Poisoned dogs to Rovinari

Dead dogs found on the Garbage Hollow of Rovinari, were poisoned. This is conclusion of vets because of analysis lab. Sanitary-Veterinary Direction Gorj specialist are sustaining that was used a prohibit substance which is not fabricated anymore in Romania. Now, the Police officers started a research to establish who killed the animals. A week ago , almost 100 strays were found to the Garbage Hollow from Rovinari by representatives of an animals protection association . President of Pro Animals , Carmena Serbanoiu , sustained that the Mayor ordered killing of the dogs. And this, after the Mayor announced that he will give 10 lei for each caught dog: " It is a massacre here. The Mayor is guilty. Tell us Mr. Filip from where has he money for each dog bring to the shelter. From his own pocket or from public money. It is clear that he killed and I don’t want to discuss him anymore. He didn’t respect the contract signed with us, " is sustaining Carmena Serbanoiu. Mayor from Rovinari, Dorin Filip denied accusations and he is sustaining that is an action from part of his political adversary. Doctors from Sanitary- Veterinary Direction Gorj are telling that the person who is guilty will receive a fine of 7000 lei ( almost 1800 Euro) and Police will open a penal research for using of prohibited substances. Modern kennel for strays -finished in " a few " weeks

The municipality announced yesterday that it still working to the kennel for strays and works will be finished in a few weeks , without telling an exactly date.Conforming of local authorities, this will be a modern one , almost as the shelter from Brasov and will have a capacity of 1000 places , enough to shelter all dogs from the city streets. To another side, it is mentioning that guilty for the increase number of strays is the fact that because of " export" which made it some localities and even the nearby counties. " Whithout have concret proofes in this way, but from what was communicated , number of strays is not decreasing because are bring from another localities too and nearby counties, Valcea is an example " told Ramona Evulescu spokerman of Tg-Jiu City Hall. We are mentioning that to this kennel after will be finished and can be used , will come vets to neuter the strays and also will be arranged a space for this. Conforming of Sanitary- Veterinary Direction representatives this neutering action will be for free for strays who will come to the new kennel. Modern kennel for city strays

Strays from Tg-Jiu will be moved soon in a new kennel , built especial for them. In this moment, the strays are in the kennel situated near the kennel managed by Pro Animals Association and this, after the city was in quaranteen because of rabies.

Tg-Jiu is not anymore for a period of time in quaranteen because of rabies but the kennel settled-up for this is still working. City Hall representatives established to not give up of the space already modernized and with all utilities . The kennel will become empty because the animals will be moved. Spoke man of City Hall , Ramona Evulescu , announced Monday that the new kennel can be used soon. " In a few weeks the new kennel will be ready and we will take there all strays. We are having only a problem , appeared dogs from

another counties, for example Valcea. " told Ramona Evulescu. This measure is good because in the city wasn’t a modern kennel to European standards. Once with the kennel inauguration will disappear probably the conflicts between Pro Animals representatives and City Hall representatives. Concerning rabies , it seems that only 16 focus are still active in the county from 56 focus. Angel of hurt and maltreated animals

Informatia Gorjului, 7-13 April 2008She is the mother of hurt and suffering animals , is managing a business and she is working to a unique study in Romania . In this way can be describe in a few words, Carmena Serbanoiu president of Pro Animals Association manager of a society and doctorate degree. In spite of the appearances it is a very complex women, who has a huge passion: loving for the animals. Carmena Serbanoiu is developing her activity in different plans, so she is working a lot. The day is beginning in the morning, at 7 o’clock and is ending lately, after the middle of the night . Activity of carrying and protecting of the animals take her the majority of the time. She must manage her enterprise with activity in imobiliary domain. Besides this , she is to doctorate degree and her paper work which she choose to wrote was never elaborated in Romania by somebody else. The theme is “ Behavior researching of some animals species as integrant part of protection animals strategy” . So, she has not anymore time. “ My day of work is beginning to 7 o’clock in the morning and is ending after the middle of the night. I have a very tire and full programme but my passion for the animals give me the necessary power to go one. When I come to the shelter I ‘m full with energy. I had many meetings with representatives of animals protection associations foreigners , with which we are having a very good collaboration and they don’t understand our aggressive behavior against the animals. It is about people education , which is forming very difficult. In civilized countries , the first animals protection laws appeared now almost a century and in our country now a few years. It is clear that we are in last to this chapter “ is telling Carmena Serbanoiu. She knows the names of all 450 dogs from the kennel

Carmena Serbanoiu is taking care about 450 dogs who are in the kennel of the city situated to the margins of Tg-Jiu and also many other hundreds of strays who are living in different areas of the city. She is running with the association car and feed the dogs who need a special treatment because are very sick. Shelter for strays belong to the City Hall but from good years is managed by animals protection association manage of Carmena Serbanoiu who is supporting all spending concern keeping of strays. Dogs who are in the shelter were took by the streets or abandoned. They are happy when see her and they feel that she is their best friend. Even that it is difficult to think, Carmena Serbanoiu knows the names of each dog, his behavior but also his story:” I

know the names of all 450 dogs from the kennel and the story of each of them even that is difficult to think. Each of them passed a trauma . Most of the dogs from the shelter were catch from the streets and others were abandoned. We are supporting all costs concerning care of dogs and we don’t receive any support from part of the authorities. “ Each dog has a special story . One of them passed very difficult periods , being victims of humane cruelty actions. “ Impressed me very much a tragic happening of a female dog. Somewhere to margins of the city was a fire and all trees burned. We went there and a female dog pulled our clothes. During of 30 minutes made this think after she leave and she came back with the skin of one of her puppies who burned in fire.” Collaborations with foreigners associations

Is working very good with “ Brigitte Bardot” association from France and with another organization from Finland , which donated to Pro Animals, a caravan where Carmena Serbanoiu intention to make a surgery room. Because of many maltreated cases of horses ,Pro Animals Association built beside the kennel, a shelter for maltreated horses. Carmena Serbanoiu passed different difficult moments during the rescue actions of tortured animals. She was hit with sticks and aggressed with different tools. All these were happen because he want that the animals to not be anymore maltreated. “ We intervened to save a horse who was maltreat by his owner. He hit me until I felt down on my knees. I received many menacing from part of horses owners.” is telling Carmena Serbanoiu. She made ballet and she learned to play on piano and viola

Carmena Serbanoiu was born to family in which they appreciated the culture , even that her parents had a technical preparing : mother- medical assistant, and the father – technician . They inspire her an artistic feeling. Since she was a child she learned ballet . During of 4 years she practiced this artistic dance. Than she studied many years piano and viola. Lecture is an important think in her life. She is remembering that when was a child, her father inspired this passion. He put her on the table a book which should be read in 24 hours. During the high school she learned courses of dramatic art and she felt in love by theatre , which is one of her big passions. He tried came in to Institute of Theatre Art , but she didn’t succeeded . The concurrence was than very big , being

100 candidates for one place. Carmena Serbanoiu is remembering that in the exam commission was the famous actor Marin Moraru. She oriented to another direction and she couldn’t choice another domain than one concerning the animal love. So she came in Zootechnical University from Bucharest and she graduated with success. She worked many years to a unity of birds raising , but she couldn’t accommodate because she must tell untrue dates. It was proposed her many times to go and work in foreigner or another big cities but she preferred to not leave her natal city. “ I received many offerts to go. I received a propose from part of one councilor of Bill Clinton to work in SUA as a manager to a shelter , but I couldn’t go from Tg-Jiu. “ She is write a paper work unique in our country

Carmena Serbanoiu is a women independent , who wanted to have her own road on life. They don’t like misogins mans and she militated always for an accentuated position of women in society. She is on doctorate and is elaborating a paper work which has as theme behavior of some species of animals in context of strategy of their protection. Teachers told her that is the only paper work of this kind from the country and nobody had this subject ever . “ I’m in second year to doctorate. Is a lot of work , but I’m doing what I like. Is not difficult to wrote the doctorate work , because researching work I make it to the shelter. She is working to this project and time is the main inamy, being to short for multiples activities in which she is involve. In this way is explain why in 9 years he didn’t have neither a day of rest. ROVINARIAnimal’s protection associations want to action in Justice the City HallInformatia Gorjului, 7-13 April 2008Animal’s protection association Pro Animals and another organization from England are intentioning to action in Justice, City Hall of Rovinari, after, last week to the Garbage Hollow of city were found 150 dead dogs. Carmena Serbanoiu, president of Pro Animals soustain that many of dogs were identify with ear clips , means that they were neutered and vaccinated. She told that the Association and another organization from England signed a contract with City Hall of Rovinari to neuter the strays and the local authorities didn’t respect it : "We called the representatives of England Organization and informed them about what was happened. We have a contract with City Hall Rovinari to a period of 10 years , which wasn’t respect snd we decided together with the president of England Organization to action in Instance the City Hall for this. " Carmena Serbanoiu soustain that the principle responsability for strays death have it local authorities :" This massacre was possible with local authorities agreement . It is an ussual practice in Rovinari, to reduce the strays number trough poisoning. Many citizens complained concerning the cruelties against strays. Mayor, Dorin Filip, is telling that City Hall is not guilty concerning the strays death: " I’m an animal lover too , and I can not do this ever. I have three dogs home. Who will accuse me about this kind of things will respond. I insisted to come trained people to neuter the dogs . I don’t know how they died and who did this thing. Tens of dogs found dead to the Garbage Hollow from RovinariGorj Domino, 03 April 2008The initiative of Dorin Filip , to pay from his own pocket 10 lei (almost 3 Euro) for each dog bring to the City Hall shelter seems to cost him already too much. He spent until now only 800 lei ( almost 250 Euro) , but he must manage the accuses that he killed the dogs catch in this way, to the Garbage Hollow of the City an animal’s protection association discovered yesterday tens of dead bodies.

Police from Rovinari, started yesterday a research after the dead bodies of almost 20 dogs were discovered to the Garbage Hollow of the city. Horatiu Gurita from Rovinari Police declared that the policemen were called by Pro Animals Association representatives , who discovered in the garbage , the dead bodies of many dogs. Carmena Serbanoiu from Pro Animals Association told that she and her daughter took from the garbage the dead bodies of almost 15 dogs. She is accusing the Mayor from Rovinari , Dorin Filip by the massacre of four-legged , is basing her accusations on the Mayor decision from now a week to offer 10 lei from his own money for each caught dog and took to a shelter managed by the City Hall. “ I came here and I found what we are not expecting. I looked only a few quarrels meters and I took from the garbage more than 15 dogs. We went more and if you are going with us you will observe how are seeing the dead bodies trough the garbage. It is a massacre and that’s why I make responsible the Mayor from Rovinari. He offered 10 lei for each caught dog from the streets , even if he hadn’t a legal cadre for something like this.” tell Serbanoiu.

Who poisoned them?

President of Pro Animals has on his side the people who are coming every day and looking different things which can be re-used. Yesterday he talk with those persons and he found how work the things. “ It is not a secret . The dogs are bring from the city by DSC people ( Communal Service Direction) and the City Hall people who are in charging with the garbage cleaning. Into their boxes are sometimes even 10 dead dogs. Nobody is in charge with this think but this appeared now a week when the Mayor announced that he gave 10 lei for each dog. “ told one of the people who are looking on the garbage. To his side is another young man from Rovinari who is telling that he found his own dogs dead to the garbage. “ I saw how my dogs died in front of the block . They were four and now few evenings ate something that probably was throw it and I saw them how they made foam on the mouth. In a few second they were dead and now, when I came here , I found them to the Hollow trough the rests from here. It is not possible something like this , it seems that we are not in EU and in the third millenium. " tell the respective.

Mayor Filip is telling that he loves the dogs

The Mayor, Dorin Filip affirm that all the strays who are catch, are keep in a strict evidence , to the shelter ,from the margins of the City, surrounding with wires. The Mayor deny any involvement to the dogs killing and he is sustaining that this situation was created by his politcal adversary or by the upset citizens, who were bit by the dogs. I know that in this moment is electoral campaign and I have many political adversaries but I’m thinking to the possibility that a fool man from the city who maybe had his children bite, revenged in this way. City Hall Rovinari fined by the Medium Institution

Yesterday, besides the policeman , came also two sanitary- veterinary doctors who took a dead dog. They will make analysis and they will establish in the next days which are the causes of death. How they are there, will not know anyone else, only the Police who is researching and the persons who took the dogs there. For the moment, the Garbage Hollow is closed and no other City Hall Rovinari employee doesn’t depose alimentary rests, the Mayor menacing that he will give fire to the City garbage after the Italian authorities model. Mayor from Rovinari , Dorin Filip is prepared to offer money from his own pocket for each dog bring from the streets. Filip will give 10 lei (almost 3 Euro) to the persons who will bring the strays to the kennel. The condition is that the animals to be only from the town. “ I have a good evidence to the dogs, more better than to the citizens, because I made everything to vaccinate them and take care about them “ told Filip. The Mayor told that he will pay from his own pocket , even that he is expecting that to the shelter to be brought more than 400 dogs. He told that he was paying for each citizen bite and more, even for anti-rabies vaccine for these persons, because he didn’t know that the vaccine it is for free. Tens of dogs and cats poisoned Informatia Gorjului, February, 2008

Tens of dogs and cats were found last week in different areas from Tg-Jiu . Dead bodies were to the streets, beside the garbage boxes. The animals protection association Pro Animals was call by the animal lovers who were terrified by the big number of dead animals. The representatives of Pro Animals took a few dead animals to Sanitary- Veterinary Direction to establish the cause of death. Carmena Serbanoiu, the president of Association told that the laboratory analysis showed that the animals were poisoned: “ I found that the animals were poisoned with carbofuran . Certainly is an action good organized of a public institution, the dead bodies being get immediately by the Flayers Service . It is a usually method to reduce the number of strays from Tg-Jiu. Even it is a protection law which is prohibiting this kind of actions , the competent institutions hadn’t any reaction. From years, the authorities from Motru is trying to get free the City by the strays, without any success. The dogs were taken with the cars in woods, shot now a few years , this being a “happy” method for the hunters to pass their free time. The only solution is their neutering. So in 2004 was signed a contract between the City Hall from Motru , Strays Protection Foundation and Pro Animals Association a contract which was stipulating improve of a “ Neuter and Return” programme of strays, especially of pregnant females, aggressive dogs, sick or hurts. Until now, “passed to the doctor” almost 1500 dogs but their number is bigger. The City Hall has a little kennel , where they took the strays to neuter them and the Mayor has an opinion concerning the strays: “If they are spay , the dogs don’t bit everybody , they are more calm. Building of the new kennel managed by City Hall of Tg-Jiu is generating conflicts . One of these appeared yesterday when Pro Animals

representatives found in the new space a dead female dog. The dead body was taken for analysis to Sanitary-Veterinary Direction Gorj and the managers of the kennel accused of uncaring . More, the president of FRPCA (Romanian Federation for Animal’s Control and Protection) told that the four-legged from here are stressed physical and psychological. I’m malcontent by the way in which are cared the dogs

from the kennel. The animals don’t have a person who take care about them permanently, the gates are always closed and the people who want to take a dog can have access, the food and the space are not enough. For this reason the dogs are stressed physical and psychological. More, yesterday night died a pregnant female dog , we came in and took the dead body and now we will get him for analysis to Sanitary- Veterinary Direction . This dog wasn’t cared , because they must be kept with the other old and sick dogs.” told Mircea Serbanoiu, president of FRPCA. He told that he will make a complain to the Police and to Animals Protection Organizations if will be find that the animal was poisoned or mal treated. The representatives of City Hall and director of Communal Services , Alexandru Zaharia , told that “ we took urgent measures , after rabies focus finding. We started the working to the kennel beside Pro Animals, and the offered conditions are the best. The food is conforming with the law and we didn’t starve the dogs. The access is allow it into the shelter , to the Association representatives , the press, DSV and to all the people who want to take the dogs. The European Union, the structure for which Romania made a lot of sacrifices to join is not agree with the cruelty against strays and not with their euthanasia. The public shelter from Tg-Jiu is closed. Here are put in order the strays who must be vaccinated anti-rabies. Unfortunately , the persons who want to recuperate their caught animals , don’t have any possibility because the shelter hasn’t the employees who satisfy the citizens requests. Many persons who wanted to recuperate their dogs went to the shelter from Narciselor street where they found the watchman and a padlock to the gate of the public shelter. The law allow the access in the public shelter to any person who wants this think. Letitia Fugaru, one of the dogs owners who can not recuperate her dog told us: “ Since Thursday , when my daughter told me that the flayers took my dog from the door , I’m trying continuously to get him home. I raised him since he was a puppy with the syringe. Now he is a big and beautiful dog. Employee of Communal Service Direction agressed in Rovinari

An employee of Communal Service Direction from Rovinari, was agressed , yesterday in the morning , by a local person. The reason was the fact that the employee Ene Cristian, was trying to make his work trying to catch the strays from the stairs of blocks. The local person seeing that the employee of CSD want to put in noose the stray, started to aggress him and told him to get free the animal because he is watching the stairs. Finally, the employees of CSD succeeded to catch a few strays who took them to the city kennel.

Massively vaccinationStray dogs in quaranteen Lupta in Gorj, 25 February 2008More than 200 dogs from the Pro Animals kennel were vaccinated , Thursday against rabies. It was taken this measure because Tg-Jiu City is in quaranteen because of a dead fox with rabies.

Was established like a preventive measure, vaccination of all dogs from Pro Animals kennel but also of the others stray dogs from the city’s streets. Carmena Serbanoiu, the president of Pro Animals Association told that “ to the animals from the kennel it is administrated the vaccination for free. Here, we are having 400 dogs but we will try to take care about the stray dogs who will be brought here for vaccination, of course in collaboration with the City Hall Tg-Jiu.” The

Gorj Domino, 25 January 2008The City Hall started the catching action of strays from the streets, but in the first day it was a failure for the flayers. They succeeded to catch in two hours only two dogs and those because they were mild. The flayers run between the blocks from Lotru and Zambilelor area without to catch the dogs who were running free. Only a person reproached them that they should let the animals because she take care about them. Two representatives of an animal protection association accompanied the flayers in the catching action of strays, they were asking the flayers to behave more mild with the strays. The action will continue in the next days. Catching of strays became obligatory after in the city was instituted quaranteen because of a fox dead of rabies. Gazeta de Sud, 9 January 2008Many stray dogs were found dead yesterday to the Garbage Hollow Tg-Jiu by Pro Animals Association representatives. The animal lovers were called by the people who are looking on the garbage , that tens of dogs were shot and let in the garbage. “ The association representatives were there and they found many shot dogs and also pieces from them. The people who are looking on the garbage told us that the last Sunday came three hunters who shot the dogs. They should go to a near lake to shoot ducks but they shot dogs. The testimony told that he counted 30 dead dogs but they were covered with snow. It is illegal what was happened . The state institutions must search what was happened and take measures against guilty persons” told Carmena Serbanoiu the president of Pro Animals. The people who are looking on the garbage are terrifiedA citizen who was looking on the garbage told to Pro Animals representatives that his wife wanted to intervene for stopping the hunters to not kill the strays, but she was menaced by them. “The man was terrified even after a few days, he was shocking. He live near the Garbage Hollow and he is alive with the rests from the garbage. He told that he didn’t saw something like this, ever and he doesn’t know what kind of souls have that people. It is a huge cruelty. He told us that it was everywhere blood on the snow and pieces of animals. He went few meters but he didn’t stand it anymore and looked someone to tell. Alexandru Zaharia the Director, told that he will verify the complains: “ It will be verified. If they were shot, in that area were hearing shootings. I must talk with the Local Police man who assure the security in that area. “ Vasile Tonca , heading of Fishers and Hunters Association exclude a hunting action:” It is not possible that a hunter to shot the dogs , excepting a situation in which was organized an action of this kind. It is possible that they were killed in another place and took to the Garbage Hollow. Maybe they were poisoned in the neighborhoods and then took in that place. The stray dogs are continuing to be maltreatedInformatia Gorjului, 7-13 January 2008The stray dogs life from Tg-Jiu is continuing to be as much difficult as now three months. I’m saying now three months because then it was promulgated a law which defense the animals. This is the law no. 742/2007. In contrast with ex protection law , this one provides hard punishes for the persons who are maltreating , killing or abandoning the animals. These are considered offences and are sanctioning with prison from 3 months to three years or with fines between 1000 lei and 10 000 lei and the animal confiscated. When the law project was voted and it became law we hoped that the animal’s life will be better and the people at least of fear will respect the animals. Now, because that months passed we are seeing that the hopes were in vain and this because no one want to apply the law. The same eternal flayers, armed with the most grotesque and sadistic tools of strays catching are running free on the city’s streets. The citizens who are hitting or killing the animals from pleasure can be saw everywhere. No one saw and doesn’t do anything. The people who must apply the law , the Police and the Sanitary-Veterinary Direction employees don’t care… The only people who are making something is Pro Animals Association. In our country when someone want to make something to pull the civilization cart , are a lot of persons who are trying to hamper this. In this way was happened in this moment. To find which is the reality saw it from the persons who made something for the poor animals we called Carmena Serbanoiu the president of Pro Animals Association: “ The situation is not good…The Flayers Service is functioning 24 hours from 24 hours. The strays are caught in the most horrible ways and taken in unknown directions. To the shelter we have more than 400 dogs. It is a little shelter, like a space, but with many dogs. We are managing very difficult the shelter because we are finance ourselves . The spending are lower and we didn’t receive any financial support from the local budget. Even if our physical and material efforts are big , there are some persons ( from part of the authorities) who have different interests and hamper our activity . We are a non-profit association and non-governamental one and I consider that we are making a benefic work for the community. Whiling the time, we neutered thousands of dogs in the county , we offered for adoption many dogs, we made animal assisted therapy into the Centers for Persons with Special Needs and education in schools. Are persons from the local press who didn’t know the real and legal situation , or they are making accusations in a tendentious way against Pro Animals Association. Recently we were accused in a local newspaper that we didn’t accomplish our duties against the Tg-Jiu citizens because the animals are on the streets and maltreat tens of people. I remind that these obligations are of the City Hall , according with law no. 227. Conforming of the law we have the duty to watch the City Hall activity and to see how is spent the public money. In 2006 we signed a contract with the City Hall and Vier Pfotten Foundation. Unfortunately this contract didn’t run ever. The City Hall affirmed that it was accomplished the duties and we and Vier Pfotten Foundation not. The reality is another. I’m reminding to readers that all our efforts are sustained with private money and that in a civilized country this kind of activity supporting the community is very appreciated…In our country the perception level is different. With this kind of mentalities is hard to think that some day we will be to another country, for example France , where the first protection law was promulgated in 1890 and in Romania in 2004. “ Maybe, in the last the people will understand the animals have their rights and we must respect them from our conscience and not for a law fear. Who is humane and who is dog?Informatia Gorjului, 7-13 January 2008I want to write about a subject which interested me. I read in a local newspaper an article about the stray dogs from the kennel managed by Pro Animals. For the first view, you think that the article is write By Cruela Devil. I can belief that the author can be so naïve that he presented the reality exactly that it is. Rather it can be an executing of an order, paying of a duty or worse a pathological hate against animals. Carmena Serbanoiu the president of Pro Animals Association one of a few persons who care about stray dogs fate from Tg-Jiu , who is simply executed in a public way , whiling that the principal guilty persons are considered honest. To be clearly : all the 400 dogs are not neither of Carmena Serbanoiu neither of the Mayor. The strays without any guilty are the problem of the community. We want or we don’t want ( trough the persons who we elected ) and not somebody else must to solve this problem. Trough the City Hall offices are a lot of sick persons , like in the press too who understand that the only solution is killing, shooting , poisoning, or strangled. Director of Sanitary- Veterinary Direction , Ion Iliuta noticed that the kennel doesn’t accomplish the conditions to receive the functioning authorization. So, what? Certainly , Mr. Director knows that we have a lot of schools and hospitals without authorization. There were some “smart” persons to tell that it stink from the dejections as if in Avicola area or to the pigs farm from Iezureni it smell lavender or lily. The problem is another. In the kennel area are living persons who enriched themselves after the Revolution since 1989, no matter how, with important jobs. This is in fact the real problem of the scandal. And also attempting to forgive the City Hall in a problem which doesn’t solve. The article author is falsifying the truth , talking about tens of persons bitten by dogs.
