Poisoned dogs to Rovinari

Dead dogs found on the Garbage Hollow of Rovinari, were poisoned. This is conclusion of vets because of analysis lab. Sanitary-Veterinary Direction Gorj specialist are sustaining that was used a prohibit substance which is not fabricated anymore in Romania. Now, the Police officers started a research to establish who killed the animals. A week ago , almost 100 strays were found to the Garbage Hollow from Rovinari by representatives of an animals protection association . President of Pro Animals , Carmena Serbanoiu , sustained that the Mayor ordered killing of the dogs. And this, after the Mayor announced that he will give 10 lei for each caught dog: " It is a massacre here. The Mayor is guilty. Tell us Mr. Filip from where has he money for each dog bring to the shelter. From his own pocket or from public money. It is clear that he killed and I don’t want to discuss him anymore. He didn’t respect the contract signed with us, " is sustaining Carmena Serbanoiu. Mayor from Rovinari, Dorin Filip denied accusations and he is sustaining that is an action from part of his political adversary. Doctors from Sanitary- Veterinary Direction Gorj are telling that the person who is guilty will receive a fine of 7000 lei ( almost 1800 Euro) and Police will open a penal research for using of prohibited substances. Modern kennel for strays -finished in " a few " weeks

The municipality announced yesterday that it still working to the kennel for strays and works will be finished in a few weeks , without telling an exactly date.Conforming of local authorities, this will be a modern one , almost as the shelter from Brasov and will have a capacity of 1000 places , enough to shelter all dogs from the city streets. To another side, it is mentioning that guilty for the increase number of strays is the fact that because of " export" which made it some localities and even the nearby counties. " Whithout have concret proofes in this way, but from what was communicated , number of strays is not decreasing because are bring from another localities too and nearby counties, Valcea is an example " told Ramona Evulescu spokerman of Tg-Jiu City Hall. We are mentioning that to this kennel after will be finished and can be used , will come vets to neuter the strays and also will be arranged a space for this. Conforming of Sanitary- Veterinary Direction representatives this neutering action will be for free for strays who will come to the new kennel. Modern kennel for city strays

Strays from Tg-Jiu will be moved soon in a new kennel , built especial for them. In this moment, the strays are in the kennel situated near the kennel managed by Pro Animals Association and this, after the city was in quaranteen because of rabies.
Tg-Jiu is not anymore for a period of time in quaranteen because of rabies but the kennel settled-up for this is still working. City Hall representatives established to not give up of the space already modernized and with all utilities . The kennel will become empty because the animals will be moved. Spoke man of City Hall , Ramona Evulescu , announced Monday that the new kennel can be used soon. " In a few weeks the new kennel will be ready and we will take there all strays. We are having only a problem , appeared dogs from
another counties, for example Valcea. " told Ramona Evulescu. This measure is good because in the city wasn’t a modern kennel to European standards. Once with the kennel inauguration will disappear probably the conflicts between Pro Animals representatives and City Hall representatives. Concerning rabies , it seems that only 16 focus are still active in the county from 56 focus. ending after the middle of the night. I have a very tire and full programme but my passion for the animals give me the necessary power to go one. When I come to the shelter I ‘m full with energy. I had many meetings with representatives of animals protection associations foreigners , with which we are having a very good collaboration and they don’t understand our aggressive behavior against the animals. It is about people education , which is forming very difficult. In civilized countries , the first animals protection laws appeared now almost a century and in our country now a few years. It is clear that we are in last to this chapter “ is telling Carmena Serbanoiu.
Carmena Serbanoiu is taking care about 450 dogs who are in the kennel of the city situated to the margins of Tg-Jiu and also many other hundreds of strays who are living in different areas of the city. She is running with the association car and feed the dogs who need a special treatment because are very sick. Shelter for strays belong to the City Hall but from good years is managed by animals protection association manage of Carmena Serbanoiu who is supporting all spending concern keeping of strays. Dogs who are in the shelter were took by the streets or abandoned. They are happy when see her and they feel that she is their best friend. Even that it is difficult to think, Carmena Serbanoiu knows the names of each dog, his behavior but also his story:” I
know the names of all 450 dogs from the kennel and the story of each of them even that is difficult to think. Each of them passed a trauma . Most of the dogs from the shelter were catch from the streets and others were abandoned. We are supporting all costs concerning care of dogs and we don’t receive any support from part of the authorities. “ Each dog has a special story . One of them passed very difficult periods , being victims of humane cruelty actions. “ Impressed me very much a tragic happening of a female dog. Somewhere to margins of the city was a fire and all trees burned. We went there and a female dog pulled our clothes. During of 30 minutes made this think after she leave and she came back with the skin of one of her puppies who burned in fire.”

Carmena Serbanoiu was born to family in which they appreciated the culture , even that her parents had a technical preparing : mother- medical assistant, and the father – technician . They inspire her an artistic feeling. Since she was a child she learned ballet . During of 4 years she practiced this artistic dance. Than she studied many years piano and viola. Lecture is an important think in her life. She is remembering that when was a child, her father inspired this passion. He put her on the table a book which should be read in 24 hours. During the high school she learned courses of dramatic art and she felt in love by theatre , which is one of her big passions. He tried came in to
100 candidates for one place. Carmena Serbanoiu is remembering that in the exam commission was the famous actor Marin Moraru. She oriented to another direction and she couldn’t choice another domain than one concerning the animal love. So she came in
Carmena Serbanoiu is a women independent , who wanted to have her own road on life. They don’t like misogins mans and she militated always for an accentuated position of women in society. She is on doctorate and is elaborating a paper work which has as theme behavior of some species of animals in context of strategy of their protection. Teachers told her that is the only paper work of this kind from the country and nobody had this subject ever . “ I’m in second year to doctorate. Is a lot of work , but I’m doing what I like. Is not difficult to wrote the doctorate work , because researching work I make it to the shelter. Police from Rovinari, started yesterday a research after the
dead bodies of almost 20 dogs were discovered to the Garbage Hollow of the city. Horatiu Gurita from Rovinari Police declared that the policemen were called by Pro Animals Association representatives , who discovered in the garbage , the dead bodies of many dogs. Carmena Serbanoiu from Pro Animals Association told that she and her daughter took from the garbage the dead bodies of almost 15 dogs. She is accusing the Mayor from Rovinari , Dorin Filip by the massacre of four-legged , is basing her accusations on the Mayor decision from now a week to offer 10 lei from his own money for each caught dog and took to a shelter managed by the City Hall. “ I came here and I found what we are not expecting. I looked only a few quarrels meters and I took from the garbage more than 15 dogs. We went more and if you are going with us you will observe how are seeing the dead bodies trough the garbage. It is a massacre and that’s why I make responsible the Mayor from Rovinari. He offered 10 lei for each caught dog from the streets , even if he hadn’t a legal cadre for something like this.” tell Serbanoiu.
President of Pro Animals has on his side the people who are coming every day and looking different things which can be re-used. Yesterday he talk with those persons and he found how work the things. “ It is not a secret . The dogs are bring from the city by DSC people ( Communal Service Direction) and the City Hall people who are in charging with the garbage cleaning. Into their boxes are sometimes even 10 dead dogs. They were four and now few evenings ate something that probably was throw it and I saw them how they made foam on the mouth. The Mayor, Dorin Filip affirm that all the strays who are catch, are keep in a strict evidence , to the shelter ,from the margins of the City, surrounding with wires. The Mayor deny any involvement to the dogs killing and he is sustaining that this situation was created by his politcal adversary or by the upset citizens, who were bit by the dogs. City Hall Rovinari fined by the Medium Institution
Yesterday, besides the policeman , came also two sanitary- veterinary doctors who took a dead dog. They will make analysis and they will establish in the next days which are the causes of death. How they are there, will not know anyone else, only the Police who is researching and the persons who took the dogs there. For the moment, the Garbage Hollow is closed and no other City Hall Rovinari employee doesn’t depose alimentary rests, the Mayor menacing that he will give fire to the City garbage after the Italian authorities model. Mayor from Rovinari , Dorin Filip is prepared to offer money from his own pocket for each dog bring from the streets. Filip will give 10 lei (almost 3 Euro) to the persons who will bring the strays to the kennel. The condition is that the animals to be only from the town. “ I have a good evidence to the dogs, more better than to the citizens, because I made everything to vaccinate them and take care about them “ told Filip. The Mayor told that he will pay from his own pocket , even that he is expecting that to the shelter to be brought more than 400 dogs. Tens of dogs and cats were found last week in different areas from Tg-Jiu . Dead bodies were to the streets, beside the garbage boxes. The animals protection association Pro Animals was call by the animal lovers who were terrified by the big number of dead animals. The representatives of Pro Animals took a few dead animals to Sanitary- Veterinary Direction to establish the cause of death. Carmena Serbanoiu, the president of Association told that the laboratory analysis showed that the animals were poisoned: “ I found that the animals were poisoned with carbofuran . Certainly is an action good organized of a public institution, the dead bodies being get immediately by the Flayers Service . It is a usually method to reduce the number of strays from Tg-Jiu. Even it is a protection law which is prohibiting this kind of actions , the competent institutions hadn’t any reaction. The press started to have different opinions concerning the stray dogs. Some journalists have huge satisfaction when the dogs are tortured, shot or poisoned. It is scandalous when the journalists are satisfying the interests of some groups and they are forgot their work. Worse is the fact that this situation separated the press in conflicts groups. The Mayor Hanu is calming the citizens concerning the strays
From years, the authorities from Motru is trying to get free the City by the strays, without any success. The dogs were taken with the cars in woods, shot now a few years , this being a “happy” method for the hunters to pass their free time. The only solution is their neutering. So in 2004 was signed a contract between the City Hall from Motru , Strays Protection Foundation and Pro Animals Association a contract which was stipulating improve of a “ Neuter and Return” programme of strays, especially of pregnant females, aggressive dogs, sick or hurts. Until now, “passed to the doctor” almost 1500 dogs but their number is bigger. The City Hall has a little kennel , where they took the strays to neuter them and the Mayor has an opinion concerning the strays: “If they are spay , the dogs don’t bit everybody , they are more calm. The animals don’t have a person who take care about them permanently, the gates are always closed and the people who want to take a dog can have access, the food and the space are not enough. For this reason the dogs are stressed physical and psychological. More, yesterday night died a pregnant female dog , we came in and took the dead body and now we will get him for analysis to Sanitary- Veterinary Direction . An employee of Communal Service Direction from Rovinari, was agressed , yesterday in the morning , by a local person. The reason was the fact that the employee Ene Cristian, was trying to make his work trying to catch the strays from the stairs of blocks. The local person seeing that the employee of CSD want to put in noose the stray, started to aggress him and told him to get free the animal because he is watching the stairs. Finally, the employees of CSD succeeded to catch a few strays who took them to the city kennel.

Carmena Serbanoiu the president of Animals’ Protection Association “Pro Animals” , told that was informed for many persons:” We received a lot of written and verbal complains from the all areas citizens. We founded dead cats and pigeons who ate from the poison put it on the garbage boxes, on green spaces and even to the streets too.” Dead bodies of stray dogs were been put it to the garbage box for the Communal Services employees and take it to the garbage place of the city fact that is prohibited conforming with the Medium norms. Victims were the dogs with owners, cats and pigeons too.
Viorica Motoc from Grivita neighborhood told us that she was walk away her dog to the center of the city and in a short time he died: “We were walking away on the center and after almost 30 minutes I saw him that was abundantly salivating. I have go out faster to the vet but he couldn’t do anything for him. It is shocking that somebody can kill conscious some innocent animals. But it is someone there up who will arranged everything.”

|The municipality’s catchers continue the activity and don’t respect the contract signed now 4 months ago with Pro Animals and Vier Pfotten Associations. This contract provide free neutering of the dogs from Tg-Jiu with condition that the City Hall will stop the activity of this department. The Vier Pfotten representatives had sent to the municipality two protests for stopping the activity of the department until the starting of the programme. More, no one of the contractual provisions didn’t were accomplished to the City Hall, institution that is beneficiary of this contract. Beside commitment of the municipality to put handling of the associations reinforced platform for the location of clinic mobile and building of few kennels for the dogs who are complains until building of the new private shelter of Pro Animals. In this moment, more than 500 stray dogs live in only 200 places, this is the number of places which the shelter from Tg-Jiu has it.
Pro Animals Association signed a contract with the municipality through the City Hall from Tg-Jiu which promised that will make a modernization to the Kennel of dogs for starting a neutering campaign for the animals without owner.
Carmena Serbanoiu, the president of the Association told that, until now, the City Hall didn’t make anything for modernization of the Kennel. ”The municipality promised from many times and didn’t keep it the word ever. Worse, we make connection with another association, we arranged everything for neuter the stray dogs from Tg-Jiu and vets didn’t came because there aren’t conditions created for the City Hall. From settled up of the shelter ,Florin Carciumaru didn’t help us with nothing telling that they haven’t enough money.” told Carmena Serbanoiu too. She told that the modernization of the shelter will cost the City Hall from Tg-Jiu, almost 300 000 euro.
For this year, the Pro Animals Association has been planning that 600 of stray dogs to be neuter for stop the number of reproducing. Every week, to the gates of the shelter are finding many dogs bring from another localities from Tg-Jiu. For not becoming uncomfortable and for accomplish the E.U. norms the kennel for the dogs should be moved to outskits of the city, in areas without population.
The director of the Sanitary-Veterinary Direction Gorj, Ion Iliuta told that the shelter from Tg-Jiu doesn’t accomplish any condition improved for the E.U.” Is not possible that the shelter to remain to the Narciselor street. Unfortunately the City Hall doesn’t accomplish it work, starting the building of kennels for recovering the dogs project that was abandoned in short time from the beginning of the works. So sadly too is the fact that the municipality are continuing to catch the stray dogs and abandoning them to the margins of the city, woods or moved up to another neighborhood .Vier Pfotten Foundation send an open letter in which is drawing attention concerning infringement of contractual clauses.

The representatives of the animals’ protection organizations “Pro Animals” and “Vier Pfotten”
In basis of this contract , the City Hall of Tg-Jiu obligated itself to insure all necessary conditions for “Vier Pfotten” so that these can develop the activity and ”Pro Animals” Association and “Vier Pfotten” Foundation Romania obligated itself to develop the neutering, de-worming, anti- rabies vaccination, , registration and returning project of stray dogs.
And also conforming with 4.3 article The City Hall from Tg-Jiu obligated itself to oust any possibility that these dogs to be killed and to take the necessary measures in this way”, and also ”to assure that the employers of the City Hall , will not initiated poisoning, killings ,maltreatment, sending away, of the dogs in next 5 years from cessation contract develop.”
We mentioned that this contract is into force since 24.10.2006 and the presence of “ Vier Pfotten” in Tg-Jiu wasn’t possible because the City Hall hasn’t accomplish the necessary obligations of project developed. We presented you these opinions and information to demonstrate the gravity of facts against stray dogs, and also how many grave consequences can have the perpetuation of this practice especially from point of view of the image in the eyes of public opinion national and international in context of Romania adherence to E.U. We are expecting your answer with certitude that yow will find one modality for stopping and preventing some kind of actions.
Stray dogs from Motru- a problem not solved of the authorities

One of the problem that was not solved for many years in Motru is stray dogs problem. The situation is worse in Horasti locality where because the entreprises from the area were closed, the dogs became without owners.
Dobrica’s dogs
From years were tried many measures to solve the problem without succes. The solution considered a way for entertainement was hunting , animals being shot outside the city. From 2004 when to the City Hall from Motru came another team maybe with pain against animals or under mass-media presion , was adopted a civilised attitude concerning the problem. So, was realised an understanding between City Hall and Protection of Stray Dogs Foundation m represented by Robert Smith and Pro Animals Association from Tg-Jiu. The contract signed in 12.04.2005 provided improvement of" Neuter and Return" programme which was including all stray dogs, but especially pregnant females or in the reproducing period m agressive dogs, sick or hurts. Trough the contract, the associations , promised that they wil put on disposition, for free, medical personal qualified , and that they will treat, de-worm, de-flea, vaccinate, neuter and identifie all animals to keep in evidence "to euthanise dangers dogs or sick without any hope according with the law. "Tudor Dobrica told that the teams made their work and they neutered, vaccinated, de-wormed , until now almost 1500 dogs , and put them ear clips for identification after they were returned in territory.
The people with sticks from the middle of the night
If apparently the stray dogs problem has a legal and civilised solving, to the night sheltering, the things are different. In many times , beasts with humane faces with sticks , huntesd in the middle of the night and they killed with wild the dogs, in front of blocks and they shocked the population. When Dorin Hanu was assalted of the citizens concerning the illegalities, the Mayor told that he don’t know about the situation but he will research and punish the guilty persons. Tens of killed strays near of playing spaces for children
Shocking images into the neighbourhood from the margins of Tg-Jiu. Tens of dogs were found dead or in agony to the streets.
More than 20 strays were found dead on the streets from Tg-Jiu. People were terrified of that they saw , especially that the strays were saw near the playing spaces of children, but also beside the
schools.
I saw a puppy who was running and making strange noises
The citizens are telling that in the night , unknown persons poisoned without mercy. Were heard noises , but no one didn’t noticed. In the morning the citizens found the dogs dead. " I watched on the window but I didn’t saw only a few dogs who were runing. I didn’t know what was happened. In the morning I saw in front of the block a puppy who was runing and making strange noises and when I looked better I found another dogs who were already deads. : told Ionela Serban.
Dogs killed to the streets
The locals are revolted about what was happened , especially that one of them were taking care of the animals. They don’t understand that the dogs are killed to the streets and under the eyes of all the people , especially that in the area are many children." When I came down the stairs , I found the female dog , Cuta , was dead. I found another puppy , who was dead him too. We don’t know what is happening because the dogs don’t do nothing wrong. We were taking care and fed them . I think that they were killed with letal injections. " told Grigore Pruna .
Pro Animals Association will start a research
Because of the citizens complains the employees from the City Hall came in that place to get the dead bodies of the animals. Pro Animals Assocs`ation is not surprised of that incident , because is not a singular case. Will be started a research to establish what kind of substance will be used and who is guilty for what was happened. Carmena Serbanoiu the president of the Association told that she is confronting very often with this kind of situations.

" We will pick-up two or three dead bodies , which wil be took to the Sanitary- Veterinary lab for analysis, and after the results , we will make complains to the Police because I’m convince that it is the action of a desinfection enterprise. In one year, four or five times are happening this. Now probably is the first neighborhood but will next others too." told Carmena Serbanoiu the president of Pro Animals Association, Tg-Jiu. Dogs abandoned in the middle of the night to the kennel gates

Investement-The shelter was built in 2001 by tje Communal Service Direction, and were spent to that time 1,5 milliards lei.
Hundreds of stray dogs are bring monthly to the shelter from Tg-Jiu. Most of the abandoned animals are old, sick or they have puppies.Pro Animals president, take care about managing of strays from the county. Carmena Serbanoiu told that most of the dogs who are in the shelter came from the rural medium. " In the middle of the night or in the morning , on darkness are abandoned by the villagers to the kennel gates, many dogs. Usually the people bring more puppies and they are tying them on the fence or to the trees. Even if we have already too many we can’t let them to walk to the streets, especially that most of them are sick. "told Carmena Serbanoiu.In this moment the shelter are functioning over the normal capacity. The kennel has 400 dogs for more than 3 years, even if the capacity didn’t must be over 120 dogs.Monthly the association succeed to offer for adoption 20 dogs but they are replacing in a short time.Most of the adoption are made in the summer but in the cold season the number of abandons increase. To the 20 meters of the shelter is a room where are hearing screams. Carmela Serbanoiu told that the animal very sick are treat separately in that room where is the food too. Pro Animals accuse that the local authorities don’t care about strays. " We have not a place where to take them and we can not let them with the healthy dogs. It is not indicate that their food to be in the same room with the sick dogs and that room doesn’t accomplish any hygienic norm.We asked the CSD help but without any answer. The association increase the number of cages from 45 to 200 but even that the dogs are crowd. In front of the kennel were bring car hoods from a defects cars, to be used for built cages.By the other side the director of CSD told that can not support with nothing the association because in the institution budget didn’t was ever mentioned any found for the managing of strays." Many stray dogs were shot without mercy in Avicola area to the margins of Tg-Jiu city. The stray hunting was to the last week end without any institution to intervene. Valentin Calota shot the dogs beside houses of the citizens from that area. When the Pro Animals representatives put him some questions he became aggressive and sware them:" Go away. I have approbation from the Police for combating the pests with fur. " Carmena Serbanoiu the president of Pro Animals called the Police to calm the hunter. After many insistences came 3 police man from the Guns and Munition Departement. The presence of the police man shocked the Pro Animals representatives. They didn’t say anything to the hunter they told that it is an action who received the Police accept ." We told them that it is illegal what they have done because the law prohibit killing of strays from the localities and we asked them to make photos with the killed dogs beside the citizens houses, but they were trying in that way that to see only the head."
The flayers brought the dogs
The increase number of the dogs from the area is explained by the locals trough the fact that the Communal Service Direction car, bring frequently dogs in the area. " We didn’t know how many times we saw the car here and how many dogs were brought here trough this method." tell Ms. Maria. Pro Animals representatives were action in instance the hunter. The authorities and the citizens too must understand that are laws which are protecting the strays and nobody is more higher than the law. The animals protection associations from Gorj attention about the frequently stray dogs extermination actions . The representatives of NGO tell that the flayers found a new arm for the massively killings – the poison, to the last time being found many poisoned dogs. Communal Services Direction which is in charge about catch and sheltering of strays, denied that they have any implication.
Neither the money, neither the dogs are not coming to the shelter
Carmena Serbanoiu president of Pro Animals Association, told that in the shelter which she manage wasn’t brought any dog by the flayers in the same way that in the account wasn’t received any sum of money. " They are lying the people that they are taking the dogs to the shelter that ‘s way many citizens came to the shelter to ask their dog but unfortunately we didn’t have what dog to give them. Concerning the money, we didn’t receive anything by the City Hall or from the other institution from the county. The people must to understand that the City Hall has not any financial involvement and also CSD too.We are paying the food, medicines, the salaries. We have the support of some economical agents which are helping us with the food. I want to make an appeal to the all animal lovers who can donate to the shelter building materials, no matter the quantity. Who want to donate can offer: food, bowls etc.
A child fainted after he assisted to a dog catching
The flayers became the afraid of the children too. Watching to the cruelties in which are suppose the strays, the children and not only , have part by a real sock.This kind of case was happened in Paralela 45 area. A child for 7 years old was taken to the hospital after the flayers refused to let the dog who was dragged on chain." He started to cry and tremble and he was pray to the flayers to let the dog because is to his block. The City Hall employees tell that the strays are taking for a walk
Romulus Toma the doctor who goes with the flayers was called by our reporters and asked what they are doing with the catch dogs. He didn’t know with who is talking and he told ironic : " Nothing, we are taking them for a walk with the car. From 9 May to Debarcader, all day. Asked how the citizens can take came back their dogs , like the law provide, he told..:"We will see , we talk,…"In this way they were learned to respect the citizens who are paying their salaries. The stray dogs problem is see with the same mentality since now 16 years. The same mentality, the same barbarity way to treat the problem. Unfortunately are a few persons who understand that the dogs too are part of the community and they must be treat in the correctly way. From the own initiative or forced by international institutions , the Romanian state elaborated a law for offering rights and protect the animals of some cruelties. Unfortunately the law remained only to the paper and can not neutralise the primitive pleasure for cruelty of some persons. Neither the institutions of the state didn’t have any mentality and are treating with the same indifference the law. Carmena Serbanoiu is the real ally of stray dogs. More than 7 years, she defends their rights trying to offer a better life. Grace of the barbarity way in which were killed the dogs, Carmena Serbanoiu, decided to open an association hoping that will succeed to stop this practice. She tell that since her childhood she loved the animals: " Since from my childhood I liked the animals, all the time I was surrounded by different animals. Later I graduated an university, in the animals domain too from I.A.B.N. and I started to praise them more. From the ending of 1999I thought that I must do something for them. Then I discovered which were the City Hall’s activity concerning the stray dogs totally not according with the law from that moment. There were real massacres . Most of 100 dogs were keep in a room of 18 square meters without water, food , medical care. It was a terrify image, I don’t want to remember it. The locals, were informing us that to a few days the dogs were killed and took others having the same treatment. Practically were a permanent flux. These facts seems incredible but we have filmed images. We made public in the local and national media , all the images and also we made complains to the institutions. The communication with the authorities was non- existent . There were spent public money for different interests. Seeing the suffer of the animals, the indifference of local authorities but of the citizens too in this problem, which has on the base the irresponsibility , non- education and non- sensibility, I decided to do something. So, in April 2000, I settled- up the Animals Protection Association" Pro Animals"
She take care about 400 dogs
In this moment, Carmena Serbanoiu has take care about 400 dogs. Majority of them esape on the death and others were took on the streets. " In this moment in the shelter managed by the Pro Animals Association, from Narciselor street, we have over 400 dogs. Most of them were abandoned , especially puppies but the others were took to the streets of the Pro Animals representatives. Most of them were took more deaths than alive. Our politic is " Neutering and Adoption" we are neutering each dog who came in the shelter and we are trying to offer them for adoption. Unfortunately the adoption rate is more lower than the abandon rate. Besides the dogs to the shelter I have to my home a higher number of dogs and cats. They needs permanently care and specially few of them having health problems.
Each dog is unique like us too
" Each dog has a different behavior , one kind of individuality like us too. " told president of Pro Animals. " For example we have in the shelter female dog who adopted 3-4 generations of puppies who were abandoned and they raised them.We have female dog who adopted cats. Also to the shelter is a female dog, Gilda, who jump the fence goes to the garbage boxes and bring to the shelter different things: clothes, shoes, etc. One day she makes us a nice surprise: she brought on her mouth an abandoned puppy"
In the 7 years period since Carmena Serbanoiu take care about animals, she assisted of real miracles: " I’m doing with a lot of passion this work and for me all the moments are touching . One of them is when I arrive to the shelter and they are happy.
Also we had a puppy with grave affections, of the vertebral column. We consulted the best doctors from Bucarest, they made many analyses , the decision was badly: the dog will never go . We brought him home, accorded him a special care , love and attention and after a few months in which he didn’t moved , started to make the first steps. Now he is running and he is playing all day with the others puppies. “

The neutering campaign, de-worm, de-flea, vaccination of dogs and cats with owner or without is developing between the period 1-10 August in Tg-Jiu. The president of the Pro Animals Association , Carmena Serbanoiu, told us that in the shelter are taking care 400 dogs who will be neutered, de-wormed, de-flea, vaccinated and identificated.
Yesterday the Finnish are neutering stray dogs but also dogs with owners. Carmen Harsu came yesterday to the kennel with two cats to neuter the:" I came with two cats to neuter them because I can keep the puppies. I was sorry to anabdon them. Now, with help of this assoviation , I will have healthy cats and will
not be necessary to ask the people to adopt the puppies. " Another citizen, was waiting to neuter her dog" I heard about the campaign from the television and I
came with my dog for neutering. I found him on the street with his legs broken. I took him home and I carred him. I love the dogs and I’m glad that it is an association which helps our animals too. It is very good because everything is free." Journalist: From who is this campaign?
Carmena Serbanoiu: This campaign is for all animal lovers . The campaign is supporting of a Finnish Foundation managing by Serban the vet, who didn’t forget from where he left and came in Romania to sustain the project. The teanm from Finaland has a nurse and 4 volunteers who didn’t came only for neutering but also for an educational campaign concerning animals protection. More, they donated sweets and clothes for the children without possibilities from a school from Tg-Jiu. Many persons supported this project, " Foundation Brigitte Bardot" assure us a part from the food that we have need .
Journalist: How many food you need monthly for the animals from the shelter?
C.S. Every month we have need more than 6 tons . But this quantity is not covered only from donations. Three tons we are supporting from different supermarkets which help us . The people are very reserved. Is about education too. We are expecting of all animal lovers, Saturday too, to adopt or neuter dogs and cats.
Journalist: Since when started the campaign how many persons from outside the shelter answer to your action?
C.S.: In three days since we started the campaign, I think that came for neutering their animals, 50 persons.
Journalist: The City Hall helped you in this campaign with something?
C.S.We are intentioning to sign a contract with the City Hall trough they will offer hosting and food for the Vier Pfoten Foundation representatives, and a team for catch the strays, and we, Pro Animals Association to build a private shelter for the animals.
Journalist: Where will be built the shelter?
C.S.: The shelter will be here in the city . The land is my own propriety, which I will use to build this shelter.

The animals protection association Pro Animals, in cooperation with 6 Finish volunteers developed at Tg-Jiu, whiling of 10 days, in the period of 1-10 August 2006, a neutering campaign, de-worming, de-fleas, vaccination for free of stray cats and stray dogs too. The action was developed to the association shelter in Narciselor street . The Finland volunteers supported financial a part of this campaign, the neutering being made by a team formed of 2 doctors and a nurse, one of the doctors and a nurse being Finish. Carmena Serbanoiu , the representatives of “ Pro Animals” Association told that to the period of 10 days came a lot of persons with dogs and cats to be neutered, from the city and from the other localities from the county. “ It is very good that the people were so receptive and certainly is a mentality changing. We tried this kind of actions , the last years, but were see with reticence. “ told she. After neutering , the dogs and cats were hosted in the tens which is beside the shelter, few days for recuperation. All these services were offered for free of the Pro Animals Association. Serbanoiu tell that the bad opinion of the foreigners about Romanians was forced of the fact that in the same time with the free campaign, in Tg-Jiu was an ample poisoning of strays from the all areas of Tg-Jiu , many of them in agony or deaths. “ These images , touched the foreigners the Finish group, they being disappointed of that it is still happening in Romania. They were make many photos and they filmed images about these cruelties which will be made public in Finland. Starting with this Autumn, Pro Animals association will start an educational programme in schools and a programme named “ therapy assisted animals” which will be developed in the centers for old people. The association, besides neutering encourage the adoption too, the animal lovers are expecting every day after 16 o’ clock to the shelter of Narciselor street for adopting stray dogs from different ages, neutered, de-wormed, vaccinated.

The animal lovers from Tg-Jiu , have the satisfaction that the two associations which represent their interests will be concerned of stray dogs problem. The reason of happiness is the fact that the problem will be solved to European standards, the City Hall will signed with the associations “ Vier Pfotten” and” Pro Animals” a collaboration protocol to bring us to the solutions of millennium III. The yesterday protocol opened the way for a long collaboration . More, from yesterday, the two associations have exclusivity to catch the stray dogs. The stray dogs will not be killed, they will be neutered and than let in liberty. The foundations representatives tell that so is much better because if will be took the neutered dogs from there, will replace them others and the problem will not be solved. Vier Pfotten promise to bring of Tg-Jiu the specialists to a few months for neuter approximately 1000 dogs. Local authorities of Tg-Jiu, promise that in 5 years, the strays will dissapear from the city streets. The City Hall from Tg-Jiu will sign a contract with two associations of animals protection, concerning neutering, de-worming, de-flea, vaccination, identification and return in territory. The City Hall from Tg-Jiu, signed yesterday a partnership with Vier Pfotten Foundation Bucarest, trough the vets of the foundation promised that will neuter al the stray dogs from Tg-Jiu to a period of 5 years. Vier Pfoten representatives sustain that trough the neutering , the number of strays will decrease slow but sure. After they will be neutered , the strays will be released on the streets because the municipality has not financial possibilities to keep them. Pro Animals representatives Tg-Jiu and Vier Pfoten Romania Bucarest explain that neutering of the animals is the only “ humane method for reducing the stray dogs” being satisfied about this project. The contract object suppose neutering , de-worming, vaccination and returned of stray dogs to the streets. Catching of stray dogs is made in an illegal way

Catching of strays from Tg-Jiu is made without to respect the law, trough using of chains in the middle of the day. This kind of action was happened yesterday in the morning by the employees of Flayers Service, an illegal action. The flayers have trying to catch the strays in the middle of the day , when the circulation of the citizens on the streets was intensively , fact that it is prohibit. More, they were using like tools of catching, the chains.Director of Sanitary -Veterinary Direction, Ion Iliuta told that it seems thhat the action are continuing , we were informed too by Pro Animals Association concerning the illegal developement of the action in this morning and it was stopped. And this, because everyrhing was made in the middle of the day , and put in danger the citizens life , and the used tools were not conforming with the legal conditions. They have tranquillizer guns which should be used and not that chains." In the action were caught 4 dogs, who were took by Pro Animals association . Ion Iliuta told that Communal Service Direction has authorisation from Sanitary- Veterinary Direction , but the way in which was working affected us, and we didn’t were informed by runing of the action. " For the persons who were involved will be dispose measures according with their guilty. The people from the Vets Collegium will dispose the stopping of the vet activity who is guilty that it didn’t respected the sanitary-veterinary norms concerning the animals protection.If this action was with the Communal Service Direction agreement the contraventional punishment will belong to the superior person who is involved," because the citizens walking was crowded and the catching way put in danger the persons who were on the streets to that hour. A fox dead body was found in the courtyard of the Village Museum in Curtisoara locality. The analises were made by the representatives of Hunters and Fishers Association to the Sanitary-Veterinary Laboratory. It is the possibility to disperse the illnes to the domestical animals, that’s why the Local Councils from Bumbesti-Jiu and the near localities were informed. The measures which will be took to prevent dispersing of the rabia are: vaccination of all dogs, killing of all strays and will be realized controls to verify the norms of dogs raising from Bumbesti-Jiu and near localities. Now two weeks, the City Hall from Motru, decided to bring the Flayers Service from Motru, for catching strays.Dorin Hanu the Mayor of Motru was very receptive to solve in legal ways the problem, being agree with neuter and return strays solution. So, an animal protection foundation from England was engaging that will neuter all strays , the City Hall must not pay anything. "The problem must be solved. We don’t have enough money to bulid kennels like it is legal and more for neutering and feeding of the dogs. I think that their neutering is a humane solution and more we are glad that it will not be necessary to find another mesures to solve the problem. I consider that the animal lovers and the persons who made complains too will be satisfied. " told Dorin Hanu. The Foundation will come with a mobile laboratory , with the necessary medicines, the City Hall must not pay anything, the only their duty being to build a kennel , to assure the hosting and feed for doctors team. Everyone must understand that once with the neuterings will dissapear the group spirit of the dogs and also the agressivity from the reproducing period. From this point of view the citizens from Motru can be calm." Also in Ticleni and Rovinari cities Pro Animals representatives found the same receptivity to solve the strays problem. Conforming of “PRO ANIMALS” Foundation representatives the action for catching the stray dogs from Motru has started since the beginning of this year. Carmena Serbanoiu , representative of the Foundation , told that the action is developed illegal way:” We have received calls from persons of Motru who they told that the animals are catch and killed in the most brutal way. Se incalca flagrant more laws. Conforming with law no.227, concerning the stray dogs, the local councils had having the obligation that in 30 days from the started into force of the law, to built shelters, to hire employs tasked with keeping , and medical personal also. In this law too is mentioned clearly that the associations and foundations of protection has the right to participate of these actions. In the law it is stipulated that the dogs must be kept 14 days to be revendicated , or adopted of the persons who wants a dog. Pro Animals Association was called by many citizens of Tg-Jiu that in some areas from the margins of the city ,every Saturday and Sunnday are organised actions of shooting the dogs. The people are telling that the dogs are bring from the Tg-Jiu flayers to be shot by the hunters.On the lands are many dead bodies of dogs with their noses cut.
Pro Animals volunteers went Sunnday in Avicola area, Botorogi. Earlier with 2-3 hours was organised a hunting action. Carmena Serbanoiu the representative of Pro Animals tells that the images were incredible:"
Dogs shot , with their noses cut , dead bodies everywhere: back on the blocks, on the streets, on the near fences. Were puppies, pregnant females, races dogs, etc. Some shepherds told that all areas are full with shot dogs , one of them recently and others from a long period."
Pro Animals is sustaining that the hunting actions are illegal
Monday 14 March Pro Animals called the Sanitary-Veterinary Direction to come one of their employees to that palce, to see what happened. Dr. Branzan was there and he made a note in which are stipulated : " In Avicola area I found a number of dead bodies dogs who were shot. From one statements and researches it seems that the dogs were shot by authorised hunters. We noticed that most of dead bodies had their noses cut method used by hunters. " Carmena Serbanoiu told that together with dr Branzan were in the area of Garbage Hollow ." On the nera fence we found another shot dogs. Testimonies affirmed that the flayers bring the dogs in regullary way , the hunters shot them, and this is happening very often. The shepherds were menaced to not tell what they saw because their dogs too will be shot" told Serbanoiu. Carmena Serbanoiu accused the flayers from Tg-Jiu that they are catching the dogs from the city and took them to the margins to be shot. Tg-Jiu city is the only from Gorj county where we can not have a legal cooperation, efficiently and human with the authorities. Hundreds of shot dogs were discovered last week on the fences beside Abator area and Avicola, but also to the Garbage Hollow of the City. Ana Berceanu saw with her eyes how is developing this kind of action. The women tell that he was walking on the fence to reap nettles, when he herad shootings:" I was on the fence and I was reaping nettles. I walked a little and I meet a hunter. I gave bred to a dog puppy. I talked with himand after few minutes I heard shootings. I was thinking that they shot the crows, but I was wrong. When I came back , I found the puppy, dead. I saw then, hundreds of dogs with cut noses. I was sick, I don’t knoe how I gone to my home. I don’t knoew what kind of people can do something like this , actually I ‘m thinking that they don’t deserve to be named people. Many citizens from Musetesti, are assisting from a few years to real hunting actions, which are developing beside their courtyards. Ion Dragoi from Grui locality, tell that a hunting watcher together with another two friends are using to hunt the citizens dogs.He told us that they are using to hunt after a few glasses of drink . The hunting watcher Scurtu Catalin from Musetesti together with Bajnea Neofit who is working to the Mechanical Usine Sadu, they shot many dogs but worsly is the fact that one of the dogs was shot in front of the village bar. The other dogs are shot in the neighbor villages. The shot dog was of a citizen who live near the bar. After they killed him, they cut his nose like a trofee.Then they walked back on the citizens gardens trying to shot another dogs. 150 strays neutered by an English Foundation

The representatives of Stray Dogs Protection Foundation neutered until now, more than 150 dogs from Gorj county , the Foundation managed of Robert Smith will neuter strays in Motru, Rovinari, Ticleni and Sadu too. Carmena Serbanoiu the representatives of Pro Animals Association told that he found a receptivity to the City Halls and in 12 April 2005 , Robert Smith will came in Tg-Jiu to sign the collaboration contracts with the City Halls. " I was satisfied of the discussions which I had it with the representatives of the four cities. The mehod found by us is humane and advantage all the people. Once, the canine population will not increase, the budget will not be affected and by the other side, the animal lovers can be tranquille because they will not see anymore, cruelties scenes. The catching of dogs is made by the foundation with the hand and not with sticks and chains" The only city that it seems to not beneficiate by this programme is Tg-Jiu. With unknown reasons, head of the City Hall doesn’t want to sign this kind of contract. Pro Animals Association together with Strays Protection Foundation, signed another four contracts to improve the " "Neuter and Return" programme. to solve without cruelty the strays problem.So, to Tg-Carbunesti where the action started last year , juxtaposed Ticleni, Rovinari, Bumbesti-Jiu and Motru cities. This programme having a durance of 10 years , is supposing the neuter, de-worm,de-flea, vaccination, identification of strays and even of the owners dogs. All these are made for free. Carmena Serbanoiu the representative of Pro Animals Association told that she tanks of the Mayors from the mentioned cities" who understood that reducing of strays number can be realized trough this kind of programme and not trough illegal methods of poisoning, shooting, abandons in woods or another localities. Mobile clinic came this Spring for the second time in Tg-Jiu for a period of two weeks being neutered and returned in territory 125 dogs. After Tg-Carbunesti, follow Ticleni, where were neutered 98 dogs. In the last day the mobile clinic came to the shelter managed by Pro Animals from Narciselor street and were neutered 15 dogs. Conforming of Carmena Serbanoiu, all animals protection associations from Romania will form a federation which will ask to the Govern changing of law no.227 concerning the Managing of strays and improvement to the national level of " Neuter and Return" programme. The animals protection associations will form a federation for asking to the Govern changing and improvement to the national level of " Neuter and Return" programme. This kind of actions were developed in Tg-Carbunesti and Ticleni cities. Pro Animals Association ask the review of decision trough is confirming by the Court of Law to not start the penal research against Ana Telescu, ex director of SVD accused of abuse in her work and fals. Ana Telescu is accused that she wrote a fals paper trough she tried to desinform the national institutions concerning the hunting action of strays from the last year in Matasari. After the scandalous , she lost her job but the procurors
didn’t succed to prove the false and they ordered to not start the penal researches. But in April 2005 the representatives of Pro Animals obtained a document of the County Council which can change the research.
Story of a hunting which surrounded the world
On 7 February the citizens of Matasari were heard gun fires. Back on the blocks, was developing a hunting action of strays. The people who receive financial support from the authorities were called by the City Hall to run the dogs between blocks. Back on the blocks were hunters of Hunters and Fishers Association who shot the dogs. The citizens took the dead bodies and throw it in the trailer of a tractor. The law is prohibiting shooting of strays in localities, so on the papers is wrote that the action is developing in woods. False because there were testimonies and Pro Animals representatives. In the law it is stipulate that it is prohibited shooting of strays. Pro Animals informed all animals protection organisations from the world concerning the massacre from Matasari. The romanian ambacyes from all world were assalted with protests from the animal lovers.

Pro Animals accuse Ana Telescu that she lies the public opinion national and international and she wrote false adresses to sustain her affirmations. Local authorities, are promising that in five years, the strays will dissapear from the streets of Tg-Jiu. The City Hall will sign a protocol with two animals protection foundations to neuter, de-worm, de-flea, vaccination, identification of strays after they will be returned in territory. Pro Animals Association and Vier Pfotten Foundation from Austria will neuter will mange the strays neutering. This action will be developed for a period of 5 years since the signing of the contract. The City Hall will large the strays shelter with 500 places because when the caravane will come to permit the sheltering and neutering of a big number of dogs. The caravane with doctors will come in Tg-Jiu for two times in one year, during of this kind of action being neuter between 1200 and 2000 dogs. Court of Law from Motru, annulated last week the resolution for the penal investigation of Matasari Mayor, Gheorghe Gaspar concerning the strays hunting from the beginning of the last year in the locality. The Instance sent again the cause to the Court of Law from Motru for continuing the necessary papers for starting the penal investigation of Gaspar. The same Court of Law gave for two second not starting the penal investigation liker the Police from the locality.
The complain against the Mayor was initiated of the Pro Animals Association representatives who were in February the last year testimonies of stray dogs hunting developed in Matasari . The hunting was in the locality, animals being shot back on the blocks and the persons who received social support from part of the state were used like hunters. They were running the dogs with sticks and the hunters were waiting
between blocks to shot them. The event was in February 2004 creating many protests of the animals protection organizations from all the world. To 24 May 2004 Pro Animals initiate a complain against Gheorghe Gaspar who ordered to shot more than 40 dogs. Production Director of UM SADU, Constantin Filip is accused of the Police fore committing the infraction of mortal gun without any right. The director shot , without hesitation , a dog from the courtyard of the society, with the watcher gun. Rovinari city sheltering since 27 June to 25 July the members of Stray Dogs protection Foundation from Campina city administered of Robert Smith , britanical citizen of the invitation of Rovinari city Mayor. The foundation member together with formed team started the catching of stray dogs , almost 30 dogs per day. The activity is developing from Monday to Saturday , rate of neutered dogs being of 90% females, wanted in this way stopping of uncontrolled reproduction. The Foundation will come after 3-4 months for neutering the puppy who will grow. Catching of the animals is make with modern methods. The population of Rovinari collaborated of this action. Dogs are kept 5 days until they are recovering and vaccinated. To their ear was put an ear of identification. " I’m thinking that this period of Christmas is the best to make an appeal to all animal lovers who want to adopt a dog. A dog can be a gift for Christmasfor any family. Can be adopted also Marc an abandoned dog after he was hit by a car, now he is healthy and he suffered a surgery on his vertebral column to a vet from Bucarest. Even if you don’t want or you can adopt a dog, you can help the association donating alimentary rests , wood for new cages. We wanted to find the opinion of the persons who catch the dog and shelter them. We talk with Ms. Camelia Pavel, zootechnical engineer of Managin Service for catching of the stray dogs who told us: " It is not truth that we maltreat the dogs. No way. We are respecting the law. We are organizing actions of stray dogs catching after the received complaines. After we are catching the dogs, we are taking them to the vet where are vaccinated anti- rabies, de-worm, de-flea and after 14 days if they are not revendicated or adopted we are euthanising them. The euthanasia is maked thgrough an injection, and the dead-bodies are burned in a special place out of the city. About food, we are taking rests of bread and aliments from two schools quanteens. For a period we hadn’t persons who keep under surveillance the dogs, and the people came and let the dogs go out. Reffering of the catching of the dogs, it isn’t brutal one.
Under the protection of the anonimate, the people told us:
C.C.(man): "It is a terrible murder. Specially that were tens of killed dogs and burned on the crematory. I revendicated a dog, now few months. I payed the gipsy who was there (to the shelter). He promised me that he will not take anymore. I cared him and they killed him in three day. After three days if they are not revendicated, they kill them. They were talking a few children that the catchers hit the dogs in front of the schools. What is the education received by the children?"
P.M.(women): "It is incredible! Nowhere in the civilised world it is not happening something like this. To strangle him until he dye. What kind of people are they? They are animals more than the dogs."
C.N.(man): " What was happened monday in the morning (19 April) beside school, shocked me. A flayer caught the dog and other three hit him. And in front of the children. This kind of behaviour depress you."
P.A.(women): " Dogs are feeling the malicious of people. They are attacking only the persons who want to make evil.So, firstly they should to be good persons to ask this to the poor animals too. Anyway they are caught with cruelty . They must catch not like this,but in a civilised way. Arem maybe the people more animals than the dogs?"
B.N.(women): " We learn the pupils to school, from younger to love the animals. What kind of example give the comunity when they action with so much cruelty?"
In order to save them from death, Pro Animals wants to adopt the dogs from Tg- Carbunesti

The association Pro Animals expressed its intention to adopt about 40 dogs that were caught by the public service of the City Hall Tg-Carbunesti and who are about to be euthanasia in the next days, if they will not be claimed. The representative of the association, Mircea Serbanoiu, will make a written demand to the City Hall in order to give him all the dogs. The mayor of the locality, Cristian Toader Pasti, told that will give to Pro Animals not only the dogs from the kennel but also all the stray dogs from the city: "Although normally we ask a fee from those who claim their dogs, so that they will do not leave on the streets their dogs anymore, in this way we are willing to give them for free all the dogs from the city. We also pay them in order to come to catch them. And I’m telling this very seriously." The representatives of the association Pro Animals were two days ago at Tg-Carbunesti in order to see how it’s respected the law 227/2002 regarding the stray dogs’ administration. Mircea Serbanoiu says that he traced out many disorders, starting from the way of catching the dogs to what’s happening with them after they are killed. According to the law, says Serbanoiu, the euthanised dogs, must be cremated. Or, in Carbunesti, they are thrown into a dry well , that after was filled with corps, was covered with a sheet iron. The well is surrounded by a wire fence in order to hinder the access of the possible curious people. The animals’ lovers were also unsatisfied by the so-called shelters where the dogs are kept for 14 days. These are actually some "huts" surrounded with an wire fence and divided in five sectors from which one for the puppies. There are sheltered about 40 stray dogs "collected from the streets or abandoned by different persons in markets or fairs" as said the vet from Tg-Carbunesti, Ion Vasiloiu. "The catching methods , and the conditions in which are kept 14 days until euthanasia, but also the way of making the euthanasia are not in accordance with the law”, says Mircea Serbanoiu.. The dogs are caught with the wires on which are visible traces of blood, a sign that the animals are tortured. At the shelters those are fed with rests from a kindergarten or hospital and with bread taken from a bakery from the city. At the veterinary circuit there ‘s no cabinet adequate arranged. Also, there’s no special room for euthanasia. Mircea Serbanoiu noticed another paradox: "People from there sustain that in that 14 days while they are kept in the shelter,. They are deformed and neutered and then are euthanesed. This means they are mocking the public money, because the neutering must be done only if the dogs are let free"…….In Tg-Carbunesti there are also two other wells that will be used to throw the euthanised dogs. Pro Animals sustain that the animals’ rights are not respected in tg-Carbunesti. Animals protection in Tg-Carbunesti is made only to the paper, is the conclusion of Pro Animals Association from Tg-Jiu and not only. Because of many citizens complains made for the international organizations for animals protection in Tg – Jiu came many foreign representatives to see the way in which the vet of the shelter is making his work. Carmena Serbanoiu president of Pro Animals Association told:" we hoped in a colaboration with local authorities , but didn’t happen this fact. We proposed free neutering of dogs from the municipality’s shelter to avoid spending the public money, but with all these we were refused. The Mayor Cristian Tudor Pasti, affirmed in a publuc way that we will be informed about the Flayers Service but it wasn’t so".Sunday 9 May 2004 , Carmena Serbanoiu was amazed about what she found to the dogs shelter:" Like in many turns we went to get dry food for the dogs. I saw that in the shelter were 6 females " neutered" . I asked the employees who " neutered" the females and we found that Vasiloiu the vet. From our informations he don’t know to neuter. The females situation was grave and we were shoked of the way in which was made the neutering: into a room with mess , without water, without instruments, and using like bandages, dirty shirts. Certainly the surgery was made without anaesthesia one of the employees telling that a few people hold the dogs. We noticed that not all the females which we filmed were in the shelter, sign that Vasilou killed them whiling his experiments".Pro Animals called many foreigners societies to go there, fact happened, on10 May 2004. The representatives and a German vet saw the grave and advanced way of infection to many females. Vasilouiu refused to show the way and room in which wre made the surgeries. A part from the pregnant females were took of the German organisations for examination. And so was found that the fenmales were cut, without be neutered to gave the impression that they were neutered. The foreigners organisations will make a raport to the Europeean Parliament . The President of TierhilfeAurora from Germany , Ute Langenkamp told:" It is incredible . Vasiloiu is a butcher. We are hoping that the authorities will make everything that Vasiloiu to be emprisoned. In Germany if someone made something like this , he is emprison immediately." From Swiss the representative of United Nations , Geneva, Nicole Fowler, wrote:" I ewas informed about the tragedy of strays from Tg-Carbunesti . After how I know, the dogs are let without water or medical treatment and killed. The managing Service of strays from Tg- Carbunesti, neutered the strays from the kennel whithout anaesthesia. Pro Animals representatives tell that many dogs died. They are soustaining that the dogs were throw in a place and let there. Six dogs were found by the Foundation members who took them in their care. Pro Animals announced another two organisations from Germany. The president of Ute Langhenkamp Foundation, Tirhilfe Aurora, was stupefied about the way in which was developped the neuter action: " It is incredible. Is owful that it is happening something like this. It’s like in the primitive time. Vasiloiu is a real butcher. I will make this public in germany press and also in the international one. I think that the Govern is guilty because don’t take the right measures. To us in Germany, if a doctor made something like this it was imediatley arrested for many years and he didn’t practiced ever.When I’m seeing all these, I m asking what looking Romania to adhere in Europeean Union? " Vasiloiu the vet told that he don’t know to make a neuter surgery. * The vet from Tg-Carbunesti performs surgeries to females ‘without anesthetic", simulating their neutering only for collecting money from the local budget.
* Trying to save the infected females , a vet from Germany reopened the surgeries and found out that " the animals hadn’t been neutered, the ovaries and the uterus hadn’t been extirpated , and were only cut and sewed back in order to give the impression that they’ve been neutered and for obtaining money from the local budget"
* "What is Romania doing in European Union?" are asking again tens of European citizens terrified by the " savageness with which Romanians are trying to solve the stray dogs’ problem."
* The local and the county authorities promised that they will stop to catch and neuter the dogs until the situation is cleared up.
" I think is unbelievable that a human being do something like this. I’m amazed that the authorities do not punish Vasiloiu and not even the people are doing this. The surgery looks very bad and the wounds are infected. I will open them and see what he did, if he pulled out the uterus and ovaries ,to see what surgical thread did he use…. I wonder what kind of instruments did he use. The infection is very big. If they had stayed in the shelter just one more day , they would sure have died." Said Ines Leeuw, vet – E.T.N. The intimation concerning the tortures to which are submitted the animals from Tg-Carbunesti started from Pro Animals’ representatives. Here’s what declared one of these, Mircea Serbanoiu:" We go there regularly in order to bring dry food to the dogs. On 9th of May 2004 we found out with stupor that there were 6 neutered females". I asked the staff of the service who "performed the surgeries" and we were told that the vet Vasiloiu. We had information that he does not know to neuter females. The state of the animals was very grave and shocked us , especially, the way that had been done the surgery: in a workshop with a lot of misery, without water, without adequate instruments, using dirty cloths instead of dressings etc. The surgery was done without anesthetic, one of the employees of the service declared that several people kept on each dog."
Finding out these illegalities , Pro Animals appealed to foreign societies in order to go together to Carbunesti. These arrived here on 10th of May, together with a vet from Germany, who found out the advanced state of infection of the so-called neutering made by this Vasiloiu. The Germans filmed and photographed the grave state of the females , the workshop where were performed the "surgeries", the clothes used as dressings and the existent conditions of that shelter.The foreign foundations wanted to neuter for free all the dogs from the area.
In front of those from Pro Animals and of the camera, the vet Vasiloiu admitted that he does not know to neuter females , but he tried. The German vets succeeded to saved some of the females neutered by Vasiloiu, but one of these died on the surgery table, because of the infection. Mircea Serbanoiu, Pro Animals ‘ representatives, , who brings food almost daily to the dogs from the shelter of Carbunesti, says that other females disappeared and is almost certain that these died on the surgery table of the vet Vasiloiu, to whom it should be withdrawn the license. Carbunesti city is now in the attention of the animals’ protection organizations from all over the world. " It’s unbelievable. It’s outrageous that it can happens something like this. It’s like in Stone Age. Vasiloiu is like a butcher. When you are looking to him , he seems a normal man. We hope that the authorities will do something with him, that they will put him in jail for what he had done. I will make public in the german and international press what’s happening in Tg – Carbunesti." said Ute Langemkamp, presidentof "Tierhilfe Aurora", Germany.
She says that it is important that all the dogs be neutered , as this is the only way to decrease their number. Mircea Serbanoiu proposed to the local authorities to neuter for free the dogs from the Carbunesti shelter in order to avoid the consume of public money but, with all the insistences, he was refused. Pro Animals will make an intimation to the Court of Accounts, concerning the way that the public money reaches in Vasiloiu pocket." Tg-Carbunesti renounced slaughtering the stray dogs.
An English foundation will provide free neutering for the stray dogs and for the dogs with owner, in the following 10 years.

Tg-Carbunesti is the first locality from Gorj where the problem of the stray dogs will be solved in a civilized way, renouncing at exterminating the animals. The mayor of the locality, Cristian Toader Pasti, signed a protocol with two foundations specialized in animals’ protection, and from 16th of September will begin the program " Neuter and Return". An advantageous program on many plans, taking into account that the animals will not be killed anymore, but only neutered, their number will decrease year by year on natural way, the dogs will be less aggressive, and the costs will not be supported by the local council, but by the partner organizations. The two organizations with which the city hall from Carbunesti will co-operate in the next 10 years are The Foundation for Stray Dogs’ Protection from Great Britain and the Association "Pro Animals", Tg-Jiu.The city hall from Carbunesti has already distributed tens of brochures in order to explain the inhabitans how important is to get involved in this program. They are urged to bring their dogs on 20th-21th of September at the shelter, to be neutered for free.
The program has two stages. The first stage is to catch, vaccinate, neuter and returning all the stray dogs from Carbunesti city. The second stage of the program consists in neutering for free all the dogs( with an accent on females) with owners from Carbunesti and the surrounding villages. The mayor Toader Pasti is convinced that this campaign will have success: "On 16th of September, in our city will come the representatives of the English foundation with a mobile clinic. They will stay here for two weeks, and will neuter for free the stray dogs and also will train our people for this. We signed a contract with a young vet from Barbatesti, willing to learn from the English people how are made this kind of surgeries. He will form a team , with whom will be working in the next ten years. The protocol is closed on 10 years and the English people will come every six months."
It was proven that the extermination of the stray dogs is not solving the problem.The inhabitants from Carbunesti are receiving informative brochures, explaining them the advantage of the program. The first several hundreds of brochure had already been distributed." Other several hundreds of brochures will be given to the schoolboys in the first day of school. The children are the best friends of the animals and I think that they will have the power to persuade their parents about the necessity of neutering the dogs" said the mayor Cristian Toader. Here are some information presented in the brochure, in order to persuade the people from Carbunesti to bring their dogs to be neutered. " It was statistically proven that the extermination of the stray dogs (by poisoning, shooting etc) is an inefficient method of reducing the canine population on long term, and the extermination campaigns adopted in Romania but also in some European countries had no result. For example, in one town from Southern India, 8000 dogs per annum were poisoned for 12 years without reducing the stray dogs population at all. The same in Istanbul, where much more dogs are and were poisoned every year without any success. If only one females escapes from being killed, she and her offspring can breed up to 67.000 puppies in 6 years. For this reason, the World Health Organization and the World Society for the Protection of the Animals adopted a policy of "Neuter and Release" which solve the problem in totality , although, for this program to succeed, the dogs must be tolerated on the streets more 3-5 years" .This organizations state that " Removal and killing of dogs should never be considered as the most effective way of dealing with a problem of surplus dogs in the community: it has no effect whatsoever on the root cause of the problem" and that " In the long term, control by reproduction is by far the most effective strategy of dog population management." The costs will be supported by the English foundation .According to those who initiated the program, this is good for the citizens, for the dogs , but also for the city hall’s budget, which will save important amounts of money. According to Mircea Serbanoiu, "Pro Animals" representative, it’s about an " efficient, humane and legal" program which will solve the stray dogs’ problem in Carbunesti. " We hope that other mayors will understand also that this is the only viable solution of reducing the stray animals’ number, with low costs from the public funds. The expenses from the local budget are reduced with 80-85 %" said Serbanoiu. The neutered dogs are better and more affectionate. Neutering a female dog eliminates its heat cycle, which can last twenty-one days, twice a year; females in heat show nervous behavior, and attract unwanted male animals forming packs. Neutered dogs are less aggressive than those unaltered which have more behavior and temperament problem. It’s better for the dogs, because the neutering provide them a healthier life. It’s better for the community, as state those who initiated the program because: communities spend millions to control and eliminate the stray dogs. Irresponsible breeding contributes to the problem of dog bites and attacks. The first city from Gorj where are respected the laws for animals’ protection .The program from Carbunesti is in concordance with the national and international legislation. The foreigners would do so much things for Romania, but they are finding very difficult serious persons. I showed them that in Tg-Carbunesti can talk with a serious mayor and after the foreigners convinced themselves we decided to collaborate tell Pasti.Helps of the Mayor are Romanian vets who are working for a stray dogs foundation. The vets passed until now through a few cities from Romania, and until to the end of the month they will stay in Tg-Carbunesti. They can be found to the animals market . Here was installed a tent in which the dogs are care in the cages on the period after the surgery . Catching of the animals is made without hurt of the animals.
Over than 100 dogs were neutered allready
The neutering surgery is made in an ambulance of the foundation. The vet has here all that is need for surgery quickly and efficient without the animal suffer. Radu Stoicescu, was operating yesterday the hundred dog since he came to Tg- Carbunesti " The result of our work will be the reducing of stray dogs. We are bringing here an European "air". Than we catch and kill them eventually with a stick on their heads , we are actioning and we let them in live , only we are interrupting the reproduction phenomenon. Locals from Bumbesti-Jiu are poisoning stray dogs

Many locals of the city are sustaining that the City Hall is involve in this activity
Every day , to Bumbesti-Jiu are poisoning dogs. The signals concerning poisoning of strays are send by the citizens to Animals Protection Association Pro Animals from Tg-Jiu. The citizens are thinking that is a City Hall action , but the Mayor Stanculete denied any involvement. More, he expressed his disponibility to cooperate with Pro Animals for solving the strays problem according with the law concerning animals protection , like in Tg-Carbunesti.
Stray dogs from Bumbesti-Jiu are poisoning by different persons whiling the day but especially in the night. Pro Animals Association but also the citizens of the city are revolting about what is happening with this dogs, and a few locals tell that the Mayor knows about what is happening. But the Mayor denied any involvement. " I have not any connection with this, I didn’t kill any dog but I know that were this kind of actions. Didn’ t happen for long time , but in one of the mornings when I came to the work I saw one dead in front of the City Hall." Pro Animals Association received from many citizens complaines about someone are killing their dogs with poisoning substances. One of the citizens, told:" I had a dog , who I raised him , he sit here in front of the block . They came, throw something, because in the second day I found him dead. Now a month they collected in the morning with the barrows." The locals tell that from many times under their eyes are killed the strays. Pro Animals representative took one of dead bodies to make him analysis to find what kind of substances were used.
The Mayor make an appeal that strays for not being killed
Bumbesti -Jiu has many strays but also because are bring here dogs from another localities.Mayor Stanculete sustain that he will make an appeal that this dogs to not be killed anymore because according with the law is an offence and who is caught and make this will be punished. Stanculete was opening to solve the situation and find a solution together with Pro Animals Association. The Mayor asked the support of Pro Animals Association , who saw like a posibility for the moment the neutering and returning of them in community.Trough this is hoping to solve the problem because all the people to be happy and killing of dogs to not be practiced. A Turkish doctor neutered tens of pregnant dog females from Tg-Jiu

A Turkish doctor was yesterday in Tg-Jiu to neuter the pregnant females from the city shelter. The doctor Erkut Goren came, to the representatives of Pro Animals initiative with a mobile clinic and with all necessary tools for this kind of surgeries. Also, the doctor is involved in the programme from Tg-Carbunesti of neutering the strays . The programme with external founds is developing for a period of 10 years in Tg-Carbunesti, period in which once of 6 months the medical team returned in town for reluating the action. Tg-Carbunesti is the
first where is runing such kimd of programme and the neutering surgery made by the Turkish doctor is unique in Romania. The females are anaesthesiated , neutered and then keep under surveillance . The surgery is a faster one and efficiently without the animal to suffer. After this , females are returning in territory. The methos is a gentle one for the animals and can not be compare with the barbarity actions of the municipality’s catchers. Trough the neutering is solve transmission of canine ilness too which are transissed trough the reproduction".Also many animal lovers are bring to the clinic strays for neutering or another problems.Even were invited to participate of neutering action the doctors from Sanitary-Veterinary Direction Gorj, they didn’t came being very reticents to a such programme in line with the European standards. Stray Dogs Hunting in Matasari,

A real hunting match happened last Saturday on the streets of Matasari village. Not fewer than 8 hunters fixed as a target the stray dogs and started chasing them. In this way the local authorities decided to solve the stray dogs problem. The stray dogs’ hunters were helped also by the people who received social help and some employees of CNLO, who, armed with shovels and clubs, chased the stray dogs from the blocks to the hill in order to forward them towards the guns. On the hill were many childrens, who were playing, when the dogs were chased and bitten, the childrens were witness to this horror scenes : animals chased , bitten with shovels, clubs and stones by some people with a fierceness that one can rarely see. At this action participated also a part of the inhabitants. The reprezentative of the association for animals’ protection from Tg-Jiu tried to stop the stray dogs slaughter. The inhabitants and the hunters were irritated by their presence, making them various obscenes signs. The animal lovers say that many laws were not respected.

"Stray dogs’ hunting in Matasari"

"On Saturday morning, at Matasari, will be organized an action of shooting the stray dogs". It was just a rumor, but this didn’t stop Pro Animals’ representatives to go to Matasari at the first hours of the morning, together with a group of journalists. Around 7 a.m. we were already watching, waiting the hunters to come. Tens of dogs could be seen wandering the village. "Indeed, they are many" Pro Animals’ representative, Mircea Serbanoiu, tells us, but that’s why a service for stray dogs’ administration must be developed in Matasari. "Unfortunately, I can immediately tell you that the animals will be savagely hunted. The law that settles how the stray dogs must be caught will not be respected. I’m saying this because it is the third year that stray dogs’ huntings are organized at the beginning of February in Matasari. Instead of taking measures to stop increasing the stray dogs’ number, they prefer to organize this savage hunting once a year. For them it is easier, but what is happening here is not only inhumane but it is also illegal "tells us M. Serbanoiu .Indeed, as the sun rose, the first moves were made. In front of the city hall were gathered several tens of people with shovels in their hands. One could see on their faces that they were people who benefit of the Law 416 (regarding the minimum guaranteed income). After half an hour they grouped into little groups and spread between the blocks. We were bored watching them leaning upon the shovels so we went to the quarry, where we knew that many dogs were present. On the road we saw children that were hiding their dogs in the blocks. These were the first signs that the rumor was true. "They come to shoot the dogs, but I’m hiding this one because it’s mine. I raised him since it was little" a child told us. It was 9 a.m. when we heard the first shootings. We climbed on a coal halt and we saw the group of 8-10 hunters making the first victims. Several miners were hitting with clubs the poor dogs, in order to forward them towards the hunters. Those were shooting with cold blood, despite the fact that Pro Animals’ representatives arrived less then 50 meters from them. They were even snarling with satisfaction on the camera, as a sign that this action was more then a service duty for them. It was a pleasure for them to shoot the dogs, and the suffering of the animal lovers amused them a lot. Unfortunately, we lost track of the hunters. We started then to pursue the tractor with the trailer, where the killed dogs were thrown. The tractor’s driver wanted to show us how "cool" he was and started following us with the tractor.

We went again between the blocks to see what’s happening. "Poc! Poc!Poc!" was practicing a beneficiary of the social help, pointing the shovel’s tail towards the dogs gathered near him. "Look at him, it seems he knows he will die today! "was saying another. We realized that the action will go on, although for a while we thought that the hunters came to kill only the dogs from the quarry. We asked people if they know something about the dogs’ shooting, but they said they had no idea, that the city hall used them to dig ditches. To convince us one even started to dig a pit in front of a block. " Ha, ha, ha, we cheated them !" we heard after leaving, but we didn’t care anymore because our attention was attracted by the hunters who were passing slowly besides us, with the shotguns on the shoulders. An image from western movies. The hunters crossed the blocks zone and arrived on the ploughland behind the blocks, and the chasers from 416 received the sign to act. They started hitting the dogs with shovels and clubs, to remove them from the blocks. Pro Animals representatives, caught up in the middle, were driving away the dogs back to the blocks, irritating the hunters.
It was an action crowned with "success"
Matasari village has now tens of dogs less, which means from the authorities’ point of view, that it was a success. Pro Animals’ representatives wanted to find out what is the legal base for organizing a dogs’ hunting in the village, not far away from its center. The vice-mayor directed us towards the Police. "They have there a file where the legal base is written. We have it also but the mayor has it in his drawer, but he is out for other business." Said and done! We went to the Police where we saw that the County Association of Hunters (AJVPS) of Gorj gave its agreement to organize this action, according to the law, but without saying which law. The stray dogs’ eradication became a frequent practice in the cities where their number increased considerably in the last years. Last week, AJVPS Gorj leadership announced that they will organize huntings with the support of the local authorities in order to forestall the destruction of some species of birds and animals from Gorj forests which are preys for the stray dogs. This kind of hunting took place on Saturday, but not into a forest from the county, but in a small mining company where tens of dogs were shot under the eyes of the inhabitants. According to the association for animals protection "Pro Animals", the stray dogs ‘ hunting from Matasari was organized by the city hall, after were received some intimations from some inhabitans and from doctors who treated the persons bitten by dogs.
The association for animals’ Pro Animals, run by Mircea and Carmena Serbanoiu, received the information about this hunting. " It wasn’t nothing new, because last year, in the same day and the same month, the dogs were shot in the same way, this have been happening for the last three years" declared the president of the association. He said he filmed the entire action which was supervised by policemen and which was finished by the hunters from the Hunters Association Gorj and by the people who benefit by the social help. M.Serbanoiu say he tried to convince the stray dogs’ killers to stop the slaughter, but they refused, saying that the hunting was done in legal conditions. Serbanoiu declared that at the local Police was a file containig 6 demands of some inhabitants, but curiously, all were dated from 03.12.2003 and were written by the same person, only the signatures were different. In the demands were asking "to annihilate the dogs’ packs which affects the health and the households" so the city hall asked AJVPS Gorj help to organize the hunting.

The association for animals’ protection Pro Animals protests not only for killing the dogs but also for the permits given by the AJVPS to organize this kind of hunting in a populated area. " According to the Law 103, AJVPS has the right to organize huntings only on the hunting fund, imagine what could have happened if the bullets had hitted people or the childrens who were behind the blocks" said M. Serbanoiu. He told that poor people, who benefit of the social help, chased the dogs and brought them behind the blocks from Matasri in order to give a job to do to the hunters. " They tried to hide from us when they saw us, they hided the guns from us, they even bantered us saying that they are hunting monkeys. At the end of the hunting, tens on dogs were loaded into a trailer and probably thrown into a halt and burried into the ground" says Pro Animals’ reprezentative. Tens of strays were shot to the last week end in Matasari city, between blocks like the representatives of Pro Animals Association are sustaining. The hunting was organised of the Hunters and Fishers Association Tg-JIU.
It was legal the hunting of strays from Matasari?
Of corse that it was legal, it was made to the authorities asking , and the orders were stricts, the hunters must respect the distance of 200 meters for the localities.
Mr President, the images filmed there, shows that the animals were shot back on the blocks and wasn’t any wood there.
If was make in another way without to respect the legal norms the people who made this will pay because they do it themselves and I will not respond for this. I don’t know anythinf about this. But , I repet and I’m knowing that the asking was made by the Locala Council from Matasari and The City Hall too.
How many hunters participated and who is paying them?
I don’t know the number , but they are nort employees of the Hunters and Fishers Association, they are members with hunting licence. Pyment is made by the institution which ask it.
We talked with the secretary of Hunters and Fishers Association, Gorj ,Florian Porojnicu who gave the authorisation for strays from Matasari. We asked him about the money received for the action.
Nobody pay anything , we actioned on the hunting fond , more than 200 meters from the locality, like it is legal .

The slaughter from Matasari roused a wave of protests in the whole world

* The prefect, Toni Grebla, started an investigation, in order to find out if the law was respected in Matasari.
The stray dogs’ hunting, organized on 7th of February, in Matasari village, provoked reactions in the entire world. The animal lovers, but also simple people, were shocked by the primitiveness with which is solved the real problem of the big number of stray dogs from Romania. "Impact in Gorj" presented you, at lenght, the dogs’ hunting organized by the authorities from this locality, the way that the people who benefit of the social help were put to chase the animals from the blocks, hitting them with shovels, clubs and stones. Behind the blocks were waiting around 10-12 hunters, who were shooting the dogs, and afterwards other inhabitans were coming, were collecting the corps into sacks and were throwing them in a trailer. The leadership of the County Association of Hunters and Fishermen ( AJVPS Gorj) gave declarations later on denying the things related in the press, telling that the animals had been shot in the ‘hunting area’ . We know that this is a lie because we were there and pursued all that happened during many hours. We present you next, some of the protests sent from the entire world to the local authorities. You will see how the foreigners accuse us of savageness, and maybe they are right, as long as they looked willing to support us financially to solve this problem in a civilized way, but they were refused. Among the protests received is also the one from the actress from France, Brigitte Bardot, who hopes that the European Union will punish Romania by refusing its integration in 2007. " The mayor of Matasari – Gorj is a disgrace for his country, because he encourages the savageness and he is not worthy of being considered a human being.." This was the message that the actress Brigitte Bardot transmitted in a letter to the mayor, Gheorghe Gaspar. " With my heart stirred up and with my eyes full of tears I remind you that there are modern methods to stop the community dogs’ multiplication". Several protests were received also by the Gorj Prefecture. " After I read it, I contacted the Police of Gorj and ordered to start an investigation. We must see if the disposal of the mayor of Matasari was legal" declared the prefect of Gorj, Toni Grebla. In order to justfy the dogs’ hunting from Matasari, the director of DSV is making up a rabies area. More then 100 stray dogs were shot in February this year, in the dead of daylight, at several meters behind the blocks. According to the documents to which we had access at that time, the action took place as a response to the some citizens’ demands, who were complaining of dog bite. But the law does not allow to hunt stray dogs. After what hundreds of foreigners and international organizations for animals’ protection asked the investigation of those responsible for the animals’ massacre, the leadership of DSV Gorj is trying to cover itself with documents. DSV Gorj affirms now that there was a fox rabies area and the massacre of the dogs was necessary to prevent the spreading of the disease. Other documents of the institution show that the director of DSV, Ana Telescu, lied her superiors, as the analyses made in 2003 and even in the year when the hunting took place, show that the are was not contaminated with rabies .
The representative of Pro Animals from Tg-Jiu, addressed, in February this year, a memorial to the Ministry of Agriculture, Food and Forests in which they were informing that, on the basis of a demand came from DSV Gorj, in 7th of February, a hunting took place in Matasari, where dozens of dogs were shot. The Ministry asked DSV to give explanations and, at the begining of March this year, the director Ana Telescu justifies the massacre of the dogs through the presence of a fox rabies area. " We are mentioning that Matasari was considered a rabies area, in the year 2003 being diagnosed a fox rabies are in the forest, and the organization of this hunting action can be considered legal…" it is shown in an address submitted to the Ministry, signed by Ana Telescu. The thruth is the other way round. In the year 2003, to which Ana Telescu is referring, the analyses of DSV Matasri indicate the extinction of the disease. So, through the sanitary-veterinary act of extinction of the rabies from 21th of January 2003, is clearly uttered at the conclusions concerning the absence of the disease in this area :"There were no pointed out any new cases, the period from the last case being of 90 days." There are no other documents who show the reappearance of the disease in the area. The vets from DSV Gorj confirms that the hunting was illegal. " The organization of this hunting can’t be considered legal , as in Matasari, in the years 2003 and 2004, there wasn’t diagnosed any case of rabies. If by any chance had been confirmed the disease at the fox in the forest area, the measures of the disease extinction do not stipulate the killing of the domestic animals through hunting, especially in the locality." declared one of the vets from DSV Gorj. The same opinion is shared by some of the employees of the direction who consider that the director Ana Telescu is guilty of forgery when issued the documents to the Ministry.
Pro Animals addressed itself to the European Court.
Further more, the sanitary veterinary legislation, stipulates that the sick animals are immunized against the disease, not killed. The representative of the Association Pro Animals, Mircea Serbanoiu, says that he appealed even to the Romanian Government regarding the massacre from Matasari and that the reply from the Government was uttering the same thing as Ana Telescu communicated to the Ministry. Against the director of DVS Gorj, Ana Telescu, was deposed a complaint to the Parquet Tg-Jiu for abuse in service against the person interests, abuse in service for rights constaint, forgery and use of forgery and communication of false information. The representative of the association says that, if the investigations will not have the expected results, he will make an appeal to the European Court. In fact, a memorial about this has already arrived to Strasburg. The association for animals’ protection from Tg-Jiu is affiliated with the international ones and, after presenting the massacre of Matasari, many organizations reacted towards what happened in Gorj." We were presenting you in the previous number the way in which the leader of an institution understands to cover the mistakes from the professional activity by wrong informing the people who hired her and gave her their trust for the position which she occupies. After lying the Romanian Government, the Ministry of Agriculture, Food and Forests, the prefect of the county and the international organizations for animals’ protection, the director of DSV Gorj, Ana Telescu, tried also to trick the journalists by invoking in her defence abrogated laws. The prefect, Mugurel Surupaceanu, will dispose a control at DSV Gorj and says that he will suggest to the Ministry measures of sanctioning the director Ana Telescu.
After she forged an official act which produced juridical effects , being caught red-handed by the judges, but saved from the prison by the prosecutor , Gheorghe Roibu, the director Ana Telescu, is lying shameless her superiors who invested her in this position, the Romanian Government and all the other authorities of the state which asked her some explanations in order to clear up the situation. "Impact in Gorj" presented in the previous number the way that the director of DSV Gorj, Ana Telescu, issued official documents which didn’t have any real support. She drew up an act through which she was assuring the Ministry of Agriculture, Food and Forests that there was a fox rabies area discovered in Matasari, so on this reason DSV Gorj disposed to be organized a hunting in the locality in order to stop the spreading of the disease. Other documents showed that in this area the disease does no longer exists since 2003. The hunting of tens of dogs from Matasari took place in February 2004, and the fox rabies area was discovered in 2002 also in the forest area. Since then there were no new contamination in that locality. Ana Telescu admits that there were no new rabies area discovered in the following years , but she affirms that the law helped her to organize that hunting.Telescu has no knowledge of the law after which she is functioning
Yesterday we received a fax from Ana Telescu, containing the law which inspired her to make legal the dogs’ massacre from Matasari. So, a part of the law 60/1974 was sent by fax from DSV to our newspaper address with the mention " for study….". In one of the law’s articles is stipulated:" Art.1: It is considered a rabies area a territory which has a surface of at least 30 km around the location ( locality, forest) where in the last two years was signaled the appearance of rabies cases or where there is the probability of contamination with the disease at domestic and wild animals but also at man." And because it was given to us for study, we checked the normative act. We concluded the fact that the Ministry of Agriculture, Food and Forests didn’t make the best choice when named Ana telescu in this position. The law invoked by the leader of a public institution, paid with public money, does no longer exists. Through the Ordinance number 42 from 29th of January 2004, regarding the organizing of the veterinary activity, published in "Monitorul Oficial" number 94 from 31st of January 2004, the Law 60/1974 ( the one invoked by Telescu)was abrogated. Here’s what the article 62 from the Ordinance is saying:" at the date of entering in vigor the present ordinance it is abrogated the Sanitary Veterinary Law number 60/1974 republished in the "Monitorul Oficial" of Romania, Part I, number 626 from 2nd September 2003, with the changes and further completions , and also with any other contrary dispositions". The ordinance is signed by the first minister, Adrian Nastase, and the Minister of Agriculture, Forests, Waters and Environment, Petre Daea, Secretary of State. In conclusion, the director invoked in her defence a law which does no longer exists, but which she recommends us to study. In turn, we recommend, to the director Ana Telescu, to study this ordinance especially because this one is regarding the organization of the veterinary activity. It’s outrageous for a director not to have knowledge of the law after which functions the institution she runs. This fact was commented also by the prefect, Mugurel Surupaceanu, who is determined to start a control at the institution managed by Ana Telescu." I think that it is a mistake that the leader of a public institution has no knowledge of the legislation, referring to abrogated normative acts in official documents." declared the prefect. It is to be noted that in the documents addressed to the ministry, Ana Telescu, invokes the abrogated law. In March 2004, the director of DSV Gorj is sending an address to MAAPM where she is writing: "………the organization of this hunting action can be considered legal according to the Sanitary Veterinary Law 60/1974, art.7-8-9, which establish the necessary measures for preventing the rabies".
Shame on the director Telescu, the law wasn’t anymore in function, and the new normative act does not stipulate measures for massacring the animals by organizing hunting, what means that the hunting was illegal.
The prefect, Mugurel Surupaceranu, says that , lately, he received many signals from the employees of DSV and that, in the next period, he will check up all the aspects and will propose to the Ministry measures to sanction , Ana Telescu. Journalist- Gabriela Mladin

Gheorge Roibu prim- procurator who is accused for many persons that he is protecting persons with fonctions who are researched penal, has a new friend, Ana Telescu director of Sanitary-Veterinary Direction Gorj.
Against the director, Ana Telescu was started an action for penal research for commiting the fals offence. Being a public functionaire , Ana Telescu must be suspended from the function. This measure will be adopted of the Gorj prefect.

The representative of the association affirms that the director of the Veterinary Sanitary Direction Gorj ( DSV) committed an abuse, as there’s no legal background of sanction. As a response to the intimations made by the Association "Pro Animals" to the international organizations , concerning the situation found at the stray dogs’ administration from Tg-Carbunesti, but also the penal intimation against the leadership of DSV Gorj regarding the declaration of a rabies’ area in Matasari in order to cover the dogs’ massacre in this locality, Ana Telescu disposed to sanction the association with fine. The control was disposed immediately after Ana Telescu left the office of the prefect, Mugurel Surupaceanu, says the representative of the association "Pro Animals", Mircea Serbanoiu who considers that director wanted only to revenge for the complaints made by the organization. About 10 days ago, Ana Telescu was called by the prefect, as there appeared a lot of complaints on her name.
The prefect wanted to see if the complaints were true, but right after she left the office, she disposed to be sanctioned those who are causing her problems. The Association "Pro Animals" consider that the director of DSV Gorj registered another abuse in her professional activity." Our association is not obliged to respect the Law 227/2002 because this one is referring to the Services for stray dogs’ administration. The fact that in the finding note is told that that place is the property of the Tg-Jiu City Hall and it’s not sanitary -veterinary authorized demonstrates that the shelter does not belong to the association Pro Animals and this would have to be authorized in 2001, when it was built, and our association can’t authorize it a long as it doesn’t own it, " says Mircea Serbanoiu Further more, Pro Animals does not administrates dogs, but makes voluntary work for animals and it’s not obliged to individualize the neutered dogs or to keep evidence of the neutering or to the vaccination as long as it does not use public money. In this situation, the association will dispute in the court the sanction of DSV Gorj.
"Certainly that this control covers again, if the case, the illegalities of the services for administration , of the earmarked and ‘eaten’ funds, of the fact that it is not respected the legislation in vigor, and also the instigation of some worthless vets and assistants, to atrocities as those related in mass-media. After getting off scatheless of a penal file with the help of Mischie, the mayor of Matasari locality has another penal file.
Now, Gheorghe Gaspar is again under penal investigation for abuse in the service. He ordered to be organized a hunting in Matasari village for shooting the stray dogs. At the beginning, the prosecutors from the Court of Law Gorj found him not guilty, but the prim-prosecutor of the institution reversed the solution. In this way, was disposed the beginning of the penal investigation against Gaspar, because the Association of animals’ protection "Pro Animals" brought proofs with which it was proven that the hunting had no motivation.The mayor had organized the stray dogs’ massacre on the motif that in the locality existed a fox rabies area and that the foxes would have transmitted the disease to the dogs.

Brigitte Bardot sent a letter to the mayor of Matasari, Gorj county, after she had heard that in the locality, tens of stray dogs had been shot between the blocks. Brigitte Bardot says that "the animals were tortured, crippled and shot by the hunters who had a sadist pleasure to offer a dead in pains". With her "heart upset" and with her" eyes full of tears" the actress writes to the mayor, Gaspar Gheorghe, that he is a " disgrace" for his country. Brigitte Bardot, an ardent protector of the animals, reminds the mayor of Matasari that " while there exists modern ways to stop increasing the communitaire dogs’ number , you prefer to encourage the savageness." The famous actress transmits to the mayor that she hopes that " European Union punish the lack of the humanity from Romania by refusing the integration of this country in 2007." Also, at the text of the letter drawn up on the computer, Brigitte Bardot adds a phrase, big and bold, written by hand, which is addressed personally to the mayor ,Gaspar Gheorghe: " You are not worthy of being considered a human beeing". At the end of last week, the Association for animals’ protection " Pro Animals" accused the authorities from Matasari that tens of stray dogs had been shot behind the blocks from the locality. The representatives of the association soustain that they have proofs which prove that the animals were killed into the city, but the president of the County Association of Hunters and Fishermen Gorj is sure that the hunting had been organised in the forest. A citizen of Ticleni city, teacher , informed The Law Court from Targu – Carbunesti that on 10th of September he was witness when three men with hunting guns shot some dogs. The teacher I. Mercioiu said that he saw how the three hunters shot the dogs, in the city, near an economic unity. " Several people who were into their balconies because they heard the shootings were eye witnesses. All happened around 7 p.m. I asked one of them why are they shooting into the city and he said to mind my own business. Then a trailer came, collected the dogs and left" said the teacher.

The mayor of Ticleni, Ion Mazilu said that he don’t knows nothing about this incident and he can’t know everything is happening here. " I’m not a hunter, I’m a vet. In teh city aren’t so many stray dogs and we don’t need a special service for this. Every man has his own dog. At people’s demand I euthanised sick dogs" said the mayor. The Law Court from Targu-Carbunesti sent to the Police from Ticleni the file, that is being under investigation now. The representatives of the police said that the shooting of the dogs was made after some people brought some demands to the consulting room of the mayor, who is also a vet, asking him to euthanise 4 dogs.
The Hunters Association didn’t deliver the necessary permit
The association of Hunters and Fishermen Gorj, received many solicitations from various city halls from Gorj, asking to shot the dogs that were in the woods because they are putting in danger the game. The Association had no solicitation from Ticleni City Hall. "The shooting can me made at random, but only with a permit that we deliver. I personally sign this kind of permits but I didn’t receive any from Ticleni. Usually this kind of actions don’t took place into the city but only out from the city, under our surveillance , otherwise it’s illegal" declared Nicolae Tonca, the director of The Association of Hunters and Fishermen Gorj.

Mayor of Ticleni, Caonstantin Mazilu, vet, " let out" last week from Tg-Carbunesti many flayers to catch the strays. Members of animals protection foundation Pro Animals sustain that the action from Ticleni was totally without any legal base any humane spirit. Dogs were caught with wire, hit with sticks and throwed in a haul like a rocks. Conforming of some citizens, the animals were trated with the most big cruelty. " I had a female dog with 2 puppies , I m telling that I had her because they came almost 7 beasters and hit her with stiks. They hit her and broke a leg but she defended her puppies." told Maria P. "The flayers from Tg-Jiu caught in the last 12 months almost 1.940 dogs, from which 1.708 were euthanised. According to the city hall, only 15 dogs were adopted and other 215 were set free because they were neutered already.The association for animal protection "Pro Animals" affirms that behind these figures are hiding undescribable cruelties. According to the volunteers from this association , the dogs are not kept, according to the law, for 14 days in the shelter from the outskirts of the city, in order to be adopted by people who don’t feel sorry to share their slice of bread with the dog which is in front of their block. Many times, the dogs are bitten by the flayers and they are dying in the van that took them directly to the rubbish pit. If you ask the flayers , they mock at you and tell you to look your dog at the rubbish pit. We don’t think that killing the dogs is a solution, especially that the ways and tools used are of an unconceivable cruelty. The press wrote about dogs hit in the head with planks that had nails on it, dogs smothered in the catchers’ van with gases from the exhaust pipe , dogs strangled with wire and taken in the woods to be shot. Lately, we heard that the poor communitary dogs are " euthanised " by injecting sulphuric acid into their lungs. A slow and painful death, that we don’t wish to happen not even to that who invented it. It would be good if the mayor , Florin Carciumaru, could watch into the eyes of a dogs which is " euthanised" through the ways described above.If he can sleep well after this "show" then to go on with this slaughter….. The citizens who passed last Friday in front of the Social Support Canteen beside the Central Market, they have part by a nightmare scene. Two municipality catchers dragged on the pavement a dog full of blood and almost dead. Carmena Serbanoiu and her daughter were trying to determine them to leave the poor animal , but they were aggressed and they received bad words from those who are paid from our own money.
Unfortunately, the aggressive and foolishness of whom are charge with catching of the stray dogs didn’t stop here. We saw with our own eyes a little girl of seven-eight years old catch with the noose on her neck, because she tried to save her dog, I saw another children jostled by this….what they are. We are expecting that the City Hall take measures with those that torture the dogs and don’t respect the law concerning animals protection. If were respect the law , the stray dogs should be collect it to the streets, not with the noose , but with special equipments which are not in Communal Services Direction endow. Further, the four-legs should be keep 14 days in the kennel arranged to the margins of the city, what is not happening, so the potential owners can not demand their dogs and only their dead bodies. After these 14 days, the dogs can be sacrifice but not in the bestial way which is practice now, means strangle or intoxication with gases from the exhaust pipe. We announce our readers that we will keep under surveillance if are respect the animals rights and recently we sued in Instance the Communal Services Direction from Tg-Jiu . For the moment we sued in Instance for infringe of the Law concerning the free access of public information. So, the administer of CSD Tg-Jiu refuse to answer to the seven question of Managing Services of Stray Dogs. We expected more than a month and half to told us from where was buy the lethal substance with which were been sacrificed the 1700 stray dogs in one year, where are taken the killed dogs, if exist the sanitary-veterinary authorization for municipality’s catchers activity etc.

In Tg-Jiu the comunitary dogs’ rights are not respected Tens of innocent souls are being killed everyday in our clean, flourished and wonderful city Tg-Jiu. Side pavement swept everyday by the employees of the Communal Service Direction , keep on being stained 24 hours from 24 with the blood of these animals. It doesn’t matters that through these crimes is not respected the law given by the prime minister Adrian Nastase himself, as it doesn’t matter that the poor dogs caught have owners or not. …… After many scandals made by the animal lovers, the quadruped are not anymore captured with the wire, but are shot with the gun with anesthetic…..The director Zaharia answered a question put by the reprezentative of the foundation "Pro Animals" who were asking to find out ( according to the law) where are taken the animals’collected and if they are killed where are burried." Now two weeks we attentioned our readers about the illegal way thgrough the director of Communal Services Direction, Alexandru Zaharia, understand to catch the stray dogs. We related too a female dog case of 4 years old who was captured thgrough the new method – shooting with tranquillizer syringes. After 10 days of lethargy, the animal died. After the autopsy emerged that the death was caused by that tranquillizer which affected her leaver. With all these the respective person was totally indifferent infringing the law. Life of poor animals seems to haven’t any importance for the people without respect for law and for life too. Many public moneys are spent for these methods and nobody tell nothing. The Managing Service for Strays receive huge sums which can not be justified. How can you explain that you was spending the money, if you caught and killed quickly the dogs, whithout take them to the shelter for 14 days, how provide the law? All the people who can stop the illegality are quieted , like nothing is happening. More, rumors that the City Hall want to demolish the dogs kennel and to do another one somewhere else. What is the point if that the actual shelter is new and were invested a lot of money now two years from public money, of corse. Pro Animals Foundation ‘s representatives from Tg-Jiu are dissatisfied with the ways that the City Hall from Matasari, Gorj tried to solve the communitary dogs’ problem. The authorities from this commune brought on Saturday 10 hunters, members of the Hunters and Sportive’ Fishermen Association from Gorj, to shot the communitary dogs that are wandering over the locality. After they killed tens of dogs in the center of the commune, the hunters collected them in the trailer and disappeared. Pro Animals ‘ leadership launched on the Internet many messages to the animals’ protection organizations , and also photos with what happened on Saturday in Matasari. They are waiting the support of the international organizations. " They shot between the blocks. Is very grave what has just happened. There is the declaration of one guardian , who said that the bullet passed right besides him. The public prosecutor’s department noticed this and we will make a complain to the prefect Toni Grebla. I’m finding that a new act of cruelty was committed in Matasari. After the same happening passed last year in the same locality, here again on the streets from Matasari belled the guns of some hunters , encouraged by the policeman , under the protect of a good Mayor. The stray dogs are under the protecting of the law an exist also a law concerning use of guns for hunting.

After the apparition in the local newspaper of the articles concerning the hunting of the stray dogs that was happened Saturday in Matasari , the Court of Law procurators were started a research for verify the things happened. The procurators declared that they will verify if the Guns and Munitions Law was respected . In Turceni City the people who are beneficiated by financial support from part of the state, were bring on the streets with sticks and they killed the dogs. The locals tell that the animals are dead and they don’t have anymore their eyes. For stopping the population involvement for defending the stray dogs, were mobilized many policeman and officers. Matasari commune, Gorj county, was , on Saturday morning , a battle field. According to Pro Animals’ representatives , from Tg-Jiu , a group of 10-15 hunters , at the demand of the City Hall , organized a real hunting between the blocks after the stray dogs. Is not for the first time when in Matasari the dogs are hunted. Pro Animals’ representatives affirm that they talked to a public guardian who was in a state of shock , after a bullet passed near him. People were used for catching the dogs , and the dead dogs were immediately transported with a trailer. They say that the animal lovers took the dogs and hid them into their garages and flats , to save them, the nightmare scenes happening including under the eyes of the kids . Pro Animals’ foundation launched, last week, an SOS on the Internet to ask for support, stating that in Romania the law for animal protection is not respected….."

The stray dogs became a real problem in Gorj county. It was brought about a big scandal in the local mass-media, but , what is more grave, even abroad people found out about this, Gorj county being already famous because of the practices used for eliminate these dogs. Matasari authorities, but also Tg-jiu authorities, are accused by the animal protection association " Pro Animals" representatives of not respecting some very grave legislative stipulations. In fact, this foundation brought , as proof, video tapes, photos and eye witnesses to maintain the charges, but it seems that these were disregarded. Until now, no one of the accused persons were punished. Mircea Serbanoiu, "Pro Animals" representative, said that in a case were the police it’s accused, the case was given to be investigated by the ……..police." With other words, they given the possibility to the offender to investigate himself." We are not in the position to give solutions , although the proofs brought by the representatives of the foundation can’t be ignored. The fact the these things are published in the international press don’t bring nothing good.
At hunting among blocks,
Two significant cases must be presented, although the press related about this when it happened. Two years ago, an uncommon incident happened at Barsesti.( Gorj county, near Tg-Jiu) A citizen found his dog shot in his own garden. On 27th of February 2001, when he came home, N.C. had the unpleasant surprise to found his own dog lying in the garden. He had been shot with several bullets and was torturing himself to die. The man found out from a neighbour that an employee of The Association of Sportsmen Hunters and Fishermen, Florin Ungureanu shot his dog. N.C. brought his dog to a vet but unfortunately he didn’t survive. He went also to the headquarter of A.S.H.F and ask for explanations: ”..Florin Ungureanu went to his chief and I asked him why he had shot my dog, and he told me that he didn’t know it was my dog " This kind of complaint was also brought to the Law Court by the representatives of "Pro Animals". They also went to Barsesti were they had filmed several dogs that were shot and were lying at the edge of the road. Mircea Serbanoiu said that the animals had been shot into the district, at the edge of the public roads, thing forbidden and punished by the law with 3 years of prison. Despite that there were many intimations, were witnesses, were brought proofs, tapes, nothing happened until now….It was rejected even the complaint made by Pro Animals against Ungureanu Florin. The second event is more recent and it happened in Matasari. According to Mircea Serbanoiu, in the center of the commune was organized a real hunting. "They shot the dogs that were near blocks. There were kids and old people that could been shot. I was filming although they were shooting towards me…….." So, many dogs were shot and collected with a trailer. Their noses and paws were cut to justify the bullets." Pro Animals" sent a memorial to the Domestic Ministry and, as an answer, it was established that the hunting would have been legally organized in the commune. But, according to Mircea Serbanoiu and to the witnesses, and also to the tape, the action took place in the commune , among blocks." Is not the first action where we took part , and the " investigations " of the policemen moved the action 10 km far away from the place where it happened."
Police point of view,
The representatives of "Pro Animals" are dissatisfied with the ways that the investigations ended in this case. They also say that they sent an intimation on 26th of June 2003 where they asked to be informed about "The Law, article and the text of the law according to which The Association of Sportsmen Hunters and Fishermen Gorj and the City Hall from Matasari have the right to obtain derogation to the law and can give approvals to disobey the law", referring to the fact that the action of shooting the stray dogs was illegal. They didn’t received any answer for this intimation. ……. The representatives of the police from Tg-Jiu said that they made investigations and they gave a solution according to the proofs and witnesses’ statements. But they say that there were no persons who can say that were about to be shot. The copy of the tape sent by " Pro Animals" was seen and the representatives of the Police say that they saw only dead dogs near the blocks and blood, but according the statements, these dogs were shot into the woods and they dragged themselves into the commune where they died….. The new method of catching for strays caused the revolt of animals protection. Luminita Halamageanu, the president of Colt Alb Foundation from Bucarest, declared that this solution for catching of the dogs from Tg-Jiu, is not in comformity with provisions of law no. 227/ 2002, law which is reffering to catching and managing of strays. Article 8, is reffering to catch and transport of the animals told clearly that these arrows are not used ever against puppies, pregnant females, and only against agressive dogs. The arrow must not be more longer than 5 cm. The tranquillizer solution is prepared to that place, conforming with animal size. The animal must hit in leg because a hitten in head or another place is fatal one." told us Luminita Halmageanu. The arrow from the image has 20 cm and it was brought to foundation by a citizen from Tg-Jiu who soustain that the arrow passed of 1 m distance from her legs and it stopped to a dog. " The persons who hit the dog couldn’t catch the dog so I went after him to take him the arrow. It was an adult dog, very skinny , the needle was fold and brooken. I don’t know if it is a good or bad ideea but I think that the needle is too big. Saturday, 4th October we celebrated the International Day of the Animals. Even if it wasn’t celebrated by the authorities, Pro Animals members celebrated the event playing attention about the fact that animals too have soul and should the right to live. Here is the Pro Animals press comunicate: " The animals want for their day the most cheapest but in the same time the most difficult gift for obtained.They didn’t want expensive things like: shelter, food, medical assistance, etc, they want one thing: the right to live. The animals are a significant part of the world in which we are living fact that makes like reporting of them represent an attitude which contribues to establish the civilisation grade. If a dignity behaviour and loving attitude against these beings show the reason and humaneness, the malice and cruelty against animals show sub humanity. The cruelties against animals and stray dogs especially didn’t make honor nobody and earlier or later will be punished in Romania too like in the developped countries, economical, social and ethical. If in U.S.A. a person receives some years of prison or a substantial fine because she starves or maltreats an animal, unfortunately in our country are killed thousands of dogs whitout their authors pay for these sadism crimes." Stray dogs, hunted with tranquillizer guns

The new method for catch the dog seems to give wanted results for the Communal Service Direction Tg-Jiu- death of the dogs. The catchers are using a tranquillizer arrows gun. Even if the arrows are prohibited for the dogs who are not agressive , for the pregnant females and for the puppies, at Tg-Jiu these are used without any retaine. Many persons soustain that in Lelesti wood can be found many dead dogs who don’t have signs of bullets or another signs which demonstrate that they died by a violent death. To these affirmations appear a logical question: may be the dogs who were shot with these arrows? If not, appear another question: where are taken the caught dogs?I don’t think that to the kennel from the city margins! Grigore Grigurcu is citizen of honor too of Tg-Jiu
The citizens of Tg-Jiu, live a real nightmare, which seems to never end. The principal characters are persons who are payed from public money. Hundreds of citizens are forced to assist everyday to the pains of strays. More than that, the citizens who have the courage to protest when they are seeing the cruelty way in which are captured the strays, are swared, and hit. One of the persons who were agressed by the municiplaity’s catchers , is our literrary critique Grigore Grigurcu. The conflict between he and the municiplaity’s catchers appeared when Grigore Grigurcu tried to defend a dog in the middle of the city. Grigore Grigurcu was agressed and with his clothes dirty and brooke. And in a ironic way Grigore Grigurcu is citizen of honor in Tg-Jiu.
Valeria Negomireanu, doctor and Ileana Bazu, are living in Dacia area and they are complaining that are agressed of the municiplaity’s catchers : " We don’t know what to do, we are seek and we can sleep in the night. The dogs from here were maltreated. They were hit with sticks, they hanged the puppies on them collar and called the children to see them. The children borrow the behaviour of the flayers and they run one to each other like the municiplaity’s catchers do.

For the same opinion are another citizens from Tg-Jiu , Maria Radu, Elena Privita, Lelia Floarea, Eleonora Radu, from Grivita area tell that the flayers are real beasts. Anca Marian told us that she tried to save her dog and she was sware and menanced by the employees of Communal Services Direction, " I went to ask them to get back the dog because is a good dog and don’t make evil to nobody. I ‘m insisted and they told that when they are seeing me on the street they will pass with the car over me and my husband. I’m suffering when I’m thinking that they are payed from our money to sware and meneced me . They are beasts. They are not people.

The citizens from another area from Tg-Jiu, had part for a grotesc show. Elena Nica , one of the people who assisted in different ways of strays catching told us a nightmare scene: " They dragged a dog over 100 meters to up him to a car , he didn’t have anymore fur and his skin and the pavement too were full of blood . When they arrived to thei car, they saw that the dog died, and they throw him to a green fence. Then, they returned and caught a puppy from his leg, in the same way, and they full again the pavement of blood. I will go to the Mayor, to ask him if he saw how catch this monsters."
Another citizen Galina Dogaru, told: " I’m staying for a long time here, but I didn’t see ever this kind of things. Dogs hit by the walls until they were dying …My mother has a heart disease. When she saw, I thought that she die. My children who saw, couldnt speak for 30 minutes. If my mother and my children are happening something, I will kill or I will action them in instance. I voted Mr. Mayor from all my heart but I’m seeing that Tg-Jiu hasn’t need of this kind of Mayor."

The persons who observe that their dog isn’t anywhere and they want to take him back, they are calling to the City Hall to find where they can go for take their dog. Many of these persons, told us that the person from the phone was lying them or was saying " I don’t know ". The service officer, Gabriela Neacsu told us: " I don’t know where are taken the dogs but I can take you a complain…"

The last week were signaled new abuses of the municipality’s catchers from Tg-Jiu. Ion Vlaston, an old man from Tg-Jiu, 82 years old, was a victim of their brutality, The man told that it was closer to be killed by the catchers with rocks. Everything started , Wensday in the evening, when calmity of Grivita area was dispersed with a scream. This fact was fallow by outing of 40 habitants. Thgrough these persons was the old man Vlaston too who prayed the municipality’s catchers " to release a little puppy " . I didn’t do anything wrong. I asked to the boys to release the poor creature, but they don’t noticed me. I went more closer, and I screamed to release him, because they kill him and is a little puppy who didn’t do nothing evil. Their answer was very incisive: " Go away, olderman!" I didn’t go away and I keep to ask him. When I saw that the persons who are present soustain me, exception of two persons, I had courage and I asked to the driver to go with the car and take his mates In that person came to me the person who offend me and meneced me .He took a rock and he was trying to hit me . " The huligan didn’t stop here, he took a rock and another one. I’m suffering when I see that after many years of work I ‘m runed with rocks by these persons with only twoo clases graduated."
The professor Ghita Amoliu, is another citizen who assisted of this "treatment" and who soustain the story of the old man:" I saw too the behaviour anti-social of this…..called people. I saw another man of the same age with Mr. Vlaston who was agressed. When I saw this, and together with another 15 habitants we actioned, because I don’t think that he succed to go away. I didn’t was agressed but I was meneced in the way that: " We will meet again". I told that they are murders. The old person was meneced that he will be killed, even if they will go in prison for 20 years. I don’t know if it is normal that in a modern society, a person have the fear to walk on the street. Was trying the hunting of the dogs

Like to the others cities City Hall of Motru was made a lot of things, but the problem of stray dogs is still exist. They were trying to hunt them , a dangerous thing because can happen disasters, shooting of the children who want to defend the dogs. City Hall hasn’t money for the shelters , but the dogs are solving themselvs the problem, in the night they are sitting on the stairs blocks .Journalist: Vasile Balan

Extermination: Another citizen are expressing his desire on TV, that all the dogs should be exterminate, no matter in which way . Maybe is an employer of a butcher house or someone who dreamed to work in this kind of place? I ‘m wondering if this “exterminator” of dogs, did he do a good action for the children or the old people who need it?
People without soul but also illegalities too
I read in another local newspaper: “ In Matasari city the stray dogs problem is solve by the shooting”’, we let them out the cruel aspect of these fact but also was commit an illegality too because the Urgency Ordinance of the Govern no.155/2001 concerning the treatments of stray dogs, allow only the shooting of the animals who put in danger the hunter found, so the hunters can shot these animals only in woods and not in the courtyards and streets in the city. What tells the Mayor of Matasari city- who has the duty to respect the law ….will be he punished?
Another illegality
It was a scene in the middle of the city . The municipal catchers tied with the chain a dog until he died under the citizens eyes , who announced the local authorities and one of them fixed the sad images on the camera. When Marius Ionescu the technical director of the City Hall, was question about this, he answered that will be open a research and eventually a fairing of the municipal catchers. The technical director of the City Hall , told that the precedent action , when a dog was kill by catchers, was a singular case. It is not truth. We have signals that the catchers killed many dogs and the image of the city had suffer. Celebrating Brancusi Year ( our famous local, national and international sculptor ) and watching the cruel images, some important persons of the City, had expressing their unhappiness ,the Ministry of Culture and another person who admire the works of Brancusi were impress in a negative way and refused to salute anymore the local authorities.
Project. Finally ,grace of the Pro Animals Association efforts which seems to open a perspective for the stray dogs problem from our city, some important persons from the animals protection domain: Pontini Laura the president of the Animals Protection International Organization (Italy) , Robert Smith the President of Stray Dogs Foundation (England) and some persons from another foreign society, they offered themselves to finance and organize in Tg-Jiu city a catching , sheltering, neutering and carrying operation of the dogs, respecting the European standards, with help of qualify persons.
Cynism and pain to the dogs bungalow

Saturday afternoon I received a strange and alarmed phone call. It was a lady neighbor with our redaction . She told us that she was to the dogs bungalow where Gufa ( the dog of the redaction) was taken by the municipality’s catchers . The lady told that Gufa is crying and we must save her until tonight because in this evening will be killed another dogs. She told us that the dogs are hungry, they live in very bad conditions and the guardian doesn’t allow the entrance of persons to get food to the dogs and if is need it he will use the gun. The morning begin with a daily fact happened under my window . Is past on 5.00 , I’m still sleeping and I ‘m assisting to Mr. Ionescu show offered by the municipal catchers. They are two primitive people with rudimentary elements , noose of wire to extremities. They run like the Red Skins between the cars aggressing two helpless dogs with collars to their necks .
- Oh, no! This is our REX, scream a woman appeared on her pajama, taking the dog on her arms for calming him.
Hello from Gufa

Someone with soul gave us Gufa come back , but without her collar . She passed through the Hell in that days inside of the supposed dogs shelter. After that, three days she sited beside my home and she doesn’t belief that she is alive , seeing with fear and jumping for each time when she hear steps, convinced that they will come to pick up her. She is fearing to bark ….Someone gave her some food and she wanted to drink water to the tap he expected that I leave, but I didn’t do this . She was surprised when I helped her to drink water . She drank easy, and confident and then she move her tail in sign of gratitude. .. Is very difficult to get back the confidence to the people…Gorjeanul, 2002
Over the shelter of the nice words

Saturday in the morning , I received one of our local newspaper, where I saw the article: “ The temporarily dogs shelter is prepared to function according with the norms into force.” Signed by the technical director of the City Hall, Marius Ionescu.
Finally a good thing , I told,…..the stray dogs have their deserve rights. The author present us details about the comfort of the cages , the sizes , surgeries and analysis room .”The employees were trained by the vet to recognize the illness signs and inform or…” the food for the animals , always is fresh and it is allocate once a day because in the shelter are only dogs past one year old.” or…” the kennels are washing, cleaning and disinfecting every day. There is a car for animals transport and the driver is trained for according the first aid to illness animals” or….” The catching of the dogs is made it by qualified employees with adequate instruments.” Or…” Euthanasia will be made it only by the vets, using anaesthesia etc. It deserve that we write about this . Don’t think the persons from the City Hall that we have something with them…I didn’t finish my words and the phone ring continuously ….there were many persons whom the municipal catchers took their dogs , who knows where let them. Another persons invited me to the dogs shelter seeing the mess where are hungry dogs, biting one each other and the citizens who passed from there are socked about this macabre view.
In the beginning of the week redaction was assaulted by the persons who were upset and stupefied not only by the Mr. Ionescu article but also by the contrarily reality of the situation. They forwarded ten of memories and protests , asking to stop this cruelty treatment against stray dogs. What was it in Mr. Ionescu mind when he wrote that article? Tell us a citizen from Tg-Jiu that it was taken a female dog at 7.30- 8.00 o’ clock . The women waited all day, but the dog didn’t appear. In the evening the women called on the City Hall operator who told her for coming in the morning. In the morning she discussed with Mr. Toma, the vet, her situation, but he told that the dog is not on the shelter, because they didn’t bring dogs from three days…The women discussed with Mr. Dragomir too and he send her on the shelter. The women told them that it is a neutered female and she didn’t bite someone ever and she has the dog from 7-8 years and the neighbors fed her. The women was to the shelter looking in every kennel, she called her but without any result. She discussed with one boy from there, who told her that it is possible to be in the wood, the women asked in witch wood because she will go to find her. The boy told that for many times are taking dogs and let to another country, Valcea, nearby, because another persons bring dogs from another localities to our woods.” Another aspect … They are bitten one each other , they were hungry and angry…with water calm them The women told that if they will taken all the neighborhood and she will not go again there…She explain that exist around that shelter , a lot of garbage and dead bodies of dogs , but doesn’t notice anybody and they are taking our dog who is neuter and carrying .
“ To the shelter was a disaster …“
Tell us another lady from another neighborhood of Tg-Jiu that it was taken a dog who was raise by her when he was a puppy and a car hit him. She was at the supposed shelter taking her dog. There, the vet talk very owful …he scream on the lady even if the vet was mate with her daughter …. She describe the atmosphere from the shelter….it was a disaster… the big dog ate the small ones …Ms. Carmen jump the fence … it was Sunday and she goes to get some food.
I hope that the authorities don’t action in force in that way that Mr. Ionescu told….I shouldn’t try my forces with him, because is easier for him to demolish…but this mean to go out the dogs from the shelter, or kill them, dogs that we are feed them for a long period of time. There are speculations that we have this battle for this cause , for receiving some financial support. Is totally false. We want to announce that we are ready to show at any citizen the documents to see witch are the money received and how were distributed and if the person who made the affirmation doesn’t prouve it , he will be call in Justice for calumny.Gorjeanul,2003, Ion Soldea

To the last week meeting , the technical director of the City Hall, Mr. Ionescu, told that he buy some….bread. We know that is not like this . We will not surprise to find that they were buy toothbrushes, shampoo or others accessories. Should be difficult to imagine this kind of things. The people don’t have a call number, where they can express their opinion and asked their dogs , according with the ordinance into force. Carrying of the dogs is reflecting the civilization grade

It is a testimonies series who can prove our affirmations . Like a general opinion , it is saying that the preoccupation for the dogs is some kind of deviation for the principal our duty witch is the carrying for the institutionalized children or for the old people. Or in the reality it isn’t any concurrence between the two preoccupation , they are complementary because they are representing a care for the society. Because the dogs too are representing a social problem and the carrying for the dogs reflecting the civilization grade. It is still talking that the dog lovers are a few. This think can be discussed because in the reality the dog lovers are concerned and often quiet and they are manifesting themselves only if they their own dog is taken. Mr. Ionescu made a declaration to the Local Television concerning that the municipality catchers who killed a dog in the middle of the town, they will be interrogates and they will be dismissed .It seems that nothing was made in this way and also what is the answer to the question: “ Who will pay the fine of 20- 50 millions lei for infringe of this. She come in discussion Ms. Carmena Serbanoiu – the last Saturday I had a meeting with a delegation from England represented by a famous bussines man who sustain this activity in a civilize way according with the Ordinance nr. 155, so actually , he develop his activity in Campina City and Oradea City .To this meeting was establish a connection, fallowing that in a short time to be signed a concession contract of this activity by the respective foundation. Mr. Mayor assured us that the things will be more calm, until be signed the contract, fact that wasn’t happened because were a lot of incidents of this kind. They were promised us that will not bring anymore dogs to the shelter because is very difficult for us to feed them. So, is very crowd the shelter, more than 150 dogs , for us is very difficult to offer them the veterinary assistance and also the necessary food. For us is another sign of question the fact that it isn’t respect what was decided the last Saturday. I hope ,from all my heart that will not be the same thing like to the others foundations and also Brigitte Bardot who didn’t had at least an answer to her letter.
So, the people who aren’t convince by the related facts , I want to invite them to the shelter anytime, to see what is the difference between the shelter manage by us and the shelter manage by the City Hall , which are the dogs reactions for that shelter, grace of veterinary assistance absence and starving. We are a group of people, habitants of a block of flats from Tg-Jiu and we are getting angry about what was happened in 21 March 2002 at 6.30 – 7.00 o’ clock in the morning.
In fact, we are announcing you and all the public opinion how cruel can be some people in neighbor relations but also with beings without any help. It is about a dog “Laica “ raise and feed by the majority of the stairs habitants but also by another habitants from the neighbor block of flats. She was being loved by children, she was sleep in the night to the first floor on a mat without make any mess on the stairs. She were announcing always, when a foreign person came to the bloc, but she never bit someone.
It is a only family to our stairs who didn’t want Laica, they were hitting her when we wasn’t there. From our information, Mr Tache called from many times to be pick up. In the morning of that day, the municipality catchers get up the stairs making a terrifying noise, disturbing the habitants and they took Laica forcedly. One person was to their car requesting Laica . They refused, telling that they were being call specially. In the afternoon of the same day, we were in group to the shelter beside the Cemetery and Laica wasn’t there. In the evening after the 19 .00 o’ clock we made a petition to the City Hall where they told me that will be forward it to the Mayor. Two or three days we went to the shelter and the female dog wasn’t there. WHERE COULD SHE BE? Everyone tell that the dogs aren’t kill , BUT… We are asking through this petition to make clearly the situation in this case. Where was she taken? Was she killed or not? In the afternoon of 28th. May 2002, I passed through one happening which I didn’t think that is possible into a civilized human establishment. I was walking with my dog on the street when I was surprised by the municipality’s catchers who took my pet, who was beside my foot in that moment. Even if I protested telling that is my dog and I must return my home with him. The brutality of that beings was without limits. Poor dog was caught in their primitive tools until his blood started to run abundantly and put on the car, and the person who are writing in this moment these rows, insulted and abused. There are testimonies. I ‘m passing for the moment over the Govern Ordinance 155/ 2001 concerning the stray dogs( even if in this case was a dog with owner) I’m wondering : what is the difference between the behavior of this employers of a public institution ,who are pay by the citizens, and the behavior of some bandits who were robber my bag or my money? Stray dogs caught in noose by the Local Council

Managing of strays created big disscusions at the meeting of Local Council at the end of this week.Everything started with the demanding to rent 10 000 mp space in Narciselor street. The Foundation for Stray Dogs Protection was demanding the actual shelter too and the build of the clinic situated on this property for an annual rent.In the opinion of Andritoiu counciler the solicitated space is for the dogs from 3 countys and not only for the dogs from Tg-Jiu. In consequance , the councilers voted against taking over in totality by the Strays Protection Foundation of managing activity of strays from Tg-Jiu. This activity will be developped by the service of Communal Services Direction Tg-Jiu.We are mentioning that leader of this opinion was Cornel Andritoiu and his attitude was fallowed by the other councilers. After many years of negotiations
The City Hall of Tg-Jiu doesn’t make to have any understanding with animals protection foundations.

The last time, Pro Animals Foundation invited to Tg-Jiu an English investor, Robert Smith president of FPCC who solve the stray dogs problem , promising in the same time another investments in town which was creating new jobs. The request was forward to the Local Council for the approbation, which rejected it for the reason that the Pro Animals representatives stipulate exaggerates conditions.
The increased number of stray dogs is justify by the municipality through the fact that the people from another localities are bringing dogs and they are abandoning them in the town. For stopping of this situation, the Local Council man adopted now few months a Decision through was establish the fines for the people who are abandoning their dogs in Tg-Jiu.
The Manage Service for stray dogs is accusing that they are abandoning animals in the woods. The affirmations are not only of the animal lovers but also of the Hunters and Fishers County Association which are saying that the fond of hunter is put in danger. Journalist: Cristina Catana

For 1 March, the representative of one foundation from Tg-Jiu sell trinkets instead of a bread piece, necessary to feeding of strays. The animals will have a better life soon, moving them in a special place arranged for them. The actual space is very small with dead bodies dogs through the alive ones. Flayers are catching in cruelty conditions these animals.
The dogs too are shoot, didn’t do?
Colt Alb Foundation, presented to the public opinion from the Country the ideea that in our country the strays are shooting. Ion Feroiu chief of Communal Services Direction, tell that this thing didn’t happen to the last years. It was now two years this kind of intention, but they were give up, because nobody didn’ t want to shoot dogs. Colt Alb Foundation is warning again, through a statement sent to the City Hall of the last month ending. "We are finding with amazing that you are not take measures for stop the cruelty acations against strays and you are enhancing these actions. You are not developing strategies for solve the problem, you don’t make anything else that to shock the population thgrough these barbarity methods that you are using. Do you want a blooding bath of strays from Tg-Jiu?Do you want to improve the killers of strays image? Congratulations, you are made it ! If someone think that can be solve the problem in a civilised way , they wrong. Our protest will continue directly and from national and international mass-media too, until you will take the legal and corectly measures according with your citizens.
For the moment it was signed a protocol
To the meeting of the last week to the City Hall the representatives of foundations ad local autorities decided to arrange a dogs shelter in the Glass Enterprise area from the Nord of city. The space will be use for six months and will shelter over 300 animals. The area is accesible for a water source. The space can be arrange with a deposit for food and a medical room.This is the only practical solution found it after hours of disscusions. Through a signed protocol was establish that the foundations will keep in charge of a temporarily space for selection and training of the employers, coordinating of catching, sheltering and offering of sanitary-veterinary treatments actions and the feeding of the dogs for all period of their existence. City Hall will initiate actions for obtaining of a permanently space, to manage the space, to assure the necessary founds for neutering the dogs , catching of them and reorganisation of Municipality’s Catchers Service.
The representatives of foundations came with proposes. So it was proposed that the City Hall to assure modical sums for the families who are adopting a stray. Feeding of the dogs can be made it with the bones collected by volontiers from the city butcher houses.Mircea Covrig, chief of Sanitary-Veterinary Direction told that the space is improperly, because it is for a distance of 700 meters of the human colectivities and it is not possible to receive the sanitary avises. Anyway the space will become full in a short time because the people from the villages are coming in the morning and they are abandoning the dogs beside the garbage box: " We will not make anything. The stray dogs from Tg-Jiu dissapear in a misterious way
Many locals from Motru sustain that in the surrender woods are bringing stray dogs from different cities , and they are shot; the authorities negate this think.
You promised that you will not admit the killings of stray dogs but you tolerate it. How is remain with the catching made it in the night with chains, by unprepared employees who are using very cruel methods and shock the population?
Even if exist a contract signed with the Local Protections in which the City Hall promised to solve the problem through the spay, they are continuing to develop cruelty techniques concerning the dogs. In Motru city started the extermination of the stray dogs .The Fishers and Hunters Association of the County Gorj, issued an approval to the City Hall solicitation and so started the hunting of the dogs. They shot in the middle of the day, people were scared. Gorjeanul , 23 .11.2000
