were dogs that need it. We managed to take the body of a dead female and deposed intimations to the Police and to Sanitary-Veterinary Direction for animal cruelty. Unfortunately, there were no measures taken against those responsible for managing this public shelter.

2005-2007

Despite the contract. signed in 2006, the mayor refuses to co-operate and the stray dogs are still violently slaughtered. The city hall flayers are working 24 hours everyday, catching and killing tens of dogs ( by strangling, bitting to death, poisonig,shooting etc) This is the municipality’s van with which the poor dogs are collected and brought to unknown places, killed or abandoned in the woods where hunters come and shot them.

The van, divided in two so’called cages, is ermetically closed, with no ventilation, you can feel a terible stench from several tens of meters distance, full of dirt, hair, excrements and vomiting. Puppies, pregnant females, old and sick dogs are staying all together, crowded one over the other, and those who are ‘lucky’ enough not to die there, have to pass through seeing how their friends are being killed until it is his/her turn.

Asking to let us know the amount of public money used for solving stray dog’s situation between 2002-2005

We received the City Hall answer containing all the amounts used. There were a lot of public money used during all this years, but the problem is that those money had been used in vain – money from the state budget – and the stray dogs’ problem was not solved at all, on the contrary stray dog’s number wadering the streets grew.

2003-2004

As you’ll read in a newspaper, in 2003, the mayor made public that he “euthanised” 1700 dogs in the last year. Euthanasia actually meaning the methods related above. But we are sure that their number is higher.

In Spring, the vet who is all the time drunk, used a gun with tranquilizer in a very big dose with which he shot the dogs in the head,in the eyes,etc including puppies and pregnant females.

Although in Tg-Jiu we tried many times to negotiate with the local authorities in order to find a humane and efficient way to reduce the number of the stray dogs ,despite our efforts, the mayor , Florin Carciumaru, didn’t accept any proposal.

The actions of the local authorities are completely illegal. The law for stray dogs’ administration says that the stray dogs must be caught using humane methods, they must be kept in municipality’s shelter for 14 days in very good condition and if no one adopts them, people or foundations, they can be euthanised.

The law is completely ignored although the mayor, Florin Carciumaru, is an important politic man ( the president of the most powerful party from this region, PSD).

2002

As the new shelter had two parts, the mayor accepted for us to move the dogs from the old shelter in one part ( where we were taking care of the dogs that we saved), their number increasing because of the high rate of abandons.
In the other part the city hall’s flayers were bringing dogs everyday and let them starving without water and food, our access being forbidden. In this part of the shelter, where the municipality was bringing dogs, became overpopulated, puppies,pregnant females, old, sick dogs were all very very crowded.

In May 2002,the vet from “Brigitte Bardot” who came here to help us neuter some females, saw what was happening there and he was completely touched and dissappointed.
Everywhere,in the city, dogs were found dead, either by poisoning or by shooting.

2000-2001

In 2000, the new mayor, Florin Carciumaru, took over the same barbarian ways of killing the dogs. We had many meetings with him, and although he was promising us that he would co-operate with us and would stop killing dogs, he kept on lying us.

Because we were making appeals in the press and at the local and national TV posts about the atrocities that were happening here, the mayor built in 2001 a new shelter totally inadequate, in a plain, where the air currents are very strong.

In that shelter were brought dogs from the streets and were poisoned by the city hall’s employees (we have photos and a tape that was broadcaste at the national post Prima Tv). We were not allowed in the shelter, that was guarded by guardians.

This was happening in 2001 when the streets were full of poisoned dogs but because the citizens made complains, the authorities found better the method to kill them right into the shelter. There were brought dogs at 9 a.m., in the night the dogs were poisoned and brought to the rubbish dump at 5 a.m the next day and again at 9 a.m. another dogs were brought. We weren’t allowed in the shelter to not film but, however, we succeeded to make public all this.

1999- 2000

At the end of 1999 we discovered at the outskirts of Tg-Jiu city in a booth of 20 sqm, 110 dogs left without water, food, one over the others, scared, bitten, that were eating each other. These dogs were collected by the city hall’s employees from the streets and they were to be killed like many others. We went there daily to feed them over the fence as we were not allowed to enter. We have on tapes these images and we transmitted it on the national TV post: Acasa. Because the images were transmitted on a national post, many people saw it. This affected a lot the image of Tg-Jiu city and the mayor’s image, Petre Nanu, and because we put a lot of pressure the mayor put at our disposal a hall to move the dogs and to take care of them. Many dogs were sick but we succeeded to treat them and find owners for some of them. Although the mayor promised us he would stop killing the stray dogs and that he would co-operate with us, he continued slaughtering the dogs.

CITY HALL’S ACTIVITY – from 1999, the activity of the City Hall didn’t change at all. Even nowadays, after joining the European Union, the municipality still use the same rudimentary tools for catching dogs and still practising the same programme. Although for all this years, their methods didn’t reduced in any way the stray dogs number, they just keep on going in the same direction. Unfortunately, our mayor didn’t understand that catching, dumping at the outskirts or killing is not the solution of stray dogs overpopulation.

POISONING CAMPAIGNS – one of the methods used for reducing stray dogs’ number is mass poisoning. Besides stray dogs, there die also dogs with owners, cats and pidgeons. Baits with poison had been left in different part of city, including near blocks, parks and playing garden for children.

DOGS AS HUNTING PREYS -during the years hundreds of stray dogs, but also dogs with owners, were merciless killed by hunters. Illegal huntings,but unfortunately for years, the authorities didn’t take any measures againts those who did such things. Despite our intimations and proves, despite mass-media involvement the Police didn’t find anyone responsible for this slaughters.

COOPERATION CONTRACT - of "Neuter and Return" was officially signed in 2006 with TG-Jiu City Hall, after years of trying to persuade mayor that not killing is the solution to stray dogs’ overpopulation, but neutering. After submitting other cooperation contracts in the past, but had been rejected, this time we really thought that things will work out and the mayor, Florin Carciumaru, finally realised that the methods used along time had no effect, as Tg-Jiu still has thousands of strays wandering the streets. But,we were wrong…………..

STRAY HORSES that are found wandering the streets, all alone, are collected by the Municipal Catching Service ( the same which handles stray dogs) and brought to a place. Officially, after the municipality’s declarations , the horses are kept in good conditions, are well fed, and in nobody comes to recover them in 8 days, they are brought to slaughter houses. Let’s take a look inside and see what we discovered….

LOCAL ZOO - In Tg-Jiu, exists for some time a small fenced area with some stables, situated in the local park, considered by the local authorities to be a Zoo. Following the example of the big cities, which have big Zoos, with lots of animals, our municipality decided to create an attraction point for the citizens. When we visited it, there were only three ponies and several pidgeons………
