<p style="text-align: center;">&nbsp;<span style="font-family: Arial;">The representatives of the non-guvernamental organizations had been invited at a meeting at the City Hall. There had been settled up, officially , about 300 n.g.o.s until present. From the discussion, it had been stated officially that PRO ANIMALS&nbsp; organization is amongst the oldest ngo, amongst the most active and the only that has it its statute as main objective the animal protection and welfare. There had been settled a new meeting for May.</span></p>
<p style="text-align: center;"><strong>07th of March 2009</strong></p>
<p style="text-align: center;"><span style="font-family: Arial;">The Consultative County&nbsp;Council &nbsp;of Elder&#8217; persons initiated for the meeting a theme regrading stray dogs. Our association has been invited, together with the new Prefect of Gorj County, Mr. Florescu, the minister responsible for the relation with the Parliament, Mr. Victor Ponta, the director of the Catching Service, as well as&nbsp;the president of&nbsp;Romanian Federation for Animals&#8217; Protection and Control&nbsp;and other people interested.&nbsp; There had been decided that the stray dogs &#8216; problem is a social important one.&nbsp; There had been discussed aspects from Gorj county but also aspects about legislation.</span></p>

<p>&#8221; On a local base,we are really grateful to those journalists who are objective, open-minded and independent,- who don&#8217;t depend on public money or are hiding after different personal interests being just some political or conjuctural tools, to those who don&#8217;t descend on the stair of dignity for writting articles &#8221; on order&#8221; -, to those who understood that a romanian non-governmental organization is settled up to represent the interests of the civil society guverned by one aim -in our case-: to raise the level of awareness and education of people towards animal welfare and animal rights but also to highlight the importance of respecting all animals as sentient beings and of the humane and efficient ways to handle a social problem, our problem &#8211; the stray dogs&#8217; problem. We thank to those journalists who understood the importance of NGO&#8217;s in the community frame and who support their activities ( handled under hard circumstances,huge sacrificies and efforts just for the sake of their beliefs) . Thanks to those journalists who truelly belive in a HUMANE AND RESPONSIBLE SOCIETY! &#8221;</p>

The European Parliament,<br />
&ndash; having regard to the European Convention for the Protection of Pet Animals (CETS No.125),<br />
&ndash; having regard to Rule 116 of its Rules of Procedure,<br />
A. whereas there is no uniform or specific text relating to the protection of pets and stray animals that applies to all the Member States,<br />
B. whereas the European Convention for the Protection of Pet Animals is incomplete and has not been signed by all the Member States,<br />
C. whereas in many Member States there are still cases of mistreatment of pets and stray or abandoned animals,<br />
1. Calls on the EU to introduce measures to ensure that Member States impose severe punishments on people who abandon or mistreat a pet or a stray animal, and to mandate Member States to put in place a system of management at national level for collection, sterilisation and vaccination;<br />
2. Calls on the Commission and Council to call upon all the Member States to sign the European Convention for the Protection of Pet Animals and to adopt the new measures;<br />
3. Calls on the Commission and Council to sanction any Member States that fail to comply with the above Convention and the new measures to be adopted;<br />
4. Instructs its President to forward this declaration, together with the names of the signatories, to the parliaments of the Member States, the Council and the Commission.&quot;<br />

1. solicită Uniunii Europene să pună &icirc;n aplicare măsuri prin care să se asigure că statele membre impun pedepse severe persoanelor care abandonează sau maltratează un animal de companie sau un animal fără stăp&acirc;n și să impună statelor membre să introducă un sistem de gestionare la nivel național pentru str&acirc;ngere, sterilizare și vaccinare;<br />
2. solicită Comisiei și Consiliului să invite toate statele membre să semneze Convenția europeană pentru protecția animalelor de companie și să adopte noile măsuri; <br />
3. solicită Comisiei și Consiliului să sancționeze toate statele membre care nu respectă Convenția menționată anterior și noile măsuri care urmează să fie adoptate;<br />
4. &icirc;ncredințează Președintelui sarcina de a transmite prezenta declarație, &icirc;mpreună cu numele semnatarilor parlamentelor statelor membre, Consiliului și Comisiei.&quot;<br />

UNION</strong></p>
<p><span style="font-family: Arial">1) Homeless dogs and cats of European Union countries should always be treated according to either local or EU&#8217;s common animal welfare law.In practice this means e.g. that dogs should not be captured by using methods that cause pain, placed in storages that violate the animal welfare law (e.g. cramped spaces, lack of water and food, neglect of injured and sick animals), dogs should not be put down unless for animal welfare reasons and in such cases to be euthanized solely by a veterinarian in a humane way and not e.g. with a poison syringe straight to the heart.</span></p>
<p><span style="font-family: Arial">In addition the countries should be obliged to arrange extensive spaying programmes for female dogs and cats (neuter and release) and aim at vaccinating all the homeless dogs and cats. Only veterinarians are to perform neutering/spaying and when operating they would have to use proper anaesthesia and not merely e.g. sedative. In cities that have animal shelters, the unspayed female dogs and cats should be kept separated from the males (until the females are spayed) in order to prevent females from reproducing at the shelter.</span></p>
<p><span style="font-family: Arial">According to the animal welfare law, abuse towards homeless dogs and<br />
cats and causing pain to them should be considered a crime. Homeless<br />
dogs and cats should be captured only if it&#8217;s justified e.g. for<br />
neutering/spaying and vaccinating, for reasons concerning animal<br />
welfare (a sick or injured dog or cat must be given proper care or<br />
taken to be euthanized) or if the animal would be transported to an<br />
animal shelter that meets the standards of the animal welfare law.</span></p>
<p><span style="font-family: Arial">2) EU should efficiently provide supervision on animal welfare matters<br />
to countries where severe stray dog problems exist. These countries<br />
nearly always also have a long history in brutal mass murders of dogs<br />
(e.g. Romania, Bulgaria). There should be an established instance<br />
(officer or team) dedicated to such countries, supervising the<br />
implementation of the animal welfare law. The countries should also be<br />
made responsible for reporting of their progress to the EU. If the<br />
country could not fulfil the agreed terms, EU should have to have some<br />
kind of a substantial sanction system.</span></p>
<p><span style="font-family: Arial">EU should establish a channel where individuals (whether they&#8217;re<br />
people or organizations) could report their local authorities&#8217; neglect<br />
or animal cruelty crimes if the supervisory instance of the particular<br />
country wouldn&#8217;t react to any of these animal cruelty reports. The<br />
citizens should have the possibility to report directly to EU if the<br />
local supervisory instance would appear to be corrupted or e.g. the<br />
decision-makers of the cities couldn&#8217;t cooperate with local animal<br />
welfare associations.</span></p>
<p><span style="font-family: Arial">3) The animal welfare law should also extend to abandoned horses and<br />
donkeys since in many EU-countries these domestic animals do not<br />
receive proper care. E.g. in Romania the treatment of horses is poor<br />
among Romanian gypsies but the authorities do not seem to have the<br />
means, resources or will to intervene in this animal cruelty.<br />

<p><span style="font-family: Arial">4) The local authorities should take an animal under custody if it&#8217;s<br />
obvious that the owner has neglected or abused the animal. There<br />
should be a regulation for the terms where the authorities should<br />
perform the necessary measures, i.e. taking the custody of the animal<br />
and legally transferring the ownership of the animal e.g. to a local<br />
animal welfare association that would find a new home for the animal<br />
if needed.</span></p>
<p><span style="font-family: Arial">The local authorities should be obliged to cooperate with local animal<br />
welfare associations and support their work in developing the local<br />
animal protection e.g. by offering affordable sites and rental<br />
buildings. The authorities should sign care agreements with local<br />
animal welfare associations e.g. for injured animals or animals taken<br />
under custody, to cover the main part of the costs.</span></p>
<p><span style="font-family: Arial">The local authorities should be obliged to investigate and report all<br />
animal cruelty reports and proceed according to country&#8217;s animal<br />
protection law. In case the authorities should fail doing this,<br />
individuals could report this to EU (via animal protection alert<br />
channel), thus EU would take appropriate measures.</span></p>
<p><span style="font-family: Arial">5) In the problem countries veterinarians should be systematically<br />
encouraged to cooperate with local animal welfare organizations.<br />
Financial incentives system should be created for this purpose.<br />
Veterinarians operating in problem areas should receive regular<br />
additional medical and animal protection related training.<br />
Veterinarians with positive attitudes towards animal welfare can be<br />
great influencers among local communities.</span></p>
<p><span style="font-family: Arial">6) Animal slaughtering practiced by individuals should be monitored<br />
more efficiently and prohibited when slaughtering doesn&#8217;t meet the EU<br />
regulations. Now for example Romanian gypsies often slaughter animals<br />
when intoxicated. This causes animals great suffering and lengthening<br />
of pain before death.</span></p>
<p><span style="font-family: Arial">In Romanian villages it is common to castrate horses without any kind<br />
of pain relief or assistance from a vet. This should be stopped<br />
immediately. The problem countries should have municipal vets who<br />
would tour even in the most remote or poor rural areas, providing<br />
medical treatments for animals and monitoring the overall condition of<br />
horses, which is generally very poor. It should be criminalized to<br />
abandon animals e.g. horses wandering around outskirts of towns (being<br />
often hit by cars and badly injured). This kind of practice should<br />
meet the characteristics of an animal abandoning and hence should be<br />
prohibited. Horses should be kept in a tether or a paddock.</span></p>
<p><span style="font-family: Arial">7) EU should sponsor animal welfare related media campaigns e.g. in TV<br />
in such countries where animals&#8217; rights are particularly poor e.g. in<br />
Romania, Bulgaria, Baltic countries.</span></p>
<p><span style="font-family: Arial"> <img src='http://proanimals.ro/en/wp-includes/images/smilies/icon_cool.gif' alt='8)' class='wp-smiley' /> EU should provide grants and support for small local animal welfare<br />
associations and for development of animal protection on a local level<br />
in the new EU member states, where animal protection is on poor state.</span></p>
<p><span style="font-family: Arial">Currently small animal welfare associations are completely left out<br />
from country specific and EU level support. Information on EU animal<br />
welfare grants is very difficult to find from the Internet and the<br />
currently available EU-links lead to nothing concrete.</span></p>
<p><span style="font-family: Arial">Small local animal welfare associations have very limited resources to<br />
implement large scale projects (e.g. countryside development), that<br />
would enable EU-level financial support. For small associations it is<br />
nearly impossible to find proper sponsors from the corporate world.<br />
Also financial support from large international animal welfare<br />
organizations is out of reach for small associations.</span></p>
<p><span style="font-family: Arial">9) In the countries where the situation of animal welfare is<br />
particularly poor EU should sponsor, in close cooperation with local<br />
animal welfare associations, animal welfare related education at<br />
schools and collages e.g. in Romania, Bulgaria, Baltic countries and<br />
Spain. Alike young people should be encouraged to take responsibility<br />
on animals and participate as volunteers e.g. in local animal shelters.</span></p>
<p><span style="font-family: Arial">10) Currently in countries like Romania and Bulgaria the animal<br />
welfare matters are entirely left on the shoulders of small local<br />
associations. Due to this distorted situation many small associations<br />
with very limited resources are forced to work till exhaustion,<br />
sacrificing their personal lives and livelihood in order to help<br />
animals in need. These small associations in Romania and Bulgaria very<br />
often also run animal shelters and do they best in taking care of<br />
stray and abandoned dogs without any financial support from local<br />
authorities. These shelters are nearly always very primitive and the<br />
working conditions most challenging (e.g. Pro Animals Romania).</span></p>
<p><span style="font-family: Arial">Local authorities should allocate reasonable funds for small<br />
associations (e.g. in Romania and Bulgaria) for building sufficient<br />
animal shelters (for cats, dogs, horses, donkeys) and to hire staff.</span></p>
<p><span style="font-family: Arial">Now obtaining medical veterinary services is often a challenge for<br />
small or remote associations. EU should provide movable veterinary<br />
clinics that would cooperate with local animal welfare associations.<br />
These movable clinics would provide regularly service in remote or<br />
problem areas.</span></p>

<li><span style="font-family: Arial;">In April 2009, just before Easterr, we received a phone call from someone who had told us that in a village an old man has been taken care of around 11 dogs, but now he is very sick and he had been taken in hospital so that dogs remained all alone. The son of the owner went there&nbsp; at few days but he can&#8217;t feed all those dogs, who are also disturbing the neighbors. So, they asked us to take them away, but&nbsp; as our shelter has no free places, we must find a way.</span></li>

<li><span style="font-family: Arial;"><span style="color: rgb(0, 0, 255);"><span style="color: rgb(0, 0, 0);">In April 2009, we have been informed that a while he was just a puppy, a dog has been thrown into the basement of a block by some kids in January 2009 and left there. LIving in totally dark, only with rats, the </span></span></span><span style="font-family: Arial;"><span style="color: rgb(0, 0, 255);"><span style="color: rgb(0, 0, 0);">puppy&nbsp; </span></span>grew now and became scared of people, so any attempt of the inhabitants to take him out turned into failure. The people living there had been feeding him since months, as if he don&#8217;t receive food he </span><span style="font-family: Arial;">starts to bark and make noise during night.</span></li>

<p><span style="font-family: Arial;">But, whenever someone enters and tries to catch him, he hides in a very small hole, filled with pipes, that is impossible for any humane to enter. We have given him some sleeping pills but we had no luck as he hided in the same hole. So, now the only option to get him out is to find a trap-cage.</span></p>

<li><span style="font-family: Arial;">At the end of March 2009, a guardian of the company nearby shelter, who&#8217;s an animal lovers ad who has been raising some stray dogs, came at shelter complaining that his neighbor, who has a big courtyard and has 3 big german shepherd and around 7 common-breed dogs, don&#8217;t take care of them.The biggest problem is that the owner give only 1 bucket of food to all the dogs. Also, the fences are&nbsp; broke and they can get away and be a danger to other dogs and people. So, one evening this dogs caught one of the dogs that the guardian has been raised since he was a puppy, the second dog killed. We have tried to talked to owner, to take a better care and repair the fence, but also to neuter two of the females who were pregnant, but he doesn&#8217;t care.&nbsp; </span></li>

<li><span style="font-family: Arial;">In January 2009, we received a phone call from someone who informed us about a cat who was on the roof of a house for many days, not being able to go down. The man told us that they have been calling in different places &#8211; including to the City Hall &#8211; but no one answered positively. So, we decided to call the Firemen Institution&nbsp;, as in different places in the country involving animals&#8217; cases they helped. After few time, they went there and put a piece of wood for the cat to be able to go down when she wants to.</span></li>
</ul>
<ul>
<li><span style="font-family: Arial;">A lady called us in the middle of the night several times complaining that the municipal catchers caught the puppies she had near her block and when she tried to take them back, they aggressed her phisically. She said that she will depose a complaint to us and to the Police against the catchers for their behaviour. Although the catchers promised&nbsp;to bring the puppies to&nbsp; their shelter&nbsp;they didn&#8217;t, so we called their chief informing them about the scandal was&nbsp;about begin because&nbsp;of this, so they&nbsp;brought the puppies back to that woman.&nbsp;As we were expecting, that woman didn&#8217;t&nbsp;go anymore to Police and neither answer our calls anymoe, sign that she&nbsp;didn&#8217;t want to assume any responsabily for what she told and was afraid to go on with the compaints.&nbsp;&nbsp;&nbsp;</span></li>
</ul>

<p style="text-align: center;"><b>It is a good thing that people started to call in order to report an animal abuse case or other cases involving animals, but sometime we face&nbsp;three big problems that some people have no will to understand&nbsp;or&nbsp;to&nbsp;be aware of.&nbsp;</b></p>
<ol>
<li><span style="font-size: x-small;">One is that people imagine we are like they see&nbsp;on TV, on&nbsp;Animal Planet Channel, a huge team with tens of people,organized also&nbsp;in Emergency Units,&nbsp;&nbsp;and can go there at any hour of day or night. They just can&#8217;t understand that we are very few people involved in many activities for animal welfare and&nbsp;we do our best, but unfortunately time and financial resources are not enough for&nbsp;&nbsp;solving all the cases reported. </span></li>
<li><span style="font-size: x-small;">Two is that we, as animal protection organization, on the legally point of view, we can&#8217;t take any direct measures, we only can go at a place and notice, gather proofs of what&#8217;s happening, and afterwards ask the support of Police and Sanitary Veterinary Direction. Only together, we can make things change in better. </span></li>
<li><span style="font-size: x-small;">Third is that&nbsp; there are people, that although they call us to report a case, they refuse to state their name and depose any written complain to us or to Police. Although they witnessed they hide under false identities and don&#8217;t&nbsp; assume any responsability,not wanting to go further.&nbsp;They think it is enough to call and report,&nbsp;but&nbsp; unfortunately it isn&#8217;t, and sometime without their cooperation we can&#8217;t do anything. </span></li>

			<content:encoded><![CDATA[<p><span style="font-family: Verdana"><strong>Law no. 205/2004 modified and completed through law no.9/2008 concerning animals protection</strong></span></p>
<p><strong>Chapter 1. </strong></p>
<p><strong>General dispositions</strong></p>
<p><strong>Art.1- </strong>(1)This law stipulate necessary measures to assure conditions of life and welfare of the animals with or without owner.</p>
<p>(2) Managing of strays population from Romania is stipulated trough a special law.</p>
<p><strong>Art 2</strong> Trough this law, animals keeper means the owner, the person who is keeping with any available title and also any physical or juridical person in whom carrying is the animal. </p>
<p><strong>Art.3 </strong>The owners have the obligation to assure appliance of sanitary-veterinary norms and zoo-hygiene concerning sheltering , carrying , reproduction , protection and welfare of the animals.</p>
<p><strong>Art.4. </strong>The owners have the obligation to have a behavior without brutality against animals , to assure elementary conditions in the aim for which are raised, to not abandon them.</p>
<p><strong>Art.5. (1)</strong> The owners have the obligation to assure to the animals, function of their ethological needs: species , race, sex, age, and production category , the following:</p>
<p>           (a) an adequate shelter</p>
<p>           (b) enough food and water</p>
<p>           (c) enough possibility to move</p>
<p>           (d) carrying and attention</p>
<p>           (e) medical assistance</p>
<p>        </p>
<p>           <strong>(2) </strong>To the animals owners is prohibit to apply mal treatments and cruelties.</p>
<p><strong>Art.6. (1)</strong> <strong>Maltreatment</strong> means brutal behavior , abusing to use animals , supposing the animals to inutile efforts and not assure the conditions of article 5, paragraph (1)</p>
<p><strong>          (2) Cruelty against animals </strong>means:</p>
<p>           (a)killing of the animals , with intention</p>
<p>           (b) practicing the animals shooting on domestic or wild animals</p>
<p>           (c) organizing fights  between or with animals</p>
<p>           (d) using alive animals to train animals or control them the aggressive behavior</p>
<p>           (e) using animals for exhibitions , shows, advertising, making movies if these activities are making to suffer physical or psychological</p>
<p>           (f)  abandoning an animal of whom existence depends on humane care</p>
<p>           (g) administer substances to stimulate physical capacities of animals, whiling of sportive competitions</p>
<p>           (h) maltreating and torturing of animals</p>
<p>           (i)  surgical interventions to modify animal’s aspect : docking tail, cut of ears , nails and tooth</p>
<p>           (j) offering physical and psychological pain trough different ways</p>
<p>           (l) catching of animals trough another methods than the illegal ones</p>
<p>          (m) using of tranquilizer guns for another situation than to catch the animals          </p>
<p><strong>Art.6’ Abandon </strong>is to let an animal who is in charge of humane care and propriety , on public domain without food , shelter and medical treatment.</p>
<p><strong>Art.7    </strong>Animals used in experimental purpose must have specific protection norms , without make them to suffer.</p>
<p><strong>Art.7’ </strong>It is prohibitdogs, cats or other animals euthanasia , excepting animals with incurable maladies , saw by vets.</p>
<p><strong>Art 8.</strong> <strong>(1) </strong>National Sanitary- Veterinary Authority represents national authority in animals protection domain.</p>
<p><strong>           (2) </strong>Conditions ofkeeping, sheltering, caring of animals are establishing trough an Order of National Sanitary-Veterinary Direction President</p>
<p><strong>CHAPTER II </strong></p>
<p><strong>Conditions concerning animal’s keeping      </strong></p>
<p><strong>Art.9 (1)</strong> Animals owners can keep wild animals , conforming with law , only if they are authorized by Sanitary- Veterinary Direction of the county and also Bucharest.</p>
<p><strong>          (2) </strong>Conditions concerning keeping of wild animals are established trough an Order of Woods and Environment Minister to proposing of National Sanitary- Veterinary Authority</p>
<p><strong>          (3) </strong>Owners can keep wild animals for a determined period to take care and physical recover for the animals who are sick with National Sanitary- Veterinary Authority agree</p>
<p><strong>Art 10. (1) </strong>Animal’s owners have obligation to take care and treat in the right way an animal sick or hurt.</p>
<p>             <strong>(2) </strong>Sanitary- Veterinary Authority can allow slaughtering or killing of an animal sick or hurt to not suffer anymore physic or psychological in conditions established by an Order of National Sanitary-Veterinary Authority president</p>
<p>             <strong>(3)</strong> Provisions from paragraph (1) and paragraph (2) are not applying to the animals used in scientific purposes or another experimental purposes.</p>
<p><strong>Art 11. </strong>Animals owners who are selection an animal for reproducing have obligation to respect anatomical , behavior characteristics of race and species in that way that to not affect performance, health and welfare of the descendents.</p>
<p><strong>Art 12. </strong>Person who has a contribution in training of an animal have the obligation to use training ways that will not produce psychological or physical traumas and also not use methods which can affect animal health or welfare.</p>
<p><strong>CHAPTER III</strong></p>
<p><strong>Conditions concerning animals trade , animals transport and also using of them in advertising purpose, shows, exhibitions, competitions or other manifestations. </strong></p>
<p><strong>Art.13. </strong>National Sanitary- Veterinary Authoritybecause of animals protection reasonsor to protect animals species from territory of the country can improve some conditions , limit or prohibit import ,export, animals trade taking account the community norms</p>
<p><strong>Art 14. (1) </strong>Transporters have obligation to transport animals in adequate conditions , function of species, sex, age, production category to avoid hurting of physical/psychological tiring of the animals.</p>
<p><strong>            (2)</strong> Conditions concerning animals transport are establish to an order of National Sanitary-Veterinary Authority President.</p>
<p><strong>Art. 15. </strong>Animals can be used in advertising purpose , shows, exhibitions, competitions or another manifestations, only if:</p>
<p>a) the organizer assure conditions from art.5</p>
<p>b) health and welfare of animals is not put in danger.</p>
<p><strong>Art. 16.</strong> <strong>(1)</strong> Whiling competitions or in another occasions it is prohibit to be administered to the animals, substances or to be obligated trough some methods to increase or decrease natural level of their performances.</p>
<p><strong>              (2) </strong>Commission for organizing competitions will include obligatory a representative of animals protection association.</p>
<p><strong>CHAPTER IV</strong></p>
<p><strong>Surgeries </strong></p>
<p><strong>Art. 17. (1) </strong>The animals will be exposed to a surgery only in motivated cases</p>
<p><strong>              (2)</strong> Surgeries are made only with local anesthesia, by vets.</p>
<p>              <strong>(3) </strong>Surgeries which can produce suffer to animal must be made by vet</p>
<p><strong>Art.18. </strong>Exceptions from art 17, paragraph (2) in cases of animals used for scientific purposes or another experimental purposes , surgeries or other treatments can be made by another persons who have necessary qualify.</p>
<p><strong>CHAPTER V</strong></p>
<p><strong>Slaughter and killing of animals</strong></p>
<p><strong>Art.19. </strong>The animals must not suffer in case of slaughter or kill</p>
<p><strong>Art.20. </strong>Slaughtering or killing of animals will be made respecting legal provisions into force.</p>
<p><strong>Art. 21.</strong>Provisions of article 20 are not applying to the animals who because of some accidents or illness, must be slaughter or kill immediately</p>
<p><strong>CHAPTER VI</strong></p>
<p><strong>Using of animals in scientific or experimental purposes</strong></p>
<p><strong>Art.22.</strong> Animals can be used for scientific researches, producing of some medicines or biological products when the aim of activity can be developed trough another methods which not involve using of animals.</p>
<p><strong>CHAPTER VII</strong></p>
<p><strong>Sanctions </strong></p>
<p><strong>Art.23 (1) </strong>Are constituting contraventions the followingfacts:</p>
<p>             a) not respecting art 12 dispositions</p>
<p>             b) not respecting art. 5, paragraph (1) dispositions</p>
<p>             c) suppose an animal to maltreatments</p>
<p>             d) not respecting art.26, paragraph (3)</p>
<p>              e) suppose an animal to cruelties</p>
<p>             <strong>(1)’ </strong>Are constituting offencesthe following facts:</p>
<p>               a) keeping and trading of wild animals by physical or juridical persons not authorized , excepting of zoos   </p>
<p>               b)</p>
<p>               c) facts from art.6</p>
<p>               d) organizing battles between or with animals</p>
<p>               e) using alive animals to train another animals or control their aggress</p>
<p><strong>            (2) </strong>Contraventions from paragraph 1 are punish :</p>
<p>             a) that ones from letter a) with fine from 800lei ( almost 240 Euro) to 1000 lei ( almost 300 Euro)</p>
<p>             b) that ones from letter b) – e) with fine from 1000 lei (almost 300 Euro) to 1500 lei ( almost 450 Euro)</p>
<p><strong>             3)</strong> Offences from paragraph 1’ are punish :</p>
<p>               a) that ones from letter a) with prison from one month to one year or with penal fine from 500 lei ( almost 150 Euro ) to 10 000 ( almost 3000 Euro) and animals are being confiscated.</p>
<p>               b) that ones from letter b) with prison from 3 months to one year or with penal fine from 500 lei ( almost 150 Euro ) to 6000 lei (1800 Euro) and animals are being confiscated</p>
<p>               c) that ones from letter c) with prison from 6 months to 3 years or with penal fine from 1000 lei ( 300 Euro) to 10 000 (3000 Euro) and animal’s confiscate.</p>
<p>               d) that ones from letter e) with prison from 3 months to one year or with penal fine from 500 lei ( 150 Euro) to 2000 lei ( 600 Euro ) and animal’s confiscate.</p>
<p><strong>Art.24. </strong> In cases of accomplish for two times of facts from art.23 paragraph (1) lit (a) and (b) by the animal’s owner , besides contravention fine is applying animal’s confiscate. I this case , all animals will be sheltered in shelters which are functioning beside Local Councils for adoptions or to turn to account in law conditions.</p>
<p><strong>Art 24’.  </strong>In case of an offence finding out the Instance can dispose to owner prohibit to keep animals for a period of 5 years.</p>
<p><strong>Art.25. (1) </strong>Finding out contraventions and offences applying are made by persons empowered conforming with service attributions from National Sanitary- Veterinary Direction.</p>
<p>         </p>
<p><strong>              (2) </strong>The offender can pay in that moment or in 48 hours from date of proceedings signing , or after case, half of minimum fine preview at art. 23 paragraph (2) agent who wrote will mention this possibility in proceedings.</p>
<p><strong>              </strong></p>
<p><strong>CHAPTER VIII</strong></p>
<p><strong> Final dispositions </strong></p>
<p><strong>Art.26  (1) </strong>National Sanitary- Veterinary Authority , Administrative Reform and Intern Minister trough specialized institutions with animals protection organizations are supervising apply of this law.</p>
<p><strong>             (2) </strong>To accomplish provisions of this law , specialized persons conforming with their attributions from National Sanitary- Veterinary Authority and Interns Minister have access in buildings , shelters, and other places where are kept the animals and also they have the right to ask any information and necessary documents of control and take proofs for researches and laboratory analysis.</p>
<p><strong>            (3) </strong>In situation in which the place where are kept animals to the residence of owner, the access of persons from paragraph 2 in this space is made with owner agree. If the agreement not exist, the owner must proof that he is respecting article 5 dispositions.</p>
<p><strong>Art.26’ </strong>Methodological Norms to apply this law are approved in 60 days trough a common Order of Interns Minister and National Sanitary- Veterinary Authority with consulting of animals protection organizations representatives.  </p>
<p> <strong>Art.27</strong>. Orders from article 8, paragraph 2, article 9, paragraph 2, and article 14 paragraph 2 are disposed in six months from date of law publication in Official Monitor of Romania, Part. 1.</p>
<p><strong>Art.27’ (1) </strong>Radios and Romanian televisions are promoting programmes of animals protection.</p>
<p>              <strong>(2) </strong>Education Research and Young People Minister to civic education classes will promote actions of animals protection.</p>
<p><strong>Art 28. </strong>This law will come into force after 10 days since it is publish in Official Monitor of Romania, Part 1.</p>
