<p style="text-align: center;">&nbsp;<span style="font-family: Arial;">The representatives of the non-guvernamental organizations had been invited at a meeting at the City Hall. There had been settled up, officially , about 300 n.g.o.s until present. From the discussion, it had been stated officially that PRO ANIMALS&nbsp; organization is amongst the oldest ngo, amongst the most active and the only that has it its statute as main objective the animal protection and welfare. There had been settled a new meeting for May.</span></p>
<p style="text-align: center;"><strong>07th of March 2009</strong></p>
<p style="text-align: center;"><span style="font-family: Arial;">The Consultative County&nbsp;Council &nbsp;of Elder&#8217; persons initiated for the meeting a theme regrading stray dogs. Our association has been invited, together with the new Prefect of Gorj County, Mr. Florescu, the minister responsible for the relation with the Parliament, Mr. Victor Ponta, the director of the Catching Service, as well as&nbsp;the president of&nbsp;Romanian Federation for Animals&#8217; Protection and Control&nbsp;and other people interested.&nbsp; There had been decided that the stray dogs &#8216; problem is a social important one.&nbsp; There had been discussed aspects from Gorj county but also aspects about legislation.</span></p>

<li><span style="font-family: Arial;">In April 2009, just before Easterr, we received a phone call from someone who had told us that in a village an old man has been taken care of around 11 dogs, but now he is very sick and he had been taken in hospital so that dogs remained all alone. The son of the owner went there&nbsp; at few days but he can&#8217;t feed all those dogs, who are also disturbing the neighbors. So, they asked us to take them away, but&nbsp; as our shelter has no free places, we must find a way.</span></li>

<li><span style="font-family: Arial;"><span style="color: rgb(0, 0, 255);"><span style="color: rgb(0, 0, 0);">In April 2009, we have been informed that a while he was just a puppy, a dog has been thrown into the basement of a block by some kids in January 2009 and left there. LIving in totally dark, only with rats, the </span></span></span><span style="font-family: Arial;"><span style="color: rgb(0, 0, 255);"><span style="color: rgb(0, 0, 0);">puppy&nbsp; </span></span>grew now and became scared of people, so any attempt of the inhabitants to take him out turned into failure. The people living there had been feeding him since months, as if he don&#8217;t receive food he </span><span style="font-family: Arial;">starts to bark and make noise during night.</span></li>

<p><span style="font-family: Arial;">But, whenever someone enters and tries to catch him, he hides in a very small hole, filled with pipes, that is impossible for any humane to enter. We have given him some sleeping pills but we had no luck as he hided in the same hole. So, now the only option to get him out is to find a trap-cage.</span></p>

<li><span style="font-family: Arial;">At the end of March 2009, a guardian of the company nearby shelter, who&#8217;s an animal lovers ad who has been raising some stray dogs, came at shelter complaining that his neighbor, who has a big courtyard and has 3 big german shepherd and around 7 common-breed dogs, don&#8217;t take care of them.The biggest problem is that the owner give only 1 bucket of food to all the dogs. Also, the fences are&nbsp; broke and they can get away and be a danger to other dogs and people. So, one evening this dogs caught one of the dogs that the guardian has been raised since he was a puppy, the second dog killed. We have tried to talked to owner, to take a better care and repair the fence, but also to neuter two of the females who were pregnant, but he doesn&#8217;t care.&nbsp; </span></li>

<li><span style="font-family: Arial;">In January 2009, we received a phone call from someone who informed us about a cat who was on the roof of a house for many days, not being able to go down. The man told us that they have been calling in different places &#8211; including to the City Hall &#8211; but no one answered positively. So, we decided to call the Firemen Institution&nbsp;, as in different places in the country involving animals&#8217; cases they helped. After few time, they went there and put a piece of wood for the cat to be able to go down when she wants to.</span></li>
</ul>

<li><span style="font-family: Arial;">A lady called us in the middle of the night several times complaining that the municipal catchers caught the puppies she had near her block and when she tried to take them back, they aggressed her phisically. She said that she will depose a complaint to us and to the Police against the catchers for their behaviour. Although the catchers promised&nbsp;to bring the puppies to&nbsp; their shelter&nbsp;they didn&#8217;t, so we called their chief informing them about the scandal was&nbsp;about begin because&nbsp;of this, so they&nbsp;brought the puppies back to that woman.&nbsp;As we were expecting, that woman didn&#8217;t&nbsp;go anymore to Police and neither answer our calls anymoe, sign that she&nbsp;didn&#8217;t want to assume any responsabily for what she told and was afraid to go on with the compaints.&nbsp;&nbsp;&nbsp;</span></li>

<p style="text-align: center;"><b>It is a good thing that people started to call in order to report an animal abuse case or other cases involving animals, but sometime we face&nbsp;three big problems that some people have no will to understand&nbsp;or&nbsp;to&nbsp;be aware of.&nbsp;</b></p>
<ol>
<li><span style="font-size: x-small;">One is that people imagine we are like they see&nbsp;on TV, on&nbsp;Animal Planet Channel, a huge team with tens of people,organized also&nbsp;in Emergency Units,&nbsp;&nbsp;and can go there at any hour of day or night. They just can&#8217;t understand that we are very few people involved in many activities for animal welfare and&nbsp;we do our best, but unfortunately time and financial resources are not enough for&nbsp;&nbsp;solving all the cases reported. </span></li>
<li><span style="font-size: x-small;">Two is that we, as animal protection organization, on the legally point of view, we can&#8217;t take any direct measures, we only can go at a place and notice, gather proofs of what&#8217;s happening, and afterwards ask the support of Police and Sanitary Veterinary Direction. Only together, we can make things change in better. </span></li>
<li><span style="font-size: x-small;">Third is that&nbsp; there are people, that although they call us to report a case, they refuse to state their name and depose any written complain to us or to Police. Although they witnessed they hide under false identities and don&#8217;t&nbsp; assume any responsability,not wanting to go further.&nbsp;They think it is enough to call and report,&nbsp;but&nbsp; unfortunately it isn&#8217;t, and sometime without their cooperation we can&#8217;t do anything. </span></li>

</span></span></span><b><span style="color: rgb(0, 0, 0);"><span style="font-family: Verdana;"><span style="font-size: small;"><span>Bethoven</span></span></span></span></b><span style="color: rgb(0, 0, 0);"><span style="font-family: Verdana;"><span style="font-size: small;"><span>, who was abandoned by his owner at the shelter together with his mother and his sister. They were both very sick and unfortunately his sister couldn&#8217;t be saved. In order to take better care of him we took him home, treated him and now he is very healthy and likes a lot to play. </span><span><br />
<b> Bobby</b>, that had some health problems, the vet made him a surgery and castrated him and he was home for recovery. <br />
<b> Rony</b>, who was abandoned at the shelter, and because it was very cold outside he made pneumonia. We decided to take him home to keep him under medication and surveillance. After a period of time, after he recovered we took him back to the shelter. <br />

It had been a shock for him transforming himself into a crawling dog, with no strenght. He was staying all day long in</span></span><span style="font-family: Verdana;"><span style="font-size: small;"><img align="right" alt="" src="http://proanimals.ro/images/outside/home/91.jpg" /></span></span><span style="font-family: Verdana;"><span style="font-size: small;"> the same place, very sad, and had lost a lot of weight very quickly. It was devastating seeing him like this. I brought him to vets here who didn&#8217;t know what&#8217;s the disease, I brought him to a city nearby to a better vet, who after maiking the x-rays said that nothing is bad with his spine, but it might be a marrow compression and that it all depends on how he is taken care of but the chances are minimal. He was sleeping with us in the room,and his eyes full of hope met us every morning and night. We decided to go to Bucharest where there are the best vets, so we visited two vets: one at the Veterinary Medicine, considered to be very skilled, who said that Bursu will NEVER walk again, he will NEVER recover and it is better to euthanise him and the second said that we can do him a myelogram but in </span></span><span style="font-family: Verdana;"><span style="font-size: small;"><img align="left" alt="" src="http://proanimals.ro/images/outside/home/92.jpg" /></span></span><span style="font-family: Verdana;"><span style="font-size: small;">his opinion there are under 1% chances. </span></span></p>

<p style="text-align: center;"><span style="font-family: Verdana;"><span style="font-size: small;">We couldnt&#8217; stop crying and crying, as he was a young dog full of life, and he wanted to live&#8230;.so we decided to give him a chance, to fight for his life together. We want to thank to Mrs. Kiia Vasko for his moral support and advice with Bursu&#8217;s situation but also for the vitamins and medicines that she provided us. So, we started to read and read about his disease, meantime surrounding him with lots of love and care. It wasn&#8217;t an easy period, as his clothes had to be changed and washed every day and lot of care to be given. We were making him massage every evening, exercising giving him good food, vitamins and medicines, keeping him </span></span><span style="font-family: Verdana;"><span style="font-size: small;">wa</span></span>rm.<span style="font-family: Verdana;"><span style="font-size: small;"><img align="right" alt="" src="http://proanimals.ro/images/outside/home/93.jpg" /></span></span></p>
<p style="text-align: center;"><span style="font-size: small;"><span style="font-family: Verdana;">After a period, we realized that he started to feel his back legs, we were also taking him outside in the garden, first in our arms, but seeing the other dogs running he was fighting to jump of our arms, so we left him use Marc&#8217;s wheelchair. One should have seen him how proud and happy he was that he can run too with the others. We figured out that he is on the right way and that he has big chances to recover now, so we went on with the care and treatment. </span></span></p>

<p style="text-align: center;"><span style="font-family: Verdana;"><span style="font-size: small;">His situation started to improve from day to day, until he started to walk on his own legs, little by little.  We couldn&#8217;t belive this, because from the point of view of 4 vets, he was considered a lost cause, no worthing to fight. </span></span></p>
<p style="text-align: center;"><span style="font-family: Verdana;"><span style="font-size: small;">After another period, Bursu started to walk again normally. From our point of view he is indeed a miracle, and just want to know that it worthed every single effort we made for him. It is not easy to handle and live with a handicapped dog, and many people, not able to face with so much care and lack of their own confort, can&#8217;t face this and give up.</span></span></p>

<p style="text-align: center;"><span style="font-family: Verdana;"><span style="font-size: small;"><img align="left" src="http://proanimals.ro/images/outside/home/96.jpg" alt="" /> <span style="color: black;">In November 2004,  while we were preparing to go to the shelter, we found in front of our home a poor small dog, very skinny, with a very sad look, who couldn&#8217;t walk on his back legs , probably had been hit by a car.He was crawling and had big wounds at his back legs. <br />
It was awful and when we saw him like that he broke our heart. <br />
He probably had an owner who abandoned him when he saw his situation and instead of calling us to let us know about him, he prefered to be a coward with no heart and left him on the street all alone, despite his condition. <br />
We took him inside( although at that time we had another 16 we couldn&#8217;t bring him to the shelter), we fed him and started to take care of him. <br />
But, we knew that our love and home treatment is not enough so we decided to bring him to a vet for a check and X-rays to see what&#8217;s wrong with his spine and if something could be done for him. <br />
As in Tg-Jiu there&#8217;s no vet who has X-rays and other equipments needed in this situation, we decided to go with him to Bucharest.The problem was that Bucharest is 300 km distance, the vets ask a lot of money and as much as we wanted to we couldn&#8217;t do this alone. <br />
Having a lot of financial difficulties and being aware that we couldn&#8217;t afford to support these expenses we asked support from foreign animal protection organization, but the only one who gave us a positive answer and showed a lot of compassion and moral support was &quot; Wetnose&quot; from </span></span></span><span color:="" roman="" new="" times="" style="font-size: 12pt;"><st1:place w:st="on"><st1:country-region w:st="on"><span style="font-family: Verdana;"><span style="font-size: small;">England</span></span></st1:country-region></st1:place><span style="font-family: Verdana;"><span style="font-size: small;">. They were willing to support all the expenses, from transport, X-rays, medicines, to surgery. <br />
So,we brought Marc to </span></span><st1:place w:st="on"><st1:city w:st="on"><span style="font-family: Verdana;"><span style="font-size: small;">Bucharest</span></span></st1:city></st1:place></span><span style="font-family: Verdana;"><span style="font-size: small;"><span style="color: black;">, he had his X-rays and an operation on his spine. But seeing him everyday, seeing how happy he was that we are next to him, seeing him so jumping and playing with his friends, we decided that he deserves a chance to live. This is not an act of egoism, is about the power of a dog who can live happy despite his handicap.He is amongst the most intelligent dogs we&#8217;ve ever met, you can see his happiness in his eyes. </span></span></span> <br />

Our home offered love and care to tens of stray animals, a part remained with us for the rest fo their lives, a part were adopted and others were taken to the shelter waiting for someone to adopt them. Besides our permanent dogs, we also took in our home lots of dogs for recovering when being sick or after surgeries or neuterings, and also new puppies found wandering the streets. Knowing that we take care of poor dogs, it happened many times to find dogs or cats thrown in our courtyard or left in front of our home. Of course that we couldn&#8217;t leave them, so we received them inside and they became part of our familly.<br />
</span></span></span><span style="font-family: Verdana"><span style="font-size: small">As you can easily figure out, especially if you have at least one animal in your care, it is a huge work, demands lots of time, patience and efforts to have so many dogs and cats to handle in your home, not speaking about endless cleaning hours, cooking and feeding, repairing furtnitures after being chewed&#8230;..but no matter how hard it is, seeing their happy eyes, seeing them healthy and full of joy, showing in their own way the gratitude for our love and care, fill our heart with positive energy and pushes us to go ahead.</span></span></p>

<p style="text-align: center"><span style="font-family: Verdana"><span style="font-size: 10pt">First is <strong>Mitza</strong>,whom we found wandering on a national road. We stopped the car and found two gorgeous and very hungry kittens who had probably been abandoned.Country people use to do awful things with the kittens, they put them in a sack and throw them in the water, they dump them in the forests etc etc to get rid of them. Luckly, we took these kittens at home, and found an owner for one of them. Next is <strong>Lina,</strong> that we found all alone in the center of the city, between the cars, very weak and skinny, so we took her and now she is a very nice cat. Last is <strong>Dixy</strong>, the male, who came on a cold night, right on the chimney and didn&#8217;t want to leave our house anymore.<br />

<p style="text-align: center"><span style="font-family: Verdana"><span style="font-size: 10pt">Also, there is <strong>Julie</strong>,that someone left on a rainy night in front of our home and she started to cry as if saying : &#8220;Please, let me in!!&#8221; Although it was summer it was pretty cold, she was small and all wet. We took her in our home and she remained with us. There is also,<strong> El</strong>, that we found at the limit of a forest on a national road, so tinny you could hardly notice. He would have been killed by cars for sure, so we took him home with us. He was covered in thousands of fleas. Now, he is fat and goodlooking. </span></span><span style="font-family: Verdana"><span style="font-size: 10pt">Our first cat, <strong>Pisa</strong>, had just one month when we found her, all alone, crying in front of our block, frightened, hungry and full of fleas and parasites. We took her inside for a lunch and couldn&#8217;t let her go. In her &#8216;childhood&#8221; she used to play with our dogs, to beat them and she also had an adoptive mother, Dolly.<br />

He was screaming a lot so we went there and saved him. He didn&#8217;t eat for a long time , was very hungry and almost frozen.Now, he is happy but very jealouse on the other dogs and likes a lot the women and the parfums. </span></span></p>

She was extremely scared and with no trust in people. After neutering her we gave her for adoption , but she was brought back because &#8221; <em>she was very sad, didnt move and didnt want to play with the child</em>&#8220;.We decided to offer her a home and it worth it. <strong>Tzica, </strong><strong>Urata</strong>,<br />

We took her and we started to give announcements in the local press trying to find her owner, but had no luck. So, she remained with us and now she makes part of our Youth Education and Animal Assisted Therapy programme.<strong> Bubu</strong> was found on the street ,terrible skinny and with few hair left due to a skin disease, probably being abandoned by her owner. We took her home, treated her and soon she recovered, now being the chief at home.</span><strong><span style="font-size: 10pt">Alma</span></strong></span></st1:place></st1:city><span style="font-family: Verdana"><span style="font-size: 10pt"> was abandoned by her owner on the field near the shelter when she was just a puppy. Because outside was very cold, we found her frozen and almost dead. We took her home and made her many treatements and finally, being surrounded by love, she recovered. But, we realized that she was blind. At the begining she was following us everywhere, slept on the pillow with us and was crying when we let her alone. After several months, in which we did our her best for her and , the most important, offered her a lot of love and care, she started to see partially.</span></span></p>

She was so tinny and weak that we couldn&#8217;t leave her and took her home. She has her own way of speaking with us, is extremely sociable now and she loves to go with us almost every weekend at the Center for Old people, where we are running the &#8220;Soul to Soul&#8221; programme. We found <strong>Ghita</strong> when he was just a puppy. He had parvovirosis, so we took him home in order to take care of him in the night also. Soon after he recovered we realized that he has epilepsy, so we must give me daily his dose in order not to make seizures. But, besides this health problem, he is a very loving dog, has a blue eye, likes to eat and play.</span></span> <strong><span style="font-family: Verdana"><span style="font-size: 10pt">Pitty</span></span></strong><span style="font-family: Verdana"><span style="font-size: 10pt">, as you can see was very skinny and sick, living in the courtyard of a hospital. We were feeding her daily, but we decided to take her home because otherwise she would have surely died. Soon, we found her mother dead, being poisoned. Now, Pitty, grew a lot , got weight is living home with us.. </span></span></p>

<p style="text-align: center"><span style="font-family: Verdana"><span style="font-size: 10pt">Bellow you can first see <strong>Gica</strong> and <strong>Nela</strong>, who were abandoned in front of our home and we couldn&#8217;t leave them there as they were very small and weak, so we took them inside and have been raising them. Next you can see <strong>Fulga</strong> whom we found at the begining of 2005, when it was extremely cold and she was just a puppy, wandering the streets, alone and sick. We didn&#8217;t think that she will recover from her illnes but again, we were thought that love and care make wonders.<strong> Nasuc </strong>was brought to us by an animal lover who found her when she was a puppy, in a town nearby and couldn&#8217;t leave her there as she was also sick and had no noise, just an infection. We took her in our home, treated her and now she is healthy, playful and goodlooking:)</span></span></p>

We went there and took her at our home, finding no vet at that hour. We administrated her the first aid in poisoning cases and had to wait until morning. We named her<strong> Otravita</strong>. Luckly, she started to feel better and better until she recovered. Now, she is still living with us and she is a real sweety. <p style="text-align: center"><span style="font-size: medium"><span style="color: #0000ff"><span style="font-family: Verdana"><span style="font-size: small"><span style="color: #000000">Across our home, we have a land where some years ago came a female &#8211; probably belonging to the gipsies living nearby who threw her away &#8211; and being pregnant gave birth to her puppies in the bushes. After a while we saw her there and we started to feed her and her puppies. Feeding them daily, soon there came also a male. We called them, Latila and Mama ( first photos bellow). When the puppies grew we neutered them also. They consider our land there home and never left.As around there live gipsies they leave their dogs with no food, and they come to our land where they see us feeding this familly. After a while, there came another resident, Negrila, who remained with us. We improvised them some cages. As our land wasn&#8217;t fenced, we had plenty of problems with the neighbors who were making complaints everywhere _ to Police , City Hall, Public Healthy etc &#8211; under the reason that they were disturbed by the dogs.We had to fence the area so that they don&#8217;t go in the neighborhood so now they live here. </span></span></span></span></span></p>

Despite the big number of animals that we have in our care, despite our reduced financial possibilities and lack of time, we can&#8217;t not be touched by the misery of the strays living on the streets. </span></span></span></span></span></p>
<p style="text-align: center"><span style="color: #0000ff"><span style="font-family: Verdana"><span style="font-size: medium"><span style="font-size: small"><span style="color: #000000">A part of them are former dogs who had an owner at one moment, but had been dumped like a sick tooth, especially exactly when they need most affection and care: when they are ill, old or newly born. Then there are those puppies who are born on the streets, without knowing the warmth and love of a home, knowing just what means to be hungry and chased by people. And, there are those dogs &#8211; who are strays but there is someone, an animal lover, who feed them from time to time, talk to them and pet them, offering them place to stay in front of their block, shop or company.</span></span></span></span></span></p>
<p style="text-align: center"><span style="color: #0000ff"><span style="font-family: Verdana"><span style="font-size: medium"><span style="font-size: small"><span style="color: #000000">Those stray dogs are the victims of the people&#8217;s indiference, old mentality and poor education. People who have not been thought what means respect of life, in every form, what means compassion towards those who depend on us. Many people just complain about the big number of strays, without paying any attention to the cause of this problem, WE &#8211; the people, not the animals.</span></span></span></span></span><span style="color: #0000ff"><span style="font-family: Verdana"><span style="font-size: medium"><span style="font-size: small"><span style="color: #000000"> </span></span></span></span></span></p>

They fill our heart with happiness and one can see in their eyes how grateful they are for offerring them a home&#8230;&#8230;.<br />

What&#8217;s very sad is that people still have no respect for animals, still think that animals can be tortured and killed easly without getting any fine for it, just taking it as a normal thing. Everytime we found out about this kind of cruelty acts, we tried all that possible to save those dogs and to find the quilty persons. We deposed intimations to the Police and in some cases those responsible for such cruelties were fined according to the Law for animals protection</strong></span></span></span><span style="font-family: Verdana;"><span style="font-size: small;"><strong>.</strong><br />

<div><span style="color: rgb(0, 0, 0);"><font face="Arial" size="2">We&nbsp;went there and the poor dog, who was almost inconscious, was hidden under a banch, covered in blankets. When&nbsp;we took off the blankets the smell was awfull, this poor dog&nbsp;had a terrible smell caused by the huge infection and the fact that being unable to move he was urinating and defecating on him. </font></span></div>
<div><span style="color: rgb(0, 0, 0);"><font face="Arial" size="2">She said that he was in this situation&nbsp;for more then a month, that&nbsp;a man&nbsp;hit him&nbsp;as he was staying on the staircase of a block&nbsp;and&nbsp; he started to become ill. Once he couldn&#8217;t move anymore, the public employees picked him up and thrown him near a rubbish box and he stayed there in rain all night long.<img align="right" src="http://proanimals.ro/images/outside/cruel/33.jpg" alt="" /> </font></span></div>
<div><span style="color: rgb(0, 0, 0);"><font face="Arial" size="2">He had also an open wound , full of infection,being extremely skinny and aable to move, the muscles mass was gone,and he was in deep pains as he was screaming when somebody was touching him. </font></span></div>
<div><span style="color: rgb(0, 0, 0);"><font face="Arial" size="2">We&nbsp;were&nbsp;upset also on that woman for not calling us sooner, as this dog suffered on and on, she said she gave him pills and care, but she could have called us sooner or could have taken him to a vet. </font></span></div>
<div><span style="color: rgb(0, 0, 0);"><font face="Arial" size="2">We took him to the vet with whom we cooperate who decided&nbsp;that the best thing we can do for him is to stop his suffering and humanely put him to sleep as there was nothing to be done, it was just too late.</font></span></div>

As the law forbids hunting with greyhounds and if found on the hunting area they must be shot, we were asked to take this greyhound in custody. The dog was given in our custody by&nbsp;the&nbsp;Police on the base of&nbsp;a&nbsp;written-verbal&nbsp;notice.&nbsp;We were keeping&nbsp;Bobby, as we named him, in the caravan of the shelter.He was so loving and nice dog.</span></p>
<p style="text-align: center;"><span style="font-family: Arial;">The next day after taking him, the three poachers came at the shelter and asked about the greyhound.</span><span style="font-family: Arial;">After one week, one morning we found the caravan broken and the greyhound was gone. So, we called Police who came and&nbsp; made photos and took fingerprints.</span></p>

<p style="text-align: center;"><span style="font-family: Arial;">In December 2008, we have been announced by some people that in their neighborhood there live two dogs at a houes in totally improper conditions. They also made a written declaration, stating that dogs are kept for a&nbsp;long period&nbsp; like this, with no food and they have been throwing them food from their balcony. We were there and found out that poor dogs, one was kept on a chain of about 60 cm, strongly tied on his neck but also on the upper side of a pillon being impossible to sit. He had no cage, so had been staying in rain, under the open sky.&nbsp;The other dog was kept in a place less then 1sqm, being impossible to move around being tied with a chain in the same way as the first. There was no sign in their bowls of water or food, and they were very skinny and weak. We were there the next days, with a Police representative and with an inspector from the Sanitary veterinary Direction and discussed with the owners, who promised to improve their conditions in 5 days.</span></p>

Unfortunately, although the owner promised to improve conditions, this didn&#8217;t happened, they just moved one of the dogs and put some bread in the bowls. They also became very rude saying that they do what they want with their dogs, and that they would take and abandon them somewhere. We explained him the legal ways&nbsp;and we&nbsp;announced that we will come in January to take the dogs and Police give the fines.&nbsp;</span></p>

<p style="text-align: center;"><span style="font-family: Arial;">&nbsp;In November 2008, we received a&nbsp; call from a man who told us that while his wife was out with her dog, a hunter came near and shot the small dog that they had for years. When the husband came out and saw his wife crying with the dog full of blood in his arms asked the hunters why he did this and he told him to shut his mouth if he don&#8217;t want him to kill him too. This man made written declarations to the Police but also to us. The dead body of the dog was taken to the Sanitary-Veterinary Laboratory. We are waiting for the result of the investogations.</span></p>

<p style="text-align: center;"><span style="font-family: Arial;">On October 2008,&nbsp;we got calls from&nbsp; some animal lovers&nbsp;letting us know that after a fight with their neighbor, he&nbsp;started to&nbsp;hit and killed&nbsp;some puppies with&nbsp;a wooden club.&nbsp;Together&nbsp;with the Police we were there, those witnesses made complaints to the Police and we are waiting now to see the penalty that will be&nbsp;given to that killer person for cruelty against animals.&nbsp;&nbsp;</span></p>

<p style="text-align: center;"><span style="font-family: Arial;"><span style="font-size: small;">One day we received a phone call reporting us a cruelty case against a dog who was beaten by an old man so bad that she could barely move. We went there and found her lying down, with a very lost look and an unstable condition. We called Police and in a while two polimen came .There were the witnesses who said that she was a calm dog that they were taking care of but this old man &#8211; who killed other dogs too &#8211; hit her badly in the head with his supporting club. We took the dog to the vet and he gave us a written notice regarding her state, but unfortunately she didn&#8217;t survive.</span></span></p>

As we, together with another organization, have closed a contract of Neuter and Return with that City Hall, during their mobile clinic visit in 2005, Vulpoiu had also been neutered. </span></span></span></span></p>
<p><span style="font-family: Arial;"><span style="color: rgb(0, 0, 0);"><span style="font-size: small;">Vulpoiu was staying on ths streets there but a lady was taking care of him. He was sleeping at her door in a block of flats. </span></span></span></p>
<p><span style="font-family: Arial;"><span style="color: rgb(0, 0, 0);"><span style="font-size: small;">But, a sick person who was living in that block, who coudn&#8217;t stand dogs at all, and who was beating every dog he saw in the streets, one day, took an iron club and beat Vulpoiu very bad. He pulled out his eye and everywhere on the staircase, on the block&#8217;s doors was full of blood.</span></span><span style="color: rgb(0, 0, 0);"><span style="font-size: small;">The lady succeeded to save him from death, hidded him in a garrage, and called us.</span></span></span></p>

That lady came as a witness, and we , together with the a representative from the Police and Sanitary Veterinary Direction went there were it happened the tragedy&#8230;&#8230;&#8230;&#8230;was blood everywhere. We made appeal to Police. A representative of our association together with the policeman took the dead body to the Sanitary Veterinary Laboratory for analises and the result was: dead by shooting. So, the Police gave two fines: one on Animal Protection Law for 1000 Ron and the other for using guns in a public place</span></span></p>

They were horrified to see the situation of the dogs from that shelter, especially the &quot;neutered&#8217; females, but also the workshop where the vet from Carbunesti ( Vasiloiu) made the &quot;surgery&quot;, the clothes full of blood that Vasiloiu used as dressings and to hear that many employees of the municipality kept on the females while Vasiloiu was &quot;neutering&quot; them.( he didn&#8217;t use any anesthetic).</span></span></span></p>
