NEW SHELTER – "HOPE FOR HOPELESS"  

Our most important project is building a new shelter, our own privat shelter where dogs as well as other animals can be safe from cold, hunger, thirst, lack of medical care, just healthy and happy until finding an owner.

In November, after trying to find a cheaper land to buy for building a private shelter but had no luck as the price of lands increased rapidly in the past year, we decided to send a demand to the City Hall in order to ask to give us a piece of land taking into account that all our activity is also for community interest and we find it normal to give us a support. But, although it passed the legal time for answering, 30 days, we didnt receive any official reply from the City Hall, just an unoffcial one saying that they don’t have any land to give us. We will depose again our demand until we receive an official answer.  But now we must continue searching in order to find a land to buy as soon as possible.

What happened

As you probably read already, we don’t have our own private shelter, but we have been running our activity in the shelter built by Tg-Jiu municipality in 2001 – at our insistence -. We would like to mention that besides allowing us to stay in "their" shelter, the municipality didn’t ever help us with anything, neither financially or morally. Unfortunately for a long period of time now, the City Halls representatives have been threatening us with eviction from the shelter, since the municipality decided to destroy it and build houses (several houses had already been built near the shelter, and the new neighbors are disturbed by the noise made by the dogs).

In this context, we must build our own private shelter. In 2004, we made the first step, meaning that we bought a land with our own money, after making appeal and no one wanted to support in any way.

We desperately needed animal lovers support in order to realize our project: a new beginning for our 400 dogs and for others that are now in the streets, with no water, food, or care, just bitten and chased by people and killed by city halls flayers. But, unfortunately, althought asking for help, we got none or to small in order to start something on this type.

Thinking that maybe when we will start to make the documentation needed for building the shelter, we will get the support needed so much, we started to find an architect for making the plans. It wasn’t easy, as here the architects are pretty costly so we have been trying to find one not too expensive. We were so happy when we find one who said that he is an animal lover also and agree to make the project for free. The excitement passed in few months, after several meetings, after an unfinished plan, after tens of phone calls for delaying, he told that he is sorry but he is very busy and can’t continue with this

So, in this way passed more then half an year. Dissapointed, we decided to go on, so we used the situation plan he made us and made the rest of papers for obtaining the Urbanism Certificate from the City Hall. We deposed the papers to the City Hall, and after one month we obtained the Urbanism Certificate, where was stipullated that besides the permits – from electricity, public healthy,firemen etc. -">, the signed agreement from the neighbors that they allow us build an animal shelter , a geotechnic study, we had also to make the Detail Urbanism Plan (P.U.D.) for that area.

Not many people from Tg-Jiu make this plan as it is a very laborious plan and lots of information and drawings. After a time, we found the company who did such plans, so after some meetings, after seeing the land,they made this P.U.D. ( which contains more then 20 pages and several A0 plans), and also made the geotechnic study. All this costed a lot. The next step was to obtain the permits for this P.U.D. from different public institutions, but although it took us lot of time, we obtained this also. So, afterwards, after many other months, we had to sumit this P.U.D. to be approved in the Town Council meeting. We obtained the Town Council favorable notice for the P.U.D. too, in one month.

We also had to find a topographist to make some plans and measurements to the land, which had also to be approved. So, we did lot of efforts financially and also regarding time that we allocated to this project, but unfortunately…………

Trying for 3 years to start building, being impossible because of lack of funds but also because of high level of bureaucracy here, in the area where we bought the land started to be build houses very near. After a discussion with an official from the City Hall, he let us know that that area is considered a houses area in their new plan and that we will never obtain permits to build there. So, the only decision was to find another land , somewhere far away from houses.

Here are some plans, made not by an architect, but by us and by Mrs. Kiia Vasko, Pro Animals Finland. There are no professional plans, just a thought of how it will look the new shelter.

Now, we are looking for a land, we already saw some lands and met some owners, but because of financial reasons or situation of the surrounding areas – houses too near – we had to decline the offer and continuing searching.

Our own shelter will mean hope and a chance to live for other stray dogs from Tg-Jiu. As we will not be anymore under the threat and blackmail of the City Hall, we will be able to put pressure on the mayor as we did with the mayors from other cities from Gorj.

We don’t want to build a ‘prison camp" where dogs spend all their life in small kennels, having no access outside, we don’t want luxurious conditions either , just a shelter where dogs can be safe, healhty and happy. A shelter with big courtyards with grass and trees where they can play and run all day long, being free. A transitory home for dogs that can be adopted and a sanctuary home for the dogs that, because of different health problems – like, Marc, Manuta, Bonty, etc cant be……

It is a long and expensive way to reach our dream, a shelter for animals who dont have no one and nothing, just us, but we belive that with work, faith and hope someday it will become a reality!
