More than 100 dogs poisoned in Tg-Jiu

More than 100 dogs were poisoned in Tg-Jiu. The representatives of Pro Animals Association tell that it is organizing a real extermination campaign of stray dogs. They found in the city dead bodies of dogs. Most of the cases were signalized in 9 Mai,CAM,Republicii areas. Conforming of the citizens , the action started one month ago. Maria Stancu a citizen from CAM told us that she saw in the area many dead dogs even her dog had the same end..”I had an old dog female and two years ago I keep money from my pension and I went with her to the vet and I neutered her. Now they killed her Good punish them for murders. Three days she suffered. I borrow money from my neighbor and I took her to the vet but he couldn’t do anything for her.” told us a women for 70 years old.
Carmena Serbanoiu, Pro Animals president told us that announced the Police without any result: ”We know about this thing. We announced the Police too, but until now we have not any result. There are more than 100 poisoned dogs and every day increasing their number. We received a lot of calls from the citizens of all areas of Tg-Jiu. We don’t know who are the persons that are organizing this action but we hope that the ability persons, will make their work. Tg-Jiu, intersperse with dead bodies of stray dogs

Stray dogs are without breath through the bloc of flats from Tg-Jiu city. This situation actually stimulated of the Pro Animals Association representatives taking attitude. They had complains to the Police concerning these aspects they think also that their action will be a failed because the ability organs were been announced one week ago without any result. More, tell Carmena Serbanoiu the Pro Animals president, the stray dogs found dead were taken to the Sanitary-Veterinary Direction for tests to find the reason of stray dogs death. Until now, the Pro Animals representatives think that the reason of death are poisoning substances ,this method for killings of dogs isn’t something new in Tg-Jiu city. Poisoning campaign of stray dogs from Tg-Jiu

An ample poisoning campaign is developing in Tg-Jiu city .Conforming of Association of animals’ protection “Pro Animals” more than 100 dogs were found poisoned in all area from Tg-Jiu .Were found dead , neutered dogs too with ear clips for identification. For the moment nobody know who is coordinating this action but taking in account that it was precedent , which isn’t the only and clearly is not a happening.
Carmena Serbanoiu the president of Animals’ Protection Association “Pro Animals” , told that was informed for many persons:” We received a lot of written and verbal complains from the all areas citizens. We founded dead cats and pigeons who ate from the poison put it on the garbage boxes, on green spaces and even to the streets too.” Dead bodies of stray dogs were been put it to the garbage box for the Communal Services employees and take it to the garbage place of the city fact that is prohibited conforming with the Medium norms. Victims were the dogs with owners, cats and pigeons too.
Viorica Motoc from Grivita neighborhood told us that she was walk away her dog to the center of the city and in a short time he died: “We were walking away on the center and after almost 30 minutes I saw him that was abundantly salivating. I have go out faster to the vet but he couldn’t do anything for him. It is shocking that somebody can kill conscious some innocent animals. But it is someone there up who will arranged everything.”
A possible de -rather of the city is not plausible, because conforming with the law, population must be inform about this aspect for taking the measures which must improve. Mihaela Barceanu- Journalist

The municipality’s catchers continue the activity in an illegality way

|The municipality’s catchers continue the activity and don’t respect the contract signed now 4 months ago with Pro Animals and Vier Pfotten Associations. This contract provide free neutering of the dogs from Tg-Jiu with condition that the City Hall will stop the activity of this department. The Vier Pfotten representatives had sent to the municipality two protests for stopping the activity of the department until the starting of the programme. More, no one of the contractual provisions didn’t were accomplished to the City Hall, institution that is beneficiary of this contract. Beside commitment of the municipality to put handling of the associations reinforced platform for the location of clinic mobile and building of few kennels for the dogs who are complains until building of the new private shelter of Pro Animals. Carmena Serbanoiu , Pro Animals representative ,has told that “Vier Pfotten” can give up to the contract signed with Tg-Jiu City Hall:The representatives from Vier Pfotten expecting for 4 months that City Hall accomplish the obligations.I’ don’t know how long time they will expect because they have a lot of neuter and return contracts in many towns but also in many countries like Bulgaria and Greece etc. Mihaela Barceanu- Journalist

The Mayor Carciumaru is accused of neglecting

The battle between Pro Animals Association and the City Hall of Tg-Jiu continue from many years. The City Hall of Tg-Jiu is accused, in a continuously way by Pro Animals president, Carmena Serbanoiu, because the City Hall didn’t gave any financial support for increasing the good conditions of the dogs from the Kennel of Narciselor street.
In this moment, more than 500 stray dogs live in only 200 places, this is the number of places which the shelter from Tg-Jiu has it.
Pro Animals Association signed a contract with the municipality through the City Hall from Tg-Jiu which promised that will make a modernization to the Kennel of dogs for starting a neutering campaign for the animals without owner.
Carmena Serbanoiu, the president of the Association told that, until now, the City Hall didn’t make anything for modernization of the Kennel. ”The municipality promised from many times and didn’t keep it the word ever. Worse, we make connection with another association, we arranged everything for neuter the stray dogs from Tg-Jiu and vets didn’t came because there aren’t conditions created for the City Hall. From settled up of the shelter ,Florin Carciumaru didn’t help us with nothing telling that they haven’t enough money.” told Carmena Serbanoiu too. She told that the modernization of the shelter will cost the City Hall from Tg-Jiu, almost 300 000 euro.

Sanitary-Veterinary Direction wants to move up the shelter to outskirts of the city
For this year, the Pro Animals Association has been planning that 600 of stray dogs to be neuter for stop the number of reproducing. Every week, to the gates of the shelter are finding many dogs bring from another localities from Tg-Jiu. For not becoming uncomfortable and for accomplish the E.U. norms the kennel for the dogs should be moved to outskits of the city, in areas without population.
The director of the Sanitary-Veterinary Direction Gorj, Ion Iliuta told that the shelter from Tg-Jiu doesn’t accomplish any condition improved for the E.U.” Is not possible that the shelter to remain to the Narciselor street. The kennel should be moved to an inhabit area and mustn’t exist more animals than the number of places. And here the things are different, told the director Iliuta too. The “Vier Pfotten” Foundation had send an open letter to City Hall from Tg-Jiu

The “Neuter and Return” of stray dogs contract signed last year between City Hall from Tg-Jiu and the Organization for animal’s protection Pro Animals and Vier Pfotten might be put in practice since now 6 months. Through this contract the municipality obligated itself that will created of the organizations the necessary conditions developing the activity.
Unfortunately the City Hall doesn’t accomplish it work, starting the building of kennels for recovering the dogs project that was abandoned in short time from the beginning of the works. So sadly too is the fact that the municipality are continuing to catch the stray dogs and abandoning them to the margins of the city, woods or moved up to another neighborhood .Vier Pfotten Foundation send an open letter in which is drawing attention concerning infringement of contractual clauses.

“Dear Mr. Mayor,
The representatives of the animals’ protection organizations “Pro Animals” and “Vier Pfotten” Romania are expressing the regret about City Hall attitude concerning the stray dogs from Tg-Jiu. Because the City Hall from Tg-Jiu signed with Association for animals’ protection “Pro Animals” and “Vier Pfotten” Foundation Romania, the contract no.37.926 since 24.10.2006 , we can’t understand how is possible until now that City Hall doesn’t respect the contractual duties to allow the coming of “Vier Pfotten” team in Tg-Jiu.
In basis of this contract , the City Hall of Tg-Jiu obligated itself to insure all necessary conditions for “Vier Pfotten” so that these can develop the activity and ”Pro Animals” Association and “Vier Pfotten” Foundation Romania obligated itself to develop the neutering, de-worming, anti- rabies vaccination, , registration and returning project of stray dogs.
And also conforming with 4.3 article The City Hall from Tg-Jiu obligated itself to oust any possibility that these dogs to be killed and to take the necessary measures in this way”, and also ”to assure that the employers of the City Hall , will not initiated poisoning, killings ,maltreatment, sending away, of the dogs in next 5 years from cessation contract develop.”
We mentioned that this contract is into force since 24.10.2006 and the presence of “ Vier Pfotten” in Tg-Jiu wasn’t possible because the City Hall hasn’t accomplish the necessary obligations of project developed. We presented you these opinions and information to demonstrate the gravity of facts against stray dogs, and also how many grave consequences can have the perpetuation of this practice especially from point of view of the image in the eyes of public opinion national and international in context of Romania adherence to E.U. We are expecting your answer with certitude that yow will find one modality for stopping and preventing some kind of actions.

Stray dogs from Motru- a problem not solved of the authorities

One of the problem that was not solved for many years in Motru is stray dogs problem. The situation is worse in Horasti locality where because the entreprises from the area were closed, the dogs became without owners.

Dobrica’s dogs

From years were tried many measures to solve the problem without succes. The solution considered a way for entertainement was hunting , animals being shot outside the city. From 2004 when to the City Hall from Motru came another team maybe with pain against animals or under mass-media presion , was adopted a civilised attitude concerning the problem. So, was realised an understanding between City Hall and Protection of Stray Dogs Foundation m represented by Robert Smith and Pro Animals Association from Tg-Jiu. The contract signed in 12.04.2005 provided improvement of" Neuter and Return" programme which was including all stray dogs, but especially pregnant females or in the reproducing period m agressive dogs, sick or hurts. Trough the contract, the associations , promised that they wil put on disposition, for free, medical personal qualified , and that they will treat, de-worm, de-flea, vaccinate, neuter and identifie all animals to keep in evidence "to euthanise dangers dogs or sick without any hope according with the law. "Tudor Dobrica told that the teams made their work and they neutered, vaccinated, de-wormed , until now almost 1500 dogs , and put them ear clips for identification after they were returned in territory.

The people with sticks from the middle of the night

If apparently the stray dogs problem has a legal and civilised solving, to the night sheltering, the things are different. In many times , beasts with humane faces with sticks , huntesd in the middle of the night and they killed with wild the dogs, in front of blocks and they shocked the population. When Dorin Hanu was assalted of the citizens concerning the illegalities, the Mayor told that he don’t know about the situation but he will research and punish the guilty persons. Punishments didn’t were but huntings in the night, were. The children who learned that the dog is the best friend of the people , are wondering probably who is humane and who is dog? Death of some strays is surprising the Motru population

In the last 4-5 days , more than 20 stray dogs have died in different areas of Motru. Vasile Lupu teacher, had saw the terrible pains of the animals, he told : “They are poisoned. They are suffering and despite of the efforts of good persons, the animals are dying.” Without or with ear clips the stray dogs are having the same fate. Almost 2 years the Mayor Dorin Hanu has a contract with “Pro Animals” Foundation and they are neutering an important number of female. That’s why 95% are adults, puppies disappeared almost totally.” We found too surprising about this criminal attitude witch can affect including security of children. That’ s why we make research coordinating by Paul Marin, chief of local police with another two veterinary medicine specialists”, has told Tudor Dobrica vice-mayor. Ion Sanda administrator to a vet pharmacy, with knowledge of toxic influence concerning animal body (organism) , told:” Poisons that are for sale in vet pharmacy are affecting the insects, parasites but not the animal bodies. Toxics of the first grade, the most dangerous, aren’t anymore fabricated, the ones which are having II and III grade aren’t distributed only by enterprises able for desinsection ,de-rather but we don’t have in Motru this kind of enterprise in activity.” Even so a mal intentioned person poisoned some stray dogs. The number of stray dogs has increasing in Motru because they were bring from the localities where doesn’t effectuated the neutering. The efforts of Motru City Hall were constant concerning the legislation in domain. ”I told that I will not allow ever the killing of one dog in a barbarity way. If we find the person who commit this kind of things, he will suffer the rigors of the law.

Tens of killed strays near of playing spaces for children

Shocking images into the neighbourhood from the margins of Tg-Jiu. Tens of dogs were found dead or in agony to the streets.

More than 20 strays were found dead on the streets from Tg-Jiu. People were terrified of that they saw , especially that the strays were saw near the playing spaces of children, but also beside the

schools.

I saw a puppy who was running and making strange noises

The citizens are telling that in the night , unknown persons poisoned without mercy. Were heard noises , but no one didn’t noticed. In the morning the citizens found the dogs dead. " I watched on the window but I didn’t saw only a few dogs who were runing. I didn’t know what was happened. In the morning I saw in front of the block a puppy who was runing and making strange noises and when I looked better I found another dogs who were already deads. : told Ionela Serban.

Dogs killed to the streets

The locals are revolted about what was happened , especially that one of them were taking care of the animals. They don’t understand that the dogs are killed to the streets and under the eyes of all the people , especially that in the area are many children." When I came down the stairs , I found the female dog , Cuta , was dead. I found another puppy , who was dead him too. We don’t know what is happening because the dogs don’t do nothing wrong. We were taking care and fed them . I think that they were killed with letal injections. " told Grigore Pruna .

Pro Animals Association will start a research

Because of the citizens complains the employees from the City Hall came in that place to get the dead bodies of the animals. Pro Animals Assocs`ation is not surprised of that incident , because is not a singular case. Will be started a research to establish what kind of substance will be used and who is guilty for what was happened. Carmena Serbanoiu the president of the Association told that she is confronting very often with this kind of situations.

The second case of this kind in a month

" We will pick-up two or three dead bodies , which wil be took to the Sanitary- Veterinary lab for analysis, and after the results , we will make complains to the Police because I’m convince that it is the action of a desinfection enterprise. In one year, four or five times are happening this. Now probably is the first neighborhood but will next others too." told Carmena Serbanoiu the president of Pro Animals Association, Tg-Jiu. Poisoned dogs to unpleasing of Hanu

The Mayor of Motru, is watching the stray dogs from the city with the Local Police. Dorin Hanu has told that he asked more security and more carefully for stray animals after, in the last days, in the city, the stray dogs started to dye poisoned. The Mayor told that he didn’t do this kind of action that he blame it absolutely, Hanu being convinced that his political adversary are trying to discredited him.
The mayor told that he is having in developing a neutering programme of stray dogs, in good conditions with an association of animal ’s protection. He sustain that only persons interested to compromise him in appropriating of local election can poison the dogs, even if the animals found dead in city aren’t from the neutered one.Dorin Hanu tell that vice-mayor of Motru city member of PRM ,like mayor too, didn’t sleep many nights walking on the streets from Motru hoping that will find any person interested to poison the dogs. Hanu sustain that he will do all is the best to go one the Neutering programme and will find the persons who throw poison to the dogs from Motru.“I’ can’t belief that someone is able to do it me something like this. I’m very upset because the people are accusing the City Hall, but we don’t make this kind of things because we are conscious that we don’t solve the problem in this way. I’m sure that everything is reducing of the political fight because I’ don’t find another explanation. The television too came called by a few teachers and surprised when your mates came , beside that school it was a dead dog, like someone poisoned him just to be filmed. I have some suspicious, but I’m still searching proofs because I can’t speak without proofs to demonstrate that everything is a set up. I asked to Local Police more carefully.
