The "terrorist "catchers from Tg-Carbunesti

Many persons from Tg-Carbunesti are scared by the way in which are catch the strays from the city, for taking to the shelter. And not only… From the signals that we received, we noticed that the animals protection norms are missing , and they are appearing only on the paper. We tried to find how are the things, from point of view of the citizens.

We wanted to find the opinion of the persons who catch the dog and shelter them. We talk with Ms. Camelia Pavel, zootechnical engineer of Managin Service for catching of the stray dogs who told us: " It is not truth that we maltreat the dogs. No way. We are respecting the law. We are organizing actions of stray dogs catching after the received complaines. After we are catching the dogs, we are taking them to the vet where are vaccinated anti- rabies, de-worm, de-flea and after 14 days if they are not revendicated or adopted we are euthanising them. The euthanasia is maked thgrough an injection, and the dead-bodies are burned in a special place out of the city. About food, we are taking rests of bread and aliments from two schools quanteens. For a period we hadn’t persons who keep under surveillance the dogs, and the people came and let the dogs go out. Reffering of the catching of the dogs, it isn’t brutal one.

Under the protection of the anonimate, the people told us:

C.C.(man): "It is a terrible murder. Specially that were tens of killed dogs and burned on the crematory. I revendicated a dog, now few months. I payed the gipsy who was there (to the shelter). He promised me that he will not take anymore. I cared him and they killed him in three day. After three days if they are not revendicated, they kill them. They were talking a few children that the catchers hit the dogs in front of the schools. What is the education received by the children?"

P.M.(women): "It is incredible! Nowhere in the civilised world it is not happening something like this. To strangle him until he dye. What kind of people are they? They are animals more than the dogs."

C.N.(man): " What was happened monday in the morning (19 April) beside school, shocked me. A flayer caught the dog and other three hit him. And in front of the children. This kind of behaviour depress you."

P.A.(women): " Dogs are feeling the malicious of people. They are attacking only the persons who want to make evil.So, firstly they should to be good persons to ask this to the poor animals too. Anyway they are caught with cruelty . They must catch not like this,but in a civilised way. Arem maybe the people more animals than the dogs?"

B.N.(women): " We learn the pupils to school, from younger to love the animals. What kind of example give the comunity when they action with so much cruelty?"


 

In order to save them from death, Pro Animals wants to adopt the dogs from Tg- Carbunesti

The association Pro Animals expressed its intention to adopt about 40 dogs that were caught by the public service of the City Hall Tg-Carbunesti and who are about to be euthanasia in the next days, if they will not be claimed. The representative of the association, Mircea Serbanoiu, will make a written demand to the City Hall in order to give him all the dogs. The mayor of the locality, Cristian Toader Pasti, told that will give to Pro Animals not only the dogs from the kennel but also all the stray dogs from the city: "Although normally we ask a fee from those who claim their dogs, so that they will do not leave on the streets their dogs anymore, in this way we are willing to give them for free all the dogs from the city. We also pay them in order to come to catch them. And I’m telling this very seriously." The representatives of the association Pro Animals were two days ago at Tg-Carbunesti in order to see how it’s respected the law 227/2002 regarding the stray dogs’ administration. Mircea Serbanoiu says that he traced out many disorders, starting from the way of catching the dogs to what’s happening with them after they are killed. According to the law, says Serbanoiu, the euthanised dogs, must be cremated. Or, in Carbunesti, they are thrown into a dry well , that after was filled with corps, was covered with a sheet iron. The well is surrounded by a wire fence in order to hinder the access of the possible curious people. The animals’ lovers were also unsatisfied by the so-called shelters where the dogs are kept for 14 days. These are actually some "huts" surrounded with an wire fence and divided in five sectors from which one for the puppies. There are sheltered about 40 stray dogs "collected from the streets or abandoned by different persons in markets or fairs" as said the vet from Tg-Carbunesti, Ion Vasiloiu. "The catching methods , and the conditions in which are kept 14 days until euthanasia, but also the way of making the euthanasia are not in accordance with the law”, says Mircea Serbanoiu.. The dogs are caught with the wires on which are visible traces of blood, a sign that the animals are tortured. At the shelters those are fed with rests from a kindergarten or hospital and with bread taken from a bakery from the city. At the veterinary circuit there ‘s no cabinet adequate arranged. Also, there’s no special room for euthanasia. Mircea Serbanoiu noticed another paradox: "People from there sustain that in that 14 days while they are kept in the shelter,. They are deformed and neutered and then are euthanesed. This means they are mocking the public money, because the neutering must be done only if the dogs are let free"…….In Tg-Carbunesti there are also two other wells that will be used to throw the euthanised dogs. Pro Animals sustain that the animals’ rights are not respected in tg-Carbunesti. Taking into account the attitude of the mayor Cristian Toader Pasti of co-operate with the animal lovers, we are waiting to see what steps will be taken in this direction. Journalist- Corina Popa

The vet from Tg-Carbunesti don’t know to performe neuterings

Animals protection in Tg-Carbunesti is made only to the paper, is the conclusion of Pro Animals Association from Tg-Jiu and not only. Because of many citizens complains made for the international organizations for animals protection in Tg – Jiu came many foreign representatives to see the way in which the vet of the shelter is making his work. Carmena Serbanoiu president of Pro Animals Association told:" we hoped in a colaboration with local authorities , but didn’t happen this fact. We proposed free neutering of dogs from the municipality’s shelter to avoid spending the public money, but with all these we were refused. The Mayor Cristian Tudor Pasti, affirmed in a publuc way that we will be informed about the Flayers Service but it wasn’t so".Sunday 9 May 2004 , Carmena Serbanoiu was amazed about what she found to the dogs shelter:" Like in many turns we went to get dry food for the dogs. I saw that in the shelter were 6 females " neutered" . I asked the employees who " neutered" the females and we found that Vasiloiu the vet. From our informations he don’t know to neuter. The females situation was grave and we were shoked of the way in which was made the neutering: into a room with mess , without water, without instruments, and using like bandages, dirty shirts. Certainly the surgery was made without anaesthesia one of the employees telling that a few people hold the dogs. We noticed that not all the females which we filmed were in the shelter, sign that Vasilou killed them whiling his experiments".Pro Animals called many foreigners societies to go there, fact happened, on10 May 2004. The representatives and a German vet saw the grave and advanced way of infection to many females. Vasilouiu refused to show the way and room in which wre made the surgeries. A part from the pregnant females were took of the German organisations for examination. And so was found that the fenmales were cut, without be neutered to gave the impression that they were neutered. The foreigners organisations will make a raport to the Europeean Parliament . The President of TierhilfeAurora from Germany , Ute Langenkamp told:" It is incredible . Vasiloiu is a butcher. We are hoping that the authorities will make everything that Vasiloiu to be emprisoned. In Germany if someone made something like this , he is emprison immediately." From Swiss the representative of United Nations , Geneva, Nicole Fowler, wrote:" I ewas informed about the tragedy of strays from Tg-Carbunesti . After how I know, the dogs are let without water or medical treatment and killed. Trough the " Neuter and RETURN" programme which is a civilised and humane method you will respect the personalities who invested money in your town for exampling Ducs of Luxembourg who I kno that it is preocupate about animals protection" The Mayor, Cristian Tudor Pasti, told that everything is runing in line with law and will make researhes and the guilty persons will be punished." Hundreds of stray dogs died after they were neutered whithout anaesthesia

The managing Service of strays from Tg- Carbunesti, neutered the strays from the kennel whithout anaesthesia. Pro Animals representatives tell that many dogs died. They are soustaining that the dogs were throw in a place and let there. Six dogs were found by the Foundation members who took them in their care. Pro Animals announced another two organisations from Germany. The president of Ute Langhenkamp Foundation, Tirhilfe Aurora, was stupefied about the way in which was developped the neuter action: " It is incredible. Is owful that it is happening something like this. It’s like in the primitive time. Vasiloiu is a real butcher. I will make this public in germany press and also in the international one. I think that the Govern is guilty because don’t take the right measures. To us in Germany, if a doctor made something like this it was imediatley arrested for many years and he didn’t practiced ever.When I’m seeing all these, I m asking what looking Romania to adhere in Europeean Union? " Vasiloiu the vet told that he don’t know to make a neuter surgery. The international organizations demand the arresting of the vet – butcher from Tg-Carbunesti.

* The vet from Tg-Carbunesti performs surgeries to females ‘without anesthetic", simulating their neutering only for collecting money from the local budget.
* Trying to save the infected females , a vet from Germany reopened the surgeries and found out that " the animals hadn’t been neutered, the ovaries and the uterus hadn’t been extirpated , and were only cut and sewed back in order to give the impression that they’ve been neutered and for obtaining money from the local budget"
* "What is Romania doing in European Union?" are asking again tens of European citizens terrified by the " savageness with which Romanians are trying to solve the stray dogs’ problem."
* The local and the county authorities promised that they will stop to catch and neuter the dogs until the situation is cleared up.
" I think is unbelievable that a human being do something like this. I’m amazed that the authorities do not punish Vasiloiu and not even the people are doing this. The surgery looks very bad and the wounds are infected. I will open them and see what he did, if he pulled out the uterus and ovaries ,to see what surgical thread did he use…. I wonder what kind of instruments did he use. The infection is very big. If they had stayed in the shelter just one more day , they would sure have died." Said Ines Leeuw, vet – E.T.N. The intimation concerning the tortures to which are submitted the animals from Tg-Carbunesti started from Pro Animals’ representatives. Here’s what declared one of these, Mircea Serbanoiu:" We go there regularly in order to bring dry food to the dogs. On 9th of May 2004 we found out with stupor that there were 6 neutered females". I asked the staff of the service who "performed the surgeries" and we were told that the vet Vasiloiu. We had information that he does not know to neuter females. The state of the animals was very grave and shocked us , especially, the way that had been done the surgery: in a workshop with a lot of misery, without water, without adequate instruments, using dirty cloths instead of dressings etc. The surgery was done without anesthetic, one of the employees of the service declared that several people kept on each dog."
Finding out these illegalities , Pro Animals appealed to foreign societies in order to go together to Carbunesti. These arrived here on 10th of May, together with a vet from Germany, who found out the advanced state of infection of the so-called neutering made by this Vasiloiu. The Germans filmed and photographed the grave state of the females , the workshop where were performed the "surgeries", the clothes used as dressings and the existent conditions of that shelter.The foreign foundations wanted to neuter for free all the dogs from the area.

In front of those from Pro Animals and of the camera, the vet Vasiloiu admitted that he does not know to neuter females , but he tried. The German vets succeeded to saved some of the females neutered by Vasiloiu, but one of these died on the surgery table, because of the infection. Mircea Serbanoiu, Pro Animals ‘ representatives, , who brings food almost daily to the dogs from the shelter of Carbunesti, says that other females disappeared and is almost certain that these died on the surgery table of the vet Vasiloiu, to whom it should be withdrawn the license. Carbunesti city is now in the attention of the animals’ protection organizations from all over the world. " It’s unbelievable. It’s outrageous that it can happens something like this. It’s like in Stone Age. Vasiloiu is like a butcher. When you are looking to him , he seems a normal man. We hope that the authorities will do something with him, that they will put him in jail for what he had done. I will make public in the german and international press what’s happening in Tg – Carbunesti." said Ute Langemkamp, presidentof "Tierhilfe Aurora", Germany.
She says that it is important that all the dogs be neutered , as this is the only way to decrease their number. Mircea Serbanoiu proposed to the local authorities to neuter for free the dogs from the Carbunesti shelter in order to avoid the consume of public money but, with all the insistences, he was refused. Pro Animals will make an intimation to the Court of Accounts, concerning the way that the public money reaches in Vasiloiu pocket." Tg-Carbunesti renounced slaughtering the stray dogs.
An English foundation will provide free neutering for the stray dogs and for the dogs with owner, in the following 10 years.

Tg-Carbunesti is the first locality from Gorj where the problem of the stray dogs will be solved in a civilized way, renouncing at exterminating the animals. The mayor of the locality, Cristian Toader Pasti, signed a protocol with two foundations specialized in animals’ protection, and from 16th of September will begin the program " Neuter and Return". An advantageous program on many plans, taking into account that the animals will not be killed anymore, but only neutered, their number will decrease year by year on natural way, the dogs will be less aggressive, and the costs will not be supported by the local council, but by the partner organizations. The two organizations with which the city hall from Carbunesti will co-operate in the next 10 years are The Foundation for Stray Dogs’ Protection from Great Britain and the Association "Pro Animals", Tg-Jiu.The city hall from Carbunesti has already distributed tens of brochures in order to explain the inhabitans how important is to get involved in this program. They are urged to bring their dogs on 20th-21th of September at the shelter, to be neutered for free.
The program has two stages. The first stage is to catch, vaccinate, neuter and returning all the stray dogs from Carbunesti city. The second stage of the program consists in neutering for free all the dogs( with an accent on females) with owners from Carbunesti and the surrounding villages. The mayor Toader Pasti is convinced that this campaign will have success: "On 16th of September, in our city will come the representatives of the English foundation with a mobile clinic. They will stay here for two weeks, and will neuter for free the stray dogs and also will train our people for this. We signed a contract with a young vet from Barbatesti, willing to learn from the English people how are made this kind of surgeries. He will form a team , with whom will be working in the next ten years. The protocol is closed on 10 years and the English people will come every six months."
It was proven that the extermination of the stray dogs is not solving the problem.The inhabitants from Carbunesti are receiving informative brochures, explaining them the advantage of the program. The first several hundreds of brochure had already been distributed." Other several hundreds of brochures will be given to the schoolboys in the first day of school. The children are the best friends of the animals and I think that they will have the power to persuade their parents about the necessity of neutering the dogs" said the mayor Cristian Toader. Here are some information presented in the brochure, in order to persuade the people from Carbunesti to bring their dogs to be neutered. " It was statistically proven that the extermination of the stray dogs (by poisoning, shooting etc) is an inefficient method of reducing the canine population on long term, and the extermination campaigns adopted in Romania but also in some European countries had no result. For example, in one town from Southern India, 8000 dogs per annum were poisoned for 12 years without reducing the stray dogs population at all. The same in Istanbul, where much more dogs are and were poisoned every year without any success. If only one females escapes from being killed, she and her offspring can breed up to 67.000 puppies in 6 years. For this reason, the World Health Organization and the World Society for the Protection of the Animals adopted a policy of "Neuter and Release" which solve the problem in totality , although, for this program to succeed, the dogs must be tolerated on the streets more 3-5 years" .This organizations state that " Removal and killing of dogs should never be considered as the most effective way of dealing with a problem of surplus dogs in the community: it has no effect whatsoever on the root cause of the problem" and that " In the long term, control by reproduction is by far the most effective strategy of dog population management." The costs will be supported by the English foundation .According to those who initiated the program, this is good for the citizens, for the dogs , but also for the city hall’s budget, which will save important amounts of money. According to Mircea Serbanoiu, "Pro Animals" representative, it’s about an " efficient, humane and legal" program which will solve the stray dogs’ problem in Carbunesti. " We hope that other mayors will understand also that this is the only viable solution of reducing the stray animals’ number, with low costs from the public funds. The expenses from the local budget are reduced with 80-85 %" said Serbanoiu. The neutered dogs are better and more affectionate. Neutering a female dog eliminates its heat cycle, which can last twenty-one days, twice a year; females in heat show nervous behavior, and attract unwanted male animals forming packs. Neutered dogs are less aggressive than those unaltered which have more behavior and temperament problem. It’s better for the dogs, because the neutering provide them a healthier life. It’s better for the community, as state those who initiated the program because: communities spend millions to control and eliminate the stray dogs. Irresponsible breeding contributes to the problem of dog bites and attacks. The first city from Gorj where are respected the laws for animals’ protection .The program from Carbunesti is in concordance with the national and international legislation. Is the first locality where is applied this kind of program, because the mayor Toader Pasti understood that the problem of the stray dogs can be solved by respecting the law, the feelings of the animal’ lovers but also without much money. Several months ago, right before the local elections, the city hall from Carbunesti had been involved in a scandal because of the primitive way used to catch and kill the stray dogs. Those from Pro Animals heard about this and presented the situation in front of people from the entire world, and the city hall from the locality was assailed by protests from all corners of the world. With the help of Pro Animals, the mayor Cristian Toader was contacted by the English foundation , which will support the city hall in order to solve the problem, in the way that is done in the countries from European Union. The Mayor from Tg- Carbunesti, get free the city from stray dogs

The Mayor Cristian Tudor Pasti, succedeed for his city what didn’t do another Mayor from Gorj County, To Tg- Carbunesti came for 2 weeks the represenatives of a english foundation, which with their money want to get free the Mayor of the strays from the city.

The foreigners would do so much things for Romania, but they are finding very difficult serious persons. I showed them that in Tg-Carbunesti can talk with a serious mayor and after the foreigners convinced themselves we decided to collaborate tell Pasti.Helps of the Mayor are Romanian vets who are working for a stray dogs foundation. The vets passed until now through a few cities from Romania, and until to the end of the month they will stay in Tg-Carbunesti. They can be found to the animals market . Here was installed a tent in which the dogs are care in the cages on the period after the surgery . Catching of the animals is made without hurt of the animals.

Over than 100 dogs were neutered allready

The neutering surgery is made in an ambulance of the foundation. The vet has here all that is need for surgery quickly and efficient without the animal suffer. Radu Stoicescu, was operating yesterday the hundred dog since he came to Tg- Carbunesti " The result of our work will be the reducing of stray dogs. We are bringing here an European "air". Than we catch and kill them eventually with a stick on their heads , we are actioning and we let them in live , only we are interrupting the reproduction phenomenon. Pro Animals

In spite of the old mentahlity of many Mayors, Animals protection association " Pro Animals" from Tg-Jiu, is performing slowly to convince the people that is very important to be respected animals rights. With one foreign foundation support performed to improve at Tg-Carbunesti a managing program of strays, really European.

Locals from Bumbesti-Jiu are poisoning stray dogs

Many locals of the city are sustaining that the City Hall is involve in this activity

Every day , to Bumbesti-Jiu are poisoning dogs. The signals concerning poisoning of strays are send by the citizens to Animals Protection Association Pro Animals from Tg-Jiu. The citizens are thinking that is a City Hall action , but the Mayor Stanculete denied any involvement. More, he expressed his disponibility to cooperate with Pro Animals for solving the strays problem according with the law concerning animals protection , like in Tg-Carbunesti.

Stray dogs from Bumbesti-Jiu are poisoning by different persons whiling the day but especially in the night. Pro Animals Association but also the citizens of the city are revolting about what is happening with this dogs, and a few locals tell that the Mayor knows about what is happening. But the Mayor denied any involvement. " I have not any connection with this, I didn’t kill any dog but I know that were this kind of actions. Didn’ t happen for long time , but in one of the mornings when I came to the work I saw one dead in front of the City Hall." Pro Animals Association received from many citizens complaines about someone are killing their dogs with poisoning substances. One of the citizens, told:" I had a dog , who I raised him , he sit here in front of the block . They came, throw something, because in the second day I found him dead. Now a month they collected in the morning with the barrows." The locals tell that from many times under their eyes are killed the strays. Pro Animals representative took one of dead bodies to make him analysis to find what kind of substances were used.

The Mayor make an appeal that strays for not being killed

Bumbesti -Jiu has many strays but also because are bring here dogs from another localities.Mayor Stanculete sustain that he will make an appeal that this dogs to not be killed anymore because according with the law is an offence and who is caught and make this will be punished. Stanculete was opening to solve the situation and find a solution together with Pro Animals Association. The Mayor asked the support of Pro Animals Association , who saw like a posibility for the moment the neutering and returning of them in community.Trough this is hoping to solve the problem because all the people to be happy and killing of dogs to not be practiced. A Turkish doctor neutered tens of pregnant dog females from Tg-Jiu

A Turkish doctor was yesterday in Tg-Jiu to neuter the pregnant females from the city shelter. The doctor Erkut Goren came, to the representatives of Pro Animals initiative with a mobile clinic and with all necessary tools for this kind of surgeries. Also, the doctor is involved in the programme from Tg-Carbunesti of neutering the strays . The programme with external founds is developing for a period of 10 years in Tg-Carbunesti, period in which once of 6 months the medical team returned in town for reluating the action. Tg-Carbunesti is the

first where is runing such kimd of programme and the neutering surgery made by the Turkish doctor is unique in Romania. The females are anaesthesiated , neutered and then keep under surveillance . The surgery is a faster one and efficiently without the animal to suffer. After this , females are returning in territory. The methos is a gentle one for the animals and can not be compare with the barbarity actions of the municipality’s catchers. Stray Dogs Hunting in Matasari,

A real hunting match happened last Saturday on the streets of Matasari village. Not fewer than 8 hunters fixed as a target the stray dogs and started chasing them. In this way the local authorities decided to solve the stray dogs problem. The stray dogs’ hunters were helped also by the people who received social help and some employees of CNLO, who, armed with shovels and clubs, chased the stray dogs from the blocks to the hill in order to forward them towards the guns. On the hill were many childrens, who were playing, when the dogs were chased and bitten, the childrens were witness to this horror scenes : animals chased , bitten with shovels, clubs and stones by some people with a fierceness that one can rarely see. At this action participated also a part of the inhabitants. The reprezentative of the association for animals’ protection from Tg-Jiu tried to stop the stray dogs slaughter. The inhabitants and the hunters were irritated by their presence, making them various obscenes signs. The animal lovers say that many laws were not respected.

"Stray dogs’ hunting in Matasari"

"On Saturday morning, at Matasari, will be organized an action of shooting the stray dogs". It was just a rumor, but this didn’t stop Pro Animals’ representatives to go to Matasari at the first hours of the morning, together with a group of journalists. Around 7 a.m. we were already watching, waiting the hunters to come. Tens of dogs could be seen wandering the village. "Indeed, they are many" Pro Animals’ representative, Mircea Serbanoiu, tells us, but that’s why a service for stray dogs’ administration must be developed in Matasari. "Unfortunately, I can immediately tell you that the animals will be savagely hunted. The law that settles how the stray dogs must be caught will not be respected. I’m saying this because it is the third year that stray dogs’ huntings are organized at the beginning of February in Matasari. Instead of taking measures to stop increasing the stray dogs’ number, they prefer to organize this savage hunting once a year. For them it is easier, but what is happening here is not only inhumane but it is also illegal "tells us M. Serbanoiu .Indeed, as the sun rose, the first moves were made. In front of the city hall were gathered several tens of people with shovels in their hands. One could see on their faces that they were people who benefit of the Law 416 (regarding the minimum guaranteed income). After half an hour they grouped into little groups and spread between the blocks. We were bored watching them leaning upon the shovels so we went to the quarry, where we knew that many dogs were present. On the road we saw children that were hiding their dogs in the blocks. These were the first signs that the rumor was true. "They come to shoot the dogs, but I’m hiding this one because it’s mine. I raised him since it was little" a child told us. It was 9 a.m. when we heard the first shootings. We climbed on a coal halt and we saw the group of 8-10 hunters making the first victims. Several miners were hitting with clubs the poor dogs, in order to forward them towards the hunters. Those were shooting with cold blood, despite the fact that Pro Animals’ representatives arrived less then 50 meters from them. They were even snarling with satisfaction on the camera, as a sign that this action was more then a service duty for them. It was a pleasure for them to shoot the dogs, and the suffering of the animal lovers amused them a lot. Unfortunately, we lost track of the hunters. We started then to pursue the tractor with the trailer, where the killed dogs were thrown. The tractor’s driver wanted to show us how "cool" he was and started following us with the tractor.

We went again between the blocks to see what’s happening. "Poc! Poc!Poc!" was practicing a beneficiary of the social help, pointing the shovel’s tail towards the dogs gathered near him. "Look at him, it seems he knows he will die today! "was saying another. We realized that the action will go on, although for a while we thought that the hunters came to kill only the dogs from the quarry. We asked people if they know something about the dogs’ shooting, but they said they had no idea, that the city hall used them to dig ditches. To convince us one even started to dig a pit in front of a block. " Ha, ha, ha, we cheated them !" we heard after leaving, but we didn’t care anymore because our attention was attracted by the hunters who were passing slowly besides us, with the shotguns on the shoulders. An image from western movies. The hunters crossed the blocks zone and arrived on the ploughland behind the blocks, and the chasers from 416 received the sign to act. They started hitting the dogs with shovels and clubs, to remove them from the blocks. Pro Animals representatives, caught up in the middle, were driving away the dogs back to the blocks, irritating the hunters.

It was an action crowned with "success"
Matasari village has now tens of dogs less, which means from the authorities’ point of view, that it was a success. Pro Animals’ representatives wanted to find out what is the legal base for organizing a dogs’ hunting in the village, not far away from its center. The vice-mayor directed us towards the Police. "They have there a file where the legal base is written. We have it also but the mayor has it in his drawer, but he is out for other business." Said and done! We went to the Police where we saw that the County Association of Hunters (AJVPS) of Gorj gave its agreement to organize this action, according to the law, but without saying which law. The stray dogs’ eradication became a frequent practice in the cities where their number increased considerably in the last years. Last week, AJVPS Gorj leadership announced that they will organize huntings with the support of the local authorities in order to forestall the destruction of some species of birds and animals from Gorj forests which are preys for the stray dogs. This kind of hunting took place on Saturday, but not into a forest from the county, but in a small mining company where tens of dogs were shot under the eyes of the inhabitants. According to the association for animals protection "Pro Animals", the stray dogs ‘ hunting from Matasari was organized by the city hall, after were received some intimations from some inhabitans and from doctors who treated the persons bitten by dogs.

The association for animals’ Pro Animals, run by Mircea and Carmena Serbanoiu, received the information about this hunting. " It wasn’t nothing new, because last year, in the same day and the same month, the dogs were shot in the same way, this have been happening for the last three years" declared the president of the association. He said he filmed the entire action which was supervised by policemen and which was finished by the hunters from the Hunters Association Gorj and by the people who benefit by the social help. M.Serbanoiu say he tried to convince the stray dogs’ killers to stop the slaughter, but they refused, saying that the hunting was done in legal conditions. Serbanoiu declared that at the local Police was a file containig 6 demands of some inhabitants, but curiously, all were dated from 03.12.2003 and were written by the same person, only the signatures were different. In the demands were asking "to annihilate the dogs’ packs which affects the health and the households" so the city hall asked AJVPS Gorj help to organize the hunting.

The association for animals’ protection Pro Animals protests not only for killing the dogs but also for the permits given by the AJVPS to organize this kind of hunting in a populated area. " According to the Law 103, AJVPS has the right to organize huntings only on the hunting fund, imagine what could have happened if the bullets had hitted people or the childrens who were behind the blocks" said M. Serbanoiu. He told that poor people, who benefit of the social help, chased the dogs and brought them behind the blocks from Matasri in order to give a job to do to the hunters. " They tried to hide from us when they saw us, they hided the guns from us, they even bantered us saying that they are hunting monkeys. At the end of the hunting, tens on dogs were loaded into a trailer and probably thrown into a halt and burried into the ground" says Pro Animals’ reprezentative. Dog is not a hunting specia

Tens of strays were shot to the last week end in Matasari city, between blocks like the representatives of Pro Animals Association are sustaining. The hunting was organised of the Hunters and Fishers Association Tg-JIU.

It was legal the hunting of strays from Matasari?

Of corse that it was legal, it was made to the authorities asking , and the orders were stricts, the hunters must respect the distance of 200 meters for the localities.

Mr President, the images filmed there, shows that the animals were shot back on the blocks and wasn’t any wood there.

If was make in another way without to respect the legal norms the people who made this will pay because they do it themselves and I will not respond for this. I don’t know anythinf about this. But , I repet and I’m knowing that the asking was made by the Locala Council from Matasari and The City Hall too.

How many hunters participated and who is paying them?

I don’t know the number , but they are nort employees of the Hunters and Fishers Association, they are members with hunting licence. Pyment is made by the institution which ask it.

We talked with the secretary of Hunters and Fishers Association, Gorj ,Florian Porojnicu who gave the authorisation for strays from Matasari. We asked him about the money received for the action.

Nobody pay anything , we actioned on the hunting fond , more than 200 meters from the locality, like it is legal .

Of what distance from the blocks of Matasari it is the first wood?

I don’t know the places . I told to the hunters to not came in localities.

I wasn’ there but I told them to respect the law. If they walk on the locality with guns without to shot is anything else.

The slaughter from Matasari roused a wave of protests in the whole world

* The actress Brigitte Bardot asks the European Union to refuse Romania integration in 2007.
* The foreigners accuse us of savageness and say that they will boycot the turism in our country
* The prefect, Toni Grebla, started an investigation, in order to find out if the law was respected in Matasari.

The stray dogs’ hunting, organized on 7th of February, in Matasari village, provoked reactions in the entire world. The animal lovers, but also simple people, were shocked by the primitiveness with which is solved the real problem of the big number of stray dogs from Romania. "Impact in Gorj" presented you, at lenght, the dogs’ hunting organized by the authorities from this locality, the way that the people who benefit of the social help were put to chase the animals from the blocks, hitting them with shovels, clubs and stones. Behind the blocks were waiting around 10-12 hunters, who were shooting the dogs, and afterwards other inhabitans were coming, were collecting the corps into sacks and were throwing them in a trailer. The leadership of the County Association of Hunters and Fishermen ( AJVPS Gorj) gave declarations later on denying the things related in the press, telling that the animals had been shot in the ‘hunting area’ . We know that this is a lie because we were there and pursued all that happened during many hours. We present you next, some of the protests sent from the entire world to the local authorities. You will see how the foreigners accuse us of savageness, and maybe they are right, as long as they looked willing to support us financially to solve this problem in a civilized way, but they were refused. Among the protests received is also the one from the actress from France, Brigitte Bardot, who hopes that the European Union will punish Romania by refusing its integration in 2007. " The mayor of Matasari – Gorj is a disgrace for his country, because he encourages the savageness and he is not worthy of being considered a human being.." This was the message that the actress Brigitte Bardot transmitted in a letter to the mayor, Gheorghe Gaspar. " With my heart stirred up and with my eyes full of tears I remind you that there are modern methods to stop the community dogs’ multiplication". Several protests were received also by the Gorj Prefecture. " After I read it, I contacted the Police of Gorj and ordered to start an investigation. We must see if the disposal of the mayor of Matasari was legal" declared the prefect of Gorj, Toni Grebla. Lies in official papers !

In order to justfy the dogs’ hunting from Matasari, the director of DSV is making up a rabies area. More then 100 stray dogs were shot in February this year, in the dead of daylight, at several meters behind the blocks. According to the documents to which we had access at that time, the action took place as a response to the some citizens’ demands, who were complaining of dog bite. But the law does not allow to hunt stray dogs. After what hundreds of foreigners and international organizations for animals’ protection asked the investigation of those responsible for the animals’ massacre, the leadership of DSV Gorj is trying to cover itself with documents. DSV Gorj affirms now that there was a fox rabies area and the massacre of the dogs was necessary to prevent the spreading of the disease. Other documents of the institution show that the director of DSV, Ana Telescu, lied her superiors, as the analyses made in 2003 and even in the year when the hunting took place, show that the are was not contaminated with rabies .

The representative of Pro Animals from Tg-Jiu, addressed, in February this year, a memorial to the Ministry of Agriculture, Food and Forests in which they were informing that, on the basis of a demand came from DSV Gorj, in 7th of February, a hunting took place in Matasari, where dozens of dogs were shot. The Ministry asked DSV to give explanations and, at the begining of March this year, the director Ana Telescu justifies the massacre of the dogs through the presence of a fox rabies area. " We are mentioning that Matasari was considered a rabies area, in the year 2003 being diagnosed a fox rabies are in the forest, and the organization of this hunting action can be considered legal…" it is shown in an address submitted to the Ministry, signed by Ana Telescu. The thruth is the other way round. In the year 2003, to which Ana Telescu is referring, the analyses of DSV Matasri indicate the extinction of the disease. So, through the sanitary-veterinary act of extinction of the rabies from 21th of January 2003, is clearly uttered at the conclusions concerning the absence of the disease in this area :"There were no pointed out any new cases, the period from the last case being of 90 days." There are no other documents who show the reappearance of the disease in the area. The vets from DSV Gorj confirms that the hunting was illegal. " The organization of this hunting can’t be considered legal , as in Matasari, in the years 2003 and 2004, there wasn’t diagnosed any case of rabies. If by any chance had been confirmed the disease at the fox in the forest area, the measures of the disease extinction do not stipulate the killing of the domestic animals through hunting, especially in the locality." declared one of the vets from DSV Gorj. The same opinion is shared by some of the employees of the direction who consider that the director Ana Telescu is guilty of forgery when issued the documents to the Ministry.

Pro Animals addressed itself to the European Court.

Further more, the sanitary veterinary legislation, stipulates that the sick animals are immunized against the disease, not killed. The representative of the Association Pro Animals, Mircea Serbanoiu, says that he appealed even to the Romanian Government regarding the massacre from Matasari and that the reply from the Government was uttering the same thing as Ana Telescu communicated to the Ministry. Against the director of DVS Gorj, Ana Telescu, was deposed a complaint to the Parquet Tg-Jiu for abuse in service against the person interests, abuse in service for rights constaint, forgery and use of forgery and communication of false information. The representative of the association says that, if the investigations will not have the expected results, he will make an appeal to the European Court. In fact, a memorial about this has already arrived to Strasburg. The association for animals’ protection from Tg-Jiu is affiliated with the international ones and, after presenting the massacre of Matasari, many organizations reacted towards what happened in Gorj." It was not respected the European Convention, signed in 2003, concerning the animals’ protection between our country and European Union." declared Mircea Serbanoiu. Incompetence and intolerance!
The Director of DSV Gorj, Ana Telescu, is invoking in her defence already abrogated laws.

We were presenting you in the previous number the way in which the leader of an institution understands to cover the mistakes from the professional activity by wrong informing the people who hired her and gave her their trust for the position which she occupies. After lying the Romanian Government, the Ministry of Agriculture, Food and Forests, the prefect of the county and the international organizations for animals’ protection, the director of DSV Gorj, Ana Telescu, tried also to trick the journalists by invoking in her defence abrogated laws. The prefect, Mugurel Surupaceanu, will dispose a control at DSV Gorj and says that he will suggest to the Ministry measures of sanctioning the director Ana Telescu.

After she forged an official act which produced juridical effects , being caught red-handed by the judges, but saved from the prison by the prosecutor , Gheorghe Roibu, the director Ana Telescu, is lying shameless her superiors who invested her in this position, the Romanian Government and all the other authorities of the state which asked her some explanations in order to clear up the situation. "Impact in Gorj" presented in the previous number the way that the director of DSV Gorj, Ana Telescu, issued official documents which didn’t have any real support. She drew up an act through which she was assuring the Ministry of Agriculture, Food and Forests that there was a fox rabies area discovered in Matasari, so on this reason DSV Gorj disposed to be organized a hunting in the locality in order to stop the spreading of the disease. Other documents showed that in this area the disease does no longer exists since 2003. The hunting of tens of dogs from Matasari took place in February 2004, and the fox rabies area was discovered in 2002 also in the forest area. Since then there were no new contamination in that locality. Ana Telescu admits that there were no new rabies area discovered in the following years , but she affirms that the law helped her to organize that hunting.Telescu has no knowledge of the law after which she is functioning

Yesterday we received a fax from Ana Telescu, containing the law which inspired her to make legal the dogs’ massacre from Matasari. So, a part of the law 60/1974 was sent by fax from DSV to our newspaper address with the mention " for study….". In one of the law’s articles is stipulated:" Art.1: It is considered a rabies area a territory which has a surface of at least 30 km around the location ( locality, forest) where in the last two years was signaled the appearance of rabies cases or where there is the probability of contamination with the disease at domestic and wild animals but also at man." And because it was given to us for study, we checked the normative act. We concluded the fact that the Ministry of Agriculture, Food and Forests didn’t make the best choice when named Ana telescu in this position. The law invoked by the leader of a public institution, paid with public money, does no longer exists. Through the Ordinance number 42 from 29th of January 2004, regarding the organizing of the veterinary activity, published in "Monitorul Oficial" number 94 from 31st of January 2004, the Law 60/1974 ( the one invoked by Telescu)was abrogated. Here’s what the article 62 from the Ordinance is saying:" at the date of entering in vigor the present ordinance it is abrogated the Sanitary Veterinary Law number 60/1974 republished in the "Monitorul Oficial" of Romania, Part I, number 626 from 2nd September 2003, with the changes and further completions , and also with any other contrary dispositions". The ordinance is signed by the first minister, Adrian Nastase, and the Minister of Agriculture, Forests, Waters and Environment, Petre Daea, Secretary of State. In conclusion, the director invoked in her defence a law which does no longer exists, but which she recommends us to study. In turn, we recommend, to the director Ana Telescu, to study this ordinance especially because this one is regarding the organization of the veterinary activity. It’s outrageous for a director not to have knowledge of the law after which functions the institution she runs. This fact was commented also by the prefect, Mugurel Surupaceanu, who is determined to start a control at the institution managed by Ana Telescu." I think that it is a mistake that the leader of a public institution has no knowledge of the legislation, referring to abrogated normative acts in official documents." declared the prefect. It is to be noted that in the documents addressed to the ministry, Ana Telescu, invokes the abrogated law. In March 2004, the director of DSV Gorj is sending an address to MAAPM where she is writing: "………the organization of this hunting action can be considered legal according to the Sanitary Veterinary Law 60/1974, art.7-8-9, which establish the necessary measures for preventing the rabies".
Shame on the director Telescu, the law wasn’t anymore in function, and the new normative act does not stipulate measures for massacring the animals by organizing hunting, what means that the hunting was illegal.
The prefect, Mugurel Surupaceranu, says that , lately, he received many signals from the employees of DSV and that, in the next period, he will check up all the aspects and will propose to the Ministry measures to sanction , Ana Telescu. Journalist- Gabriela Mladin

 

 

Director of Sanitary- Veterinary Direction Gorj , protected by the prim-procurator Gheorghe Roibu

Gheorge Roibu prim- procurator who is accused for many persons that he is protecting persons with fonctions who are researched penal, has a new friend, Ana Telescu director of Sanitary-Veterinary Direction Gorj.

Against the director, Ana Telescu was started an action for penal research for commiting the fals offence. Being a public functionaire , Ana Telescu must be suspended from the function. This measure will be adopted of the Gorj prefect.

The representative of the association affirms that the director of the Veterinary Sanitary Direction Gorj ( DSV) committed an abuse, as there’s no legal background of sanction. As a response to the intimations made by the Association "Pro Animals" to the international organizations , concerning the situation found at the stray dogs’ administration from Tg-Carbunesti, but also the penal intimation against the leadership of DSV Gorj regarding the declaration of a rabies’ area in Matasari in order to cover the dogs’ massacre in this locality, Ana Telescu disposed to sanction the association with fine. The control was disposed immediately after Ana Telescu left the office of the prefect, Mugurel Surupaceanu, says the representative of the association "Pro Animals", Mircea Serbanoiu who considers that director wanted only to revenge for the complaints made by the organization. About 10 days ago, Ana Telescu was called by the prefect, as there appeared a lot of complaints on her name.
The prefect wanted to see if the complaints were true, but right after she left the office, she disposed to be sanctioned those who are causing her problems. The Association "Pro Animals" consider that the director of DSV Gorj registered another abuse in her professional activity." Our association is not obliged to respect the Law 227/2002 because this one is referring to the Services for stray dogs’ administration. The fact that in the finding note is told that that place is the property of the Tg-Jiu City Hall and it’s not sanitary -veterinary authorized demonstrates that the shelter does not belong to the association Pro Animals and this would have to be authorized in 2001, when it was built, and our association can’t authorize it a long as it doesn’t own it, " says Mircea Serbanoiu Further more, Pro Animals does not administrates dogs, but makes voluntary work for animals and it’s not obliged to individualize the neutered dogs or to keep evidence of the neutering or to the vaccination as long as it does not use public money. In this situation, the association will dispute in the court the sanction of DSV Gorj.
"Certainly that this control covers again, if the case, the illegalities of the services for administration , of the earmarked and ‘eaten’ funds, of the fact that it is not respected the legislation in vigor, and also the instigation of some worthless vets and assistants, to atrocities as those related in mass-media. After getting off scatheless of a penal file with the help of Mischie, the mayor of Matasari locality has another penal file.
Now, Gheorghe Gaspar is again under penal investigation for abuse in the service. He ordered to be organized a hunting in Matasari village for shooting the stray dogs. At the beginning, the prosecutors from the Court of Law Gorj found him not guilty, but the prim-prosecutor of the institution reversed the solution. In this way, was disposed the beginning of the penal investigation against Gaspar, because the Association of animals’ protection "Pro Animals" brought proofs with which it was proven that the hunting had no motivation.The mayor had organized the stray dogs’ massacre on the motif that in the locality existed a fox rabies area and that the foxes would have transmitted the disease to the dogs.

The actress from France, shocked that , in Romania, the dogs are hunted with the gun.
Brigitte Bardot sent a letter to the mayor of Matasari, Gorj county, after she had heard that in the locality, tens of stray dogs had been shot between the blocks. Brigitte Bardot says that "the animals were tortured, crippled and shot by the hunters who had a sadist pleasure to offer a dead in pains". With her "heart upset" and with her" eyes full of tears" the actress writes to the mayor, Gaspar Gheorghe, that he is a " disgrace" for his country. Brigitte Bardot, an ardent protector of the animals, reminds the mayor of Matasari that " while there exists modern ways to stop increasing the communitaire dogs’ number , you prefer to encourage the savageness." The famous actress transmits to the mayor that she hopes that " European Union punish the lack of the humanity from Romania by refusing the integration of this country in 2007." Also, at the text of the letter drawn up on the computer, Brigitte Bardot adds a phrase, big and bold, written by hand, which is addressed personally to the mayor ,Gaspar Gheorghe: " You are not worthy of being considered a human beeing". At the end of last week, the Association for animals’ protection " Pro Animals" accused the authorities from Matasari that tens of stray dogs had been shot behind the blocks from the locality. The representatives of the association soustain that they have proofs which prove that the animals were killed into the city, but the president of the County Association of Hunters and Fishermen Gorj is sure that the hunting had been organised in the forest. In the middle of Ticleni city,
Dogs euthanised with the gun,

A citizen of Ticleni city, teacher , informed The Law Court from Targu – Carbunesti that on 10th of September he was witness when three men with hunting guns shot some dogs. The teacher I. Mercioiu said that he saw how the three hunters shot the dogs, in the city, near an economic unity. " Several people who were into their balconies because they heard the shootings were eye witnesses. All happened around 7 p.m. I asked one of them why are they shooting into the city and he said to mind my own business. Then a trailer came, collected the dogs and left" said the teacher.

Ion Mazilu confounds the city hall with his own consulting room
The mayor of Ticleni, Ion Mazilu said that he don’t knows nothing about this incident and he can’t know everything is happening here. " I’m not a hunter, I’m a vet. In teh city aren’t so many stray dogs and we don’t need a special service for this. Every man has his own dog. At people’s demand I euthanised sick dogs" said the mayor. The Law Court from Targu-Carbunesti sent to the Police from Ticleni the file, that is being under investigation now. The representatives of the police said that the shooting of the dogs was made after some people brought some demands to the consulting room of the mayor, who is also a vet, asking him to euthanise 4 dogs.

The Hunters Association didn’t deliver the necessary permit
The association of Hunters and Fishermen Gorj, received many solicitations from various city halls from Gorj, asking to shot the dogs that were in the woods because they are putting in danger the game. The Association had no solicitation from Ticleni City Hall. "The shooting can me made at random, but only with a permit that we deliver. I personally sign this kind of permits but I didn’t receive any from Ticleni. Usually this kind of actions don’t took place into the city but only out from the city, under our surveillance , otherwise it’s illegal" declared Nicolae Tonca, the director of The Association of Hunters and Fishermen Gorj.

 


The municipality’s catchers "let out" of City Hall Ticleni

Mayor of Ticleni, Caonstantin Mazilu, vet, " let out" last week from Tg-Carbunesti many flayers to catch the strays. Members of animals protection foundation Pro Animals sustain that the action from Ticleni was totally without any legal base any humane spirit. Dogs were caught with wire, hit with sticks and throwed in a haul like a rocks. Conforming of some citizens, the animals were trated with the most big cruelty. " I had a female dog with 2 puppies , I m telling that I had her because they came almost 7 beasters and hit her with stiks. They hit her and broke a leg but she defended her puppies." told Maria P. Another zitizen was unhappy of the Mayor action:" Since I m living were strays. I have 2 children who since they learne to walk thy are playing with this poor dogs. Always we gave them some bread but thy didn’t were ever agressive. We have pain for dogs who were caught and send to dye. My child has 5 yeras and he is crying even now after he saw what he saw. " After disscusions with Mazilu , the foundation representatives decided commonly that all dogs were be caught , neutered and returned in territory, with help of a foreign foundation.
